China’s construction industry has experienced 40 years of extensive and rapid development since the Reform and Opening up. Now it is facing great adjustment. The construction industry is currently in the stage of large cycle decline and small cycle nesting and overlapping. During the 13th Five Year Plan period, it will remain in the consolidation stage. China’s construction enterprises are in the critical period of transformation and reform. On the other hand, the construction industry also faces more development opportunities during the 13th Five Year Plan period. Engineering cost management is a major professional basic course of engineering management and civil engineering. It is a comprehensive engineering technology, involving a wide range of knowledge and a large scope. With the deepening of the reform of engineering management system in China, the system, method and content of engineering cost management and construction management have been greatly improved, and many relevant specifications have been innovated. In this context, the content of project cost management and construction management should also be adjusted appropriately, with the combination of theory and practice as the benchmark goal, so as to cultivate application-oriented talents with solid theoretical basis.

我国建筑行业经历了自改革开放至今 40 年的粗放型快速发展阶段， 现在正面临较大调整，建筑业目前正处于大周期下滑、小周期筑底的嵌套重叠阶段，在“十三五”期间都将保持在盘整阶段，我国建筑企业处于转型改革的关键时期。另一方面，建筑行业在“十三五”期间也面临更多的发展机遇。工程造价管理是工程管理类以及土木工程类主要的专业基础课程，是一门综合工程技术、牵涉的知识面广、范围大，而随着我国工程管理制度改革的不断深化，工程造价管理和施工管理体制、方法和内容也有了很大的改进，许多相关规范纷纷推陈出新，在此背景下，工程造价管理和施工管理的内容也应进行适当调整，以理论结合实践，以培养具有扎实理论基础的应用型人才为基准目标。
本书对建设工程造价和施工管理进行研究分析并详细说明，研究内容包括对工程造价相关内容的解释说明；工程造价由哪些构成；工程造价的计价依据与计价模式；对建设工程造价构成与计算；施工管理；怎么样进行施工成本控制和对施工进度进行控制；对施工质量如何控制。
Yong-Yun Deng, female, the Han nationality, bachelor’s degree, senior engineer, national registered cost engineer, supervision engineer, tenderer, water conservancy cost engineer, born in January 1976. She is the Advanced Individual of Henan bidding agency, the owner of Henan Excellent Cost Consultation Results and the excellent bidding evaluation expert of project construction in Henan. She published more than 10 academic papers and completed applying 2 national patents. At present, she is the general manager in Zhumadian Tianzhong Bidding Service Co., Ltd. and works on bidding agency and cost consultation enterprises management.
邓永运，女，汉族， 1976 年 1 月生，本科学历，高级工程师，国家注册造价工程师、监理工程师、招标师、水利造价工程师，河南省招标代理先进个人，河南省优秀造价咨询成果获得者，河南省工程建设优秀评标专家，发表学术论文 10 余篇，完成国家专利申报 2 项，现任驻马店市天中招投标服务有限公司总经理一职，从事招标代理与造价咨询企业管理工作。
Zhan Gao, male, the Han nationality, bachelor’s degree, senior engineer, born in April 1976. He is the evaluation expert of engineering construction demonstration project in Henan Province and the advanced worker of quality and safety supervision at provincial and municipal level. He applied 3 national patents and 3 provincial scientific results. He published more than 10 professional academic papers and supervised more than 300 projects including more than 20 provincial and municipal important projects, more than 50 large and medium scale engineering projects, 10 high quality projects of Henan Province and 15 special treatment demonstration projects of Henan Province. At present, he is in charge of of the Quality and Safety Supervision Office of Zhumadian Construction Quality Supervision Station and mainly mainly engaged in construction project quality and safety supervision.
高瞻，男，汉族， 1976 年 4 月生，本科学历，高级工程师，河南省工程建设示范工程评审专家，省市级质量安全监督先进工作者，申报国家专利 3 项、省市级科技成果 3 项，发表专业性学术论文 10 余篇，监督工程项目 300 余项，其中省市级重点项目 20 余项，大中型工程项目 50 余项，获得河南省优质工程 10 项、河南省专项治理示范工程 15 项，现任驻马店市建设工程质量监督站质量、安全监督室负责人，目前主要从事于建设工程质量、安全监督工作。
