In the development of national economy, water conservancy is an important part. After a long time of development and evolution, remarkable results have been achieved. However, from the current actual situation, there are still some deficiencies in the management of water conservancy projects in China. It does not only affects the economic benefits of the project construction, but also the social economic development and people's daily life and production. Therefore, in the future development, we must enhance the importance of water conservancy project management, so as to better adapt to the requirements of the development of the new era.
In addition, because water conservancy projects are often built in some areas with underdeveloped traffic conditions, the transportation cost of mechanical equipment and materials will be relatively high. In the process of practice, if a perfect and feasible construction plan cannot be formulated, the quality of project construction cannot be controlled and guaranteed. Through the development of project management, the above problems can be effectively solved to achieve the whole process management. This can not only save a lot of cost and time for enterprises, but also guarantee the quality of engineering construction. In the process of practice, the enterprise needs to send out professional project management person and set up a special project management department to comprehensively optimize the construction scheme, so as to complete the project construction task with quality and quantity and highlight the social value of water conservancy project to the maximum extent on the premise of cost saving.
This book is divided into 11 chapters to analyze the contemporary water conservancy project construction and project management in detail, and put forward solutions to the problems found. We hope it can help relevant staff in work.

在国民经济发展中, 水利事业是至关重要的组成部分, 经过长时间的发展演变,现已取得显著成效,但从目前实际情况来看,我国在水利工程管理工作中仍存在一些不足,如此不仅对该工程建设经济效益产生影响,同时还给社会经济发展以及人们的日常生活生产带来一系列安全隐患。为此,在今后发展中,一定要提升对水利工程管理工作的重视程度,从而更好地适应新时期发展的要求。
此外,由于水利工程经常会建设在一些交通状况不发达的地区,机械设备材料的运输费用也会相对较高,实践过程中,若不能制定出完善可行的施工方案,便无法对工程建设质量进行控制和保障,而通过工程管理工作的开展,则可有效解决上述问题,实现水利工程的全过程管理,不仅可为企业节约大量成本和时间,同时还可为工程建设质量提供保障。实践过程中,企业需派遣出专业的项目管理人员,并成立专门的项目管理部门, 对施工方案进行全面优化, 从而可在节约成本的前提下,保质保量地完成工程建设任务,最大限度地凸显水利工程的社会价值。
本书分十一章内容对当代水利工程建设与项目管理进行详细的分析,对发现的问题提出解决措施,希望能够有助于相关工作人员工作的开展。
Wen-Kuo Zhang, male, the Han nationality, born in Zaozhuang city, Shandong Province in 1971. He graduated from the major of water conservancy engineer in Shandong Water Conservancy College in July 1992 and from the major of water conservancy in Shandong Agricultural University in July 1998. He is a senior engineer at Zaozhuang Shengli Canal Management Office. He has been engaged in the work of water conservancy project construction management and engineering supervision. He published more than 10 papers in provincial and above journals.
张文扩,男,汉族,山东枣庄人, 1971 年生, 1992 年 7 月毕业于山东水利专科学校水利工程专业, 1998 年 7 月山东农业大学水利专业毕业,现任枣庄市胜利渠管理处高级工程师。长期从事水利工程建设管理和工程监理工作,在省部以上期刊发表论文十余篇。
Xiao-Jun Xue, male, born in Zhangye, Gansu Province, senior engineer. He is working at Zhangye Mechanical and Electrical Installation Company. He participated in many provincial, municipal and county engineering projects. He served as the chief engineer of the mechanical and electrical equipment installation bid section in three water conservancy and hydropower projects of Gansu Province, namely “Xiaogushan hydropower station”,“Erlongshan hydropower station” and “Dagushan hydropower station” and also served as the project manager in the construction project of Sanshui power plant in Binhe New District of Zhangye City and the reconstruction and expansion project of Shandanmachang No.1 hydropower station. As an employed expert, he participated in the completion acceptance of 18 hydropower projects organized by Zhangye Development and Reform Commission in 2018.
薛小军,男,甘肃张掖人。高级工程师,现就职于张掖市机电安装公司。曾参与多项省、市、县工程项目建设。在甘肃省省属工程项目“小孤山水电站”“二龙山水电站”“大孤山水电站”三个水利水电工程建设项目中担任机电设备安装标段项目总工。在张掖市滨河新区三水厂建设项目和山丹马场一号水电站改扩建工程中担任项目经理。作为受聘专家, 2018 年参加了张掖市发改委组织的对全市 18 座水电站项目的竣工验收工作。
Zhi-Gang Lv, male, born in Hulan County, Heilongjiang Province in April 1973, bachelor degree, senior engineer. He is the head of Hulan District basic water conservancy service management station in Harbin. He has been working for 22 years. In October 2013, he was awarded the honorary title of “advanced individual in flood fighting and disaster relief of Heilongjiang Province” by the CPC Heilongjiang Provincial Committee and Heilongjiang Provincial People’s Government. And he was awarded the honorable title of the 36th Harbin labor model by the CPC Harbin Municipal Committee and Harbin Municipal People’s government. In 2019, he was rated as the advanced individual of flood fighting and disaster relief of the whole province by the flood control and drought relief headquarters of Heilongjiang Provincial People's Government.
吕志刚,男, 1973 年 4 月生,黑龙江省呼兰县人,本科,高级工程师。现任哈尔滨市呼兰区基层水利服务管理总站站长。参加工作 22 年,2013 年 10 月被中共黑龙江省委、黑龙江省人民政府授予 2013 年“全省抗洪救灾先进个人”荣誉称号。 2016年被中共哈尔滨市委、哈尔滨市人民政府授予哈尔滨市第 36 届劳动模范光荣称号。2019 年被黑龙江省人民政府防汛抗旱指挥部评为 2019 年全省抗洪救灾先进个人。
