The importance of contracting and management of water conservancy projects is also increasing. Under the conditions of market economy, the pressure of competition for water conservancy project contracting is also increasing. Therefore, the establishment and practice of the management system is imperative. The traditional management system and consciousness can not meet the social needs of rapid development. 随着世界经济的区域化和一体化的发展，我国的社会经济发展也飞快进行，对于水利工程的承包和管理重视程度也不断提高，市场经济条件下，水利工程承包的竞争压力也越来越大，所以，管理体系的建立和实践势在必行，传统的管理体系以及意识已经不能满足飞速发展的社会需求，需要建设新的管理体系和流程把控，建立高效合理的管理体系，更好地监管水利工程的实施进行。
