Preface
Municipal Engineering refers to the construction of municipal facilities. Municipal facilities refer to all kinds of buildings, structures, equipment, etc. which are set up within the planning and construction scope of urban areas, towns (townships) and provide residents with paid or free public products and services based on the responsibilities and obligations of the government. Municipal works mainly include urban roads, bridges, water supply and drainage, sewage treatment, urban flood control, gardens, road greening, street lamps, environmental sanitation and other urban public utilities. The project management of municipal engineering in China has gone through the course of more than 20 years, forming a project management mechanism with modern management significance. But there are still many problems and deficiencies, especially in recent years when China’s market economy is gradually improving, it is more necessary to innovate and explore the modern construction project management mode with Chinese characteristics in order to meet the needs of the development of market economy.
This book mainly describes from two parts, the first part mainly describes the construction technology of road engineering, and the second part mainly describes the municipal engineering project management, hoping to help the work of relevant staff.
前 言
市政工程是指市政设施建设工程。市政设施是指在城市区、镇（乡）规划建设范围内设置、基于政府责任和义务为居民提供有偿或无偿公共产品和服务的各种建筑物、构筑物、设备等。市政主要包括：指城市道路、桥梁、给排水、污水处理、城市防洪、园林、道路绿化、路灯、环境卫生等城市公用事业工程。我国市政工程的项目管理已走过了二十几年的历程，形成了具有现代管理意义的项目管理机制，但还存在很多问题和不足，特别是在近几年我国市场经济逐步完善的情况下，更需要不断创新，探索有中国特色的现代建设工程项目施工管理模式，以适应市场经济发展的需要。
本书主要从两篇内容进行叙述，上篇主要对道路工程类的施工技术进行阐述，下篇主要对市政工程项目管理进行说明，希望能够有助于相关工作人员的工作进行和开展。
Yan Ma, female, the Han nationality, bachelor’s degree, born in Luoyang City, Henan Province in March 1979. She has obtained 8 national invention patents and 15 utility model patents. She participated in the compilation of the national industry standard “Asphalt Recycling Agent for Cold Mixing”. She is the outstanding chief engineer of municipal industry in Henan Province, the expert of QC group activities in Henan Province, and the winner of provincial science and technology progress award. She is the ninth batch of excellent experts in Luolong District of Luoyang City. She won the Excellent Award in the First “Municipal Cup” BIM Application Skills Competition. She won the first prize of BIM Technology Application Achievement of Henan Construction Engineering in 2019.
马艳，女，汉族， 1979 年 3 月生，河南洛阳人，本科学历。国家发明专利 8 项，实用新型专利 15 项。参编国家行业标准《冷拌用沥青再生剂》。河南省市政行业优秀总工程师，省 QC 小组活动专家，省级工法、科技进步奖获得者。洛阳市洛龙区第九批优秀专家。首届“市政杯” BIM 应用技能大赛优秀奖。 2019 年河南省建设工程BIM 技术应用成果一等奖。
Jian-Tao Zhao, male, the Han nationality, bachelor’s degree, born in Zhoukou City, Henan Province in August 1984. He graduated from Henan Water Conservancy and Hydropower School in the major of engineering survey and planning in 2002. Now he works in Zhoukou Urban and Rural Construction Investment and Development Co., Ltd. as the manager of the engineering department, and is responsible for the site management of the company’s contracted projects. His management projects include: Zhoukou Shaying river reconstruction (phase I project), Zhoukou nine old bridges reconstruction project, Zhoukou Taiqing Road greening reconstruction project, Zhoukou Qiyi Road east extension (Zhoukou Avenue to Wusheng Avenue). The construction content of the project includes bridge engineering, road engineering and greening engineering.
赵建涛，男，汉族， 1984 年 8 月生，河南省周口市人，本科学历， 2002 年毕业于河南省水利水电学校，工程测量与规划专业，现任职于周口市城乡建设投资开发有限公司，工程部经理，负责公司发包工程项目的现场管理。管理的项目有：周口市沙颍河改造（一期工程）、周口市九座老桥梁改造工程、周口市太清路绿化改造工程、周口市七一路东延（周口大道至武盛大道）。项目建设内容：桥梁工程、道路工程、绿化工程。
Hua-Jun Zhang, male, the Han nationality, master’s degree, senior engineer, registered civil engineer (geotechnical), registered consulting engineer (investment), born in Yichang City, Hubei Province in November 1979. He is the chief engineer of Underground Space Research Institute of Hubei Jianke International Engineering Co., Ltd. He is mainly engaged in geotechnical investigation, foundation treatment, design and management of tunnels, subways, underground space and comprehensive pipe gallery, and has completed a number of provincial (ministerial) and municipal key projects. He has won two first prizes of provincial (ministerial) level excellent survey and design and more than 10 patents for invention and utility model technology. He participated in the compilation of Fujian engineering construction standard “Technical Code for Concrete Filled Steel Tubular Structures”.
张华军，男，汉族， 1979 年 11 月生，湖北宜昌人，硕士研究生，高级工程师，注册木土工程师（岩土），注册咨询工程师（投资）。湖北建科国际工程有限公司地下空间研究院总工。主要从事岩土勘察、地基处理、隧道、地铁、地下空间、综合管廊的设计和管理工作。完成了多项省（部）级、市级重点工程项目。获得省（部）级优秀勘察设计一等奖 2 项， 获得发明及实用新型技术专利 10 余项。 参编福建省工程建设标准《钢管混凝土结构技术规程》。
