Preface

Water resources are clean and renewable energy, and its utilization is the product of social progress to a certain stage. Furthermore, the rapid development of our country’s economy and society directly promotes the innovation and development of water conservancy and hydropower projects, and plays a very critical and important role in the construction technology innovation of water conservancy and hydropower projects.
Therefore, this book elaborates the construction and management of water conservancy and hydropower projects from eight chapters, hoping that engineers can deepen the construction project management while paying attention to its construction characteristics in daily work, so as to ensure the smooth development of the project.

前言
随着国民经济的快速发展，水利资源难以满足全社会生产生活的需要，为了充分利用更多的水利资源，我们就要依靠水利水电工程建设来满足我们日益增长的需要。水利资源是清洁的可再生能源，它的利用是社会进步到一定阶段的产物。进一步说，我国经济社会的高速发展直接促进了水利水电工程的创新及发展，在水利水电工程建设过程中水利水电的施工技术的创新起到非常关键、非常重要的作用。
因此，本书从八章内容对水利水电工程建设和管理进行详细的阐述，希望工程师能够在日常工作中，在注重其工程施工特点的同时能够将施工项目管理进行深化，以保证工程顺利的开展。

高建新

Jian-Xin Gao, male, the Han nationality, bachelor’s degree, senior engineer, born in Luoyang City, Henan Province in April 1972. He took part in work in 1993. He has been engaged in production line work such as planning, design, construction and operation management of water conservancy engineering. From 2012 to 2016, he he was seconded to Construction and Administration Bureau of South-to-North Water Diversion Middle Route Project to participated in the construction and management of Nanyang section of the first phase of South-to-North Water Diversion Middle Route. He is mainly in charge of quality and safety of Nanyang section. He is familiar with the national large-scale water conservancy project construction procedure, and has rich experience in project construction management. He has obtained the qualification of constructor of water conservancy and municipal administration, and cost engineer.

高建新，男，汉， 1972 年 4 月生，本科，河南洛阳人，高级工程师。 1993 年参加工作，一直从事水利工程规划、设计、施工和建设、运行管理等生产一线工作， 2012年至 2016 年借调南水北调中线工程建设管理局，参加南水北调中线一期南阳段建设与管理，主要负责南阳段质量与安全工作，熟悉国家大型水利工程项目建设程序，工程建设管理经验丰富，取得水利、市政一级建造师，造价工程师。
