With the rapid increase of highway mileage and the rapid expansion of the scope of use, the continuous growth of traffic flow, and the increasing road diseases, the expressway is facing the pressure of centralized overhaul and reconstruction, the task of expressway maintenance and management is becoming more and more difficult, and the demand for funds is growing. When the maintenance peak comes, how to manage and
maintain the expressway, giving full play to the economic and social benefits of the expressway,and maintaining and improving the use quality of the expressway have become more and more concerned by all sectors of society and relevant departments.
The Ministry of Transport puts forward the view that “highway construction is development, highway maintenance also is development, and it is important development”,and raised the highway maintenance management to a new height. It can be predicted that in the future, the focus of expressway construction in China will gradually shift from new construction to simultaneous construction and maintenance, and then to maintenance.
However, there is still a lack of investment in highway maintenance and management in China, and a long-term stable source of funds needs to be established; there are different maintenance management systems, and the responsibilities and rights of expressway maintenance need to be further clarified; the maintenance market is being cultivated, and a new mechanism has not yet been formed; preventive maintenance has not been popularized, and the overall technical level needs to be improved. Therefore, it is necessary to analyze the current situation and project management of expressway maintenance management in China.At the same time, the book is divided into eight chapters to explore the root causes of the problems existing in the maintenance management and project management of China’s expressway, and put forward improvement measures, so as to ensure the sound and rapid development of the maintenance management of China’s expressway.

随着高速公路通车里程的急剧增加和使用范围的迅速扩大,交通流量的持续增长,道路病害日益增加,高速公路面临集中大修和改造的压力,高速公路养护管理任务越来越艰巨、资金需求越来越大。在养护高峰期到来之际,如何管好、养好高速公路,充分发挥高速公路的经济效益和社会效益,保持和提升高速公路的使用品质,成为社会各界和有关部门愈来愈关心的问题。
交通运输部提出“公路建设是发展,公路养护也是发展,而且是重要发展”的观点,把公路的养护管理提到了一个新的高度来认识。可以预计,今后一个时期,我国高速公路建设的重点将从新建为主逐步转为建设与养护并举进而过渡到以养护为主。
然而,我国高速公路养护管理工作还存在投入不足,长期稳定的资金来源渠道有待建立;养护管理体制各异,高速公路养护的责权需进一步明晰;养护市场正在培育,新型机制尚未形成; 预防性养护尚未普及,整体技术水平还需提升。因此,非常有必要对我国高速公路养护管理现状及项目管理进行深入分析,同时,本书分八章内容将我国高速公路养护管理及项目管理中存在的问题根源进行探究,提出改进的措施,从而保障我国高速公路养护管理事业又好又快发展。
Jin-Hui Liu, male, the Manchu nationality, bachelor’s degree, born in Leting City, Hebei Province in March 1970.He has been engaged in highway engineering construction,supervision and management for nearly 30 years. Heparticipated in the construction and management of several secondary ordinary highways and expressways, such as Chengwei second-class highway, Manxiang section and Xiangping section of National Highway 101,Chengqin Haikou Road, National Highway 112, Shitai expressway, Xuanda expressway,Jingcheng expressway, Chengtang expressway, Chengchao expressway,Chengqin expressway, etc. He served as many management positions of project chief engineer,project manager, chief supervision engineer and management office. And he has richexperience in construction management.
刘锦会,男,满族, 1970 年 3 月生,河北乐亭人,本科学历。从事公路工程施工、监理、管理工作近三十年,参与承围二级公路、国道 101 线漫祥段和祥平段、承秦出海路、国道 112 线、石太高速、宣大高速、京承高速、承唐高速、承朝高速、承秦高速等多条二级普通公路和高速公路的建设施工管理等工作,经历项目总工、项目经理、总监理工程师以及管理处多个管理岗位,具有丰富的施工管理经验。
Bo Wang, male, the Han nationality, born in Beijing City in October 1987. He has two bachelor degrees. Since he took part in work, he successively served in China Nuclear E&C Group and Power Construction Corporation of China. His main business areas include investment management, equity management, operation management, asset management,etc. He was responsible for the maintenance and management of hydropower stations, highways, municipal roads, infrastructure and other projects, with rich industry management experience. In the daily maintenance, large and medium-sized maintenance and preventive maintenance of the project, he has his own unique views.
王博,男,汉族, 1987 年 10 月生,北京人,双学士学位。从业以来,先后任职于中国核工业建设集团、中国电力建设集团,主要涉及业务领域包括投资管理、股权管理、运营管理、资产管理等,曾负责水电站、高速公路、市政道路、基础设施等项目的养护管理,有着丰富的行业管理经验。在项目日常养护、大中修及预防性养护方面有其独到见解。
Xiao-Lei Zhang, male, bachelor’s degree of civil engineering, master’s degree of highway bridge, senior engineer, born in Tangyin County, Henan Province in June 1979.At present, he works in Jiangxi Provincial Expressway Investment Group Co., Ltd., serves as the station master of Anyuan Maintenance Station of Ganzhou Management Center of provincial expressway group and is engaged in expressway maintenance management. He participated in the research on the treatment of water inrush in the shallow section of Jianfengling super long tunnel and the research of“intelligent construction and maintenance technology of granite residual soil subgrade in mountain area” of Jiangxi Department of Transportation. As the associate editor, he participated in the compilation of Maintenance and Testing Technology of Expressway Asphalt Pavement and other works.
张小雷,男,河南汤阴人, 1979 年 6 月生,土木工程学学士,公路桥梁工程硕士,高级工程师。现就职于江西省高速公路投资集团,任省高速集团赣州管理中心安远养护站站长,从事高速公路养护管理工作。参与了赣崇高速尖峰岭特长隧道浅埋段掘进过程突涌水处理课题研究以及参与了江西省交通运输厅《山区花岗岩残积土路基智能建养技术》课题研究,并作为副主编参与编著了《高速公路沥青路面养护及检测技术》等著作。
