Preface
With the development of economy and the advancement of science and technology, China’s market economy has entered the process of internationalization. As a promoter of economy and science and technology, talents are paid more and more attention by the society, and the management of human resources and archives is the most important. More and more advanced productive forces require advanced production relations to adapt to them, but advanced production relations require the maturity and deepening of modern management concepts. Human resources and file management are a very important issue in the management of social resources. Human resources and archives management are more scientific, systematic and humanized. It is an extremely important factor for the sustainable development of human resources to give full play to the use efficiency of human resources.
This book is composed of three parts: human resource management, human resource file management, and file management. It is divided into nine chapters, namely human resource and its management theory, human resource recruitment, human resource training, human resource incentive mechanism of public sector, human resource file management, personnel file management of government-sponsored institutions, changes in China’s file management system and model, public security file management, and file management of China’s intangible cultural heritage. It is hoped that these theoretical explanations can provide reference and help for managers engaged in personnel file management, which is also our intention to write this book.
As the book contains more content, involves more cumbersome knowledge, and the format, depth and breadth of the contents of each chapter may not be inconsistent; and the fallacies are inevitable. Readers are invited to criticize and correct. Suggestions for improvement will be gratefully received.

随着经济的发展,科技的进步,我国的市场经济已经进入国际化进程,人才作为经济和科学技术的推动者,越来越为社会所重视,对于人力资源与档案的管理,更是重中之重。越来越先进的生产力要求有先进的生产关系与之相适应,然而先进的生产关系要求现代管理观念的日趋成熟和深化。人力资源与档案管理问题是社会资源管理问题中非常重要的一个问题,人力资源与档案管理更加科学化、系统化、人性化,发挥人力资源的使用效益,是人力资源得以可持续发展的一个极其重要的因素。
本书由人力资源管理、人力资源档案管理、档案管理三部分组成,共分为九个章节,分别是人力资源及其管理理论、人力资源招聘、人力资源培训、公共部门人力资源激励机制、人力资源档案管理、事业单位机关人事档案管理、我国档案管理体制与模式变化、公安档案管理以及我国非物质文化遗产档案管理。希望这些理论阐释可以为从事人事档案管理的管理者提供参考与帮助,这也是我们编写《人力资源与档案管理研究》这本书的用意所在。
由于本书包罗内容较多,涉及知识较烦琐,各章节内容的格式、深度和广度可能并不一致,且谬误无可避 免,敬请广大读者批评指正。
Fan Liu, female, the Manchu nationality, associate professional title, graduate degree, born in Chengde City, Hebei Province in November 1979. She graduated from the Hebei Provincial Party School of Economics and Management in 2007; she is currently working at Chengde Radio and TV Station. As the first editor, she completed the book Personnel File Management and Information Construction; and she completed more than ten papers as the first author, including “Basic Work of File Management and Modernization of File Management” and “Discussion on Innovation and Development Trend of File Work in Government-sponsored Institutions”. She mainly engaged in file management and information construction.
刘璠,女, 1979 年 11 月生,满族,河北承德人,研究生学历,副高级职称。 2007年毕业于河北省委党校经济管理专业;现任职于承德广播电视台。作为第一主编完成专著《人事档案管理和信息化建设》;作为第一作者完《论档案管理基础工作与档案管理现代化》及《浅谈事业单位档案工作创新与发展趋势》等十余篇论文。主要从事档案管理、信息化建设工作。
Xin-Li Ma, female, the Hui nationality, bachelor’s degree, intermediate professional title, born in Chengde City, Hebei Province in December 1978. She is now engaged in personnel file management at Chengde Radio and TV Station. As the first author or the second author, she published several papers including “Discussion on the New Requirements of Archival Profession in the Era of Big Data”, “Analysis on Application of Artificial Intelligence in Archives Management”, “Analysis of Archives Management in the Age of Information Network” and “Effective Approach to the Modernization of archives Management Under the New Situation”.
马新莉,女, 1978 年 12 月生,回族,河北承德人, 本科学历,中级职称。 2006 年12 月毕业于河北师范大学汉语言文学专业, 现在承德广播电视台从事人事档案管理工作。作为第一、第二作者,完成《大数据时代对档案职业新要求的探讨》《人工智能在档案管理中的应用探析》《浅析信息网络时代下的档案管理》及《新形势背景下档案管理方面现代化的有效途径》等论文。
Yi-Fan Li, male, the Manchu nationality, bachelor’s degree, intermediate professional title, born in Weichang County, Hebei Province January 1988. He graduated from Huihua College of Hebei Normal University in 2010 and is now working in archives management at Rehe Revolutionary Martyrs Memorial Hall.
