Preface


China has become a major power consumer in the world. Due to the continuous improvement of people’s living standards, the demand for electricity in people’s daily lives and work has also increased. To meet the people’s demand for electricity, there are more and more power engineering construction in China, but at the same time, the safety management of power engineering technology has become the focus of China. How to ensure the safety of power engineering under the premise of guaranteeing the demand for electricity is the most important issue in the development of power engineering technology in China. Therefore, it is necessary to carry out a comprehensive research and analysis of power engineering technology and formulate a perfect power engineering safety management plan, so as to promote the development of power engineering technology in China.
This book gives a detailed description of China’s power engineering technology and safety management. 前 言


我国已经成为世界用电大国,由于我国人民生活水平的不断提高,在人民日常生活工作中对电的需求量也随之增大,为了满足人民的用电需求,我国电力工程建设也越来越多,但同时对于电力工程技术的安全管理就成为我国关注的重点。如何在保障用电需求的前提下保障电力工程的安全,是我国目前电力工程技术发展的首要问题,所以必须通过对电力工程技术进行全面的研究分析,制定完善的电力工程安全管理方案,才能推进我国的电力工程技术发展。
本书对我国电力工程技术与安全管理进行了详细地说明,研究的内容包括我国目前电力工程技术与安全管理的现状分析、电力工程技术中的安全常识概述;电力工程技术安全的评估方法和管理、目前我国电力工程企业的安全管理制度说明、我国电力班组的安全管理制度说明、电力工程的安全技术分析、我国电力工程安全教育与事故管理研究、电力工程技术安全管理体系构建组成。

Editor-in-Chief

Xiao-Dong Chen, male, the Han nationality, master’s degree, born in April 1970. He graduated from Shanghai University of Electric Power in July 1991, majoring in power systems and its automation. He is a senior engineer, a registered supervision engineer, and associate constructor. He is currently the director of the Power Supply Service Command Center of the STATE GRID Bengbu Power Supply Company. He has been engaged in power engineering construction management, power production technology management,and power safety technology management for a long time. He has published 1 book, 10papers and obtained 8 national patents.


陈晓东,男, 19704 月生,研究生,汉族, 19917 月毕业于上海电力学院电力系统及其自动化专业,高级工程师,注册监理工程师、注册二级建造师。现任国家电网安徽省电力公司蚌埠供电公司供电服务指挥中心主任,长期从事电力工程建设管理、电力生产技术管理、电力安全技术管理等工作,曾公开发表专著 1 篇,论文 10 篇,获得国家专利 8 项。

Ren-Dong Liu, male, born in Xiuyan County of Liaoning Province in 1979. He graduated from Northeastern University with a master’s degree. He is a senior engineer, fist-level safety evaluation engineer, national occupational health evaluator, certified safety engineer,“Three Simultaneities” reviewer of National Defense Science, Technology and Industry Occupational Health, expert of Liaoning expert database and Northeast Electric Power Safety Expert Database of NEA Northeast Regulatory Bureau. He is working at Shenyang Wanyi Safety Technology Co., Ltd. as the deputy general manager and technical director, and fully responsible for power evaluation related business and major technical issues of the company.

刘仁冬,男, 1979 年生,辽宁省岫岩县人,东北大学全日制硕士研究生。高级工程师、一级安全评价师、国家级职业卫生评价师、注册安全工程师、国防科技工业职业卫生“三同时”评审专家(国家级)、辽宁省专家库专家、国家能源局东北监管局东北区域电力安全专家库专家。现就职于沈阳万益安全科技有限公司,副总经理兼技术负责人,全面负责电力评价相关业务及公司重大技术问题处理。

Ru-Chun Dong, male, senior engineer, the Han nationality, master’s degree, born in March 1968. He graduated from Hefei University of Technology in July 2003, majoring in power system and its automation. He is currently the deputy director of the Department of Marketing of STATE GRID Chuzhou Power Supply Company. He has been engaged in power engineering construction management, power production technology management, power safety technology management, and power marketing. He has published 8 papers, obtained 20 national patents, 2 provincial company-level Scientific and Technological Progress Awards, and 5 provincial company Mass Innovation Awards.


董如春,男, 19683 月生,研究生,汉族, 20037 月毕业于合肥工业大学电力系统及其自动化专业,高级工程师,现任国家电网安徽省电力有限公司滁州供电公司营销部副主任。长期从事电力工程建设管理、电力生产技术管理、电力安全技术管理、电力市场营销等工作,曾公开发表论文 8 篇,获得国家专利 20 项,省公司级科技进步奖 2 项,省公司群众创新奖 5 项。
