Preface

In recent years, with the progress of the times and the rapid development of social economy, human beings need more and more resources. The lack and waste of resources is also an important problem now. Water is the source of life and the basis of human survival. The protection and conservation of water resources should be valued by all
people. Therefore, we should improve the comprehensive utilization efficiency of water resources, actively publicize the saving information of water resources, and let the masses start from small things. For urban water supply, we should plan more intensive programs, make management information open and transparent, and promote sustainable development of water resources.
     This paper first expounds the basic concept of water resources, including how water resources are formed, then describes how groundwater and surface water are developed and utilized, as well as the selection and layout of its projects, and expounds the importance and measures of sustainable development of water resources; this paper puts
forward several measures for the protection of water resources, expounds how to use new technology to save water more, how to plan urban-rural integrated water supply, what are the influencing factors of urban integrated water supply planning, and how to establish urban-rural integrated water supply management system; finally, the design of water resource management information and transmission system is described. The author hopes to provide readers with some reference opinions, and contributes to the protection and conservation of water resources, so as to promote the sustainable development of water resources


前 言

近几年随着时代的进步和社会经济的飞速发展,人类对于资源的需要也越来越多,资源的缺失和浪费也是现在面对的重要问题,而水是生命之源,是人类赖以生存的基础。对于水资源的保护和节约应该被所有人所重视。所以要提高对于水资源的综合利用效率,积极宣传水资源的节约信息,让广大群众都积极从小事做起。对于城市供水应该规划更为集约的方案,将管理信息公开透明化,促进水资源的可持续发展。
       本文首先阐述了水资源的基本概念包括水资源是如何形成的;然后讲述了地下水以及地表水是怎样开发利用的以及其工程的选择和布局;阐述了水资源可持续发展的重要性和措施;对于水资源的保护提出几点措施;阐述了利用新技术更加节约用水;讲述如何规划城乡一体化供水;提出影响城市一体化供水规划的影响因素有哪些;提出建立城乡一体化供水管理体系;最后阐述了水资源管理信息与传输系统的设计。希望能给读者提供一点参考意见,在保护水资源和节约用水方面贡献自己的一部分力量,促进水资源的可持续发展。

Jian-Yu Zhang, male, the Han nationality, bachelor’s degree, born in Zhengzhou City, Henan Province in July 1974. He has been engaged in urban water supply industry for more than 20 years. He is familiar with information construction and automation system maintenance and management of water plant. He has presided over the construction of water plant dispatching system, upgrading of filter automation system, construction of automatic dosing system, design and construction of security monitoring system. He participated in urban projects such as construction of water supply network dispatching system. He presided over the preparation of technical manual for dispatching posts in water supply industry of Henan Province and participated in technical training for workers in water supply industry for many years.


张建煜,男,汉族, 1974 年 7 月生,河南郑州人,本科学历,从事城市供水行业20 余年, 熟悉水厂信息化建设和自动化系统维护管理, 主持完成水厂调度系统建设、滤池自动化系统升级改造、自动加药系统建设、安防监控系统设计和建设。供水管网调度系统建设等城市项目,主持河南省供水行业调度岗位技术手册编写,多年参与供水行业职工技术培训工作。

Yun-Xiang Xie, male, the Han nationality, bachelor’s degree, born in Suiping Coungty, Henan Province in July 1988. From September 2006 to July 2008, he studied computer network technology at Zhengzhou University. He has been working in Suiping Water Conservancy Bureau since October 2008, and has been engaged in water conservancy project management. He appraised the title of water conservancy professional engineer in November 2015. From March 2009 to July 2011, he majored in environmental engineering of Zhengzhou University (Undergraduate correspondence). From March 2017 to July 2019, he studied in water conservancy and hydropower engineering of North China University of water resources and hydropower (Undergraduate correspondence).


解云翔,男,汉族, 1988 年 7 月生,河南省遂平县人,本科学历。 2006 年 9 月-2008年 7 月在郑州大学计算机网络技术专业学习(全日制), 2008 年 10 月至今在遂平县水利局工作,一直从事水利工程管理工作,于 2015 年 11 月评定水利专业工程师职称。 2009 年 3 月-2011 年 7 月在郑州大学环境工程专业学习(本科函授); 2017年 3 月-2019 年 7 月在华北水利水电大学水利水电工程学习(本科函授)。

Hua Jin, male, the Han nationality, bachelor’s degree born in Rongcheng County, Baoding City, Hebei Province in September 1982. In 2009, he participated in the completion of the Feasibility Study Report on the Renovation Project of Anxindian North
Pumping Station in Baoding City, Hebei Province, and won the Third Prize of Excellent Engineering Consulting Achievement Award of Hebei Province in 2009; in 2012, he participated in the completion of The Feasibility Study Report on the Water Transmission Pipeline Project Above the Water Plant of Baoding South to North Water Diversion Supporting Project, and won the First Prize of 2012 Excellent Engineering Consulting Achievement Award of Hebei Province. In 2014, he was appointed as the design team leader of the fourth supporting design unit of South to North Water Diversion, and in October 2019, he was appointed as the company’s professional chief engineer.


金华,男,汉族, 1982 年 9 月生,河北省保定市容城县人,本科学历。 2009 年参于完成的《河北省保定市安新淀北泵站更新改造工程可行性研究报告》 获 2009 年度河北省优秀工程咨询成果奖三等奖; 2012 年参于完成的《保定市南水北调配套工程水厂以上输水管道工程可行性研究报告》获 2012 年度河北省优秀工程咨询成果奖一等奖。 2014 年任命南水北调配套第四设计单元设计组长, 2019 年 10 月任命为公司专业总工。
