Preface
Water resources development is an important project of economic construction and people’s livelihood improvement in China. In recent years, the development and utilization of water resources in China have caused damage to the natural environment in some areas. At present, these problems have attracted the attention of the environmental protection department in China, and the environmental protection in the process of water resources development has been taken as the focus of environmental protection work.
This book is divided into water resources development, hydrology and water resources survey technology, water conservancy project construction, hydropower project construction, environmental ethics and law of hydropower resources development, environmental problems of water resources development and utilization, water environment protection and water ecological comprehensive treatment. It expounds the environmental problems brought by water resources development, engineering construction and water resources development and their treatment and protection in several aspects. It fully embodies the guiding ideology of harmonious development of water resources development and construction and environmental protection in the future, in order to contribute to China’s water resources development and construction, and provide a practical reference book for the staff engaged in water conservancy, hydropower and energy related work.
As this book covers a lot of contents and involves a lot of knowledge, the format, depth and breadth of the contents of each chapter may not be the same, and fallacies are inevitable. Please comment and correct.

水资源开发是我国经济建设和民生改善的重要工程,近些年来,我国水资源的开发利用对一些地区的自然环境造成了破坏,这些问题目前已经引起我国环境保护部门的重视,并且将水资源开发过程中的环境保护作为环保工作的重点。
本书分为水资源开发、水文水资源勘测技术、水利工程建设、水电工程施工、水电资源开发的环境伦理与法律、水资源开发利用环境问题、水环境保护以及水生态综合治理,几个方面阐述了水资源开发及其工程施工建设和水资源开发所带来的环境问题及其治理保护两个方面的内容,充分体现了未来水资源开发建设与环境保护和谐发展的指导思想,以期为我国水资源开发建设事业添砖加瓦,为从事水利水电与能源相关工作的工作人员提供一本切合实用的参考书。
由于本书包罗内容较多,涉及知识较烦琐,各章节内容的格式、深度和广度可能并不一致,且谬误无可避免,敬请广大读者批评指正。
Shu-Zhen Jiang, female, born in Qinhuangdao City, Hebei Province in August 1974. She graduated from the major of water conservancy project in North China Institute of Water Resources and Electric Power. She is a senior engineer and has been working in Taolinkou Reservoir Administration Bureau of Hebei Province. She has been engaged in water conservancy project operation management, water resource dispatch management, water ecological environment protection, water resource development and utilization etc. She participated in the construction and post evaluation of Taolinkou reservoir project of Hebei Province, the key project of the Ministry of Water Resources during the “Eighth Five Year Plan” and “Ninth Five Year Plan”, and wrote the relevant work report. She won the first prize of Scientific and Technological Achievements of Hebei Province. She participated in many key projects approved by the Ministry of Water Resources, presided over and completed preliminary research, data collection, reported results preparation, etc.
姜淑贞,女, 1974 年 8 月生,河北秦皇岛人,华北水利水电学院水利工程专业,高级工程师,现工作于河北省桃林口水库管理局。长期从事水利工程运行管理、水资源调度管理、水生态环境保护、水利资源开发利用等工作。参加“八五”“九五”期间水利部重点工程河北省桃林口水库工程建设、工程后评价项目,撰写相关工作报告;获得河北省科技成果一等奖;参加水利部立项重点课题项目多个,主持完成前期调研、资料收集、报告成果编制等工作。
Yu-Hao Shi, male, born in Huainan City, Anhui Province in December 1971. He graduated from Shandong University with a bachelor’s degree in July 1996. At present, he is the chief of water environment monitoring section of Hydrological Information Port of YanTai, and deputy director, technical director and authorized signatory of Yantai Sub Center of Shandong Water Environment Monitoring Center. He engaged in water environment monitoring, evaluation and protection, presided over and participated in the preparation of reports such as “Yantai Water Resources Dynamic Monitoring Network Construction and Operation Design Report”, “Yantai Water Resources Quality Evaluation Report”.
石玉好,男,1971 年 12 月生,安徽淮南人,1996 年 7 月毕业于山东大学,本科学历。现任烟台市水文局水环境监测科科长,山东省水环境监测中心烟台分中心副主任、技术负责人、授权签字人。从事水环境监测评价与保护工作,主持并参与编写《烟台市水资源动态监测网络建设与运行设计报告书》《烟台市水资源质量评价报告》等报告。
Min-Xia Huang, female, the Han nationality, born in Jiaxing City, Zhejiang Province in June 1985. She graduated from Ningbo University with a bachelor’s degree in environmental engineering and Huazhong University of Science and Technology with a bachelor’s degree in engineering management. She is an environmental engineering engineer. She has been engaged in the automatic monitoring system of pollution sources, waste water, waste gas, solid waste, hazardous waste, surface water, air quality, radioactive source, VOC and other environmental monitoring work. She has published many papers in academic journals at home and abroad. Once she participated in the acceptance of the provincial “1452” pollution source online monitoring system.
黄敏霞,女,汉族, 1985 年 6 月生,浙江嘉兴人,宁波大学环境工程本科,华中科技大学工程管理本科,环境工程工程师。长期从事污染源自动监控系统废水、废气、固废危废、地表水、空气质量、放射源、 VOC 等环境监测工作,在国内外学术期刊发表多篇论文。曾参与全省“1452”污染源在线监控系统验收工作。
