Preface
According to the actual situation of the long-term development of water conservancy and hydropower in China, there are deficiencies, which not only affect the economic benefits of the construction of water conservancy and hydropower projects, but also bring many hidden dangers to the economic production and people’s life. Water conservancy and hydropower have always been an important part of the development of national economy in China. Therefore, we should strengthen the management and quality control of water conservancy and hydropower projects, and actively take scientific measures to promote the management of water conservancy and hydropower projects in the new era. This is the development direction of water conservancy and hydropower in China.
The construction quality and safety management of hydropower projects will directly affect the quality of water conservancy and hydropower projects. But in the actual construction, because of the construction management personnel and management system is not perfect, it will seriously affect the construction safety of water conservancy and hydropower. This paper discusses the safety management and control of water conservancy and hydropower engineering construction, so as to improve its management quality and ensure the construction quality level.

就我国水利水电长期发展的实际情况来看存在着不足,不仅影响着水利水电工程建设的经济效益,而且还给经济生产、民众生活带来诸多安全隐患,水利水电事业一直以来都是我国国民经济发展的重要部分,因此加大对水利水电工程管理和质量控制,积极采取科学发展策略来促进新时期的水利水电工程管理,这是我国水利水电事业必须要重视的发展方向。
水电工程施工质量安全管理将会直接影响到水利水电工程的质量。但是在实际的施工中,由于施工管理人员和管理制度不健全,最终会严重影响到水利水电的施工安全性。通过对水利水电工程施工安全管理与控制进行相应的探讨,从而提升其管理质量,保证施工质量水平。
水利工程施工中面临很多复杂的问题,其安全生产事关重大,为了确保其安全生产,必须要综合考虑多方面的因素,采取相应的安全管理措施,提高安全生产水平。

Gui-Yang Wang, male, the Han nationality, bachelor’s degree, born in Shimen Town, Linshu County, Shandong Province in March 1969. In 1991, he graduated from Shandong Water Conservancy College and later went to China Agricultural University. After graduation, he worked for Linshu Water Conservancy Bureau and engaged in water conservancy project construction at the construction site. He has participated in large-scale construction projects such as the dyke reinforcement of Shu River, the dispatching of the end from Yi River to Shu River, and the water-saving reconstruction of Longwo irrigation area. He presided over the design and construction of small and medium-sized water conservancy projects, such as Longtan Reservoir reinforcement project, Cangmashan small watershed management project, Longtan Hydropower Station project, Jiaolonghe Hydropower Station project, Hedong Futun Hydropower Station project, and Tancheng Lizhuang Hydropower Sation project.
王桂阳,男,汉族,1969 年 3 月生,山东省临沭县石门镇人,本科,1991 年毕业于山东水利专科学校,后进修于中国农业大学。毕业后供职临沭县水利局,在一线工地从事水利工程施工,参加过沭河培堤、分沂入沭调尾、龙窝灌区节水改造等大型施工工程,主持设计并承建龙潭水库除险加固工程、苍马山小流域治理工程、龙潭水电站工程、蛟龙河水电站工程、河东付屯水电站工程、郯城李庄水电站工程等中小型水利工程。
