Preface
Water is the main basic material for the survival and development of human society. ith the increase of population and the continuous improvement of urbanization level, the demand for water resources is also increasing, but the supply of water resources is quite limited. The shortage of water resources and the pollution of water environment have become one of the major problems attracting worldwide attention. The crisis of water resources is increasingly perplexing the survival and development of human beings. China is a country with less fresh water resources per capita in the world, which is listed as one of the global poor water countries by the United Nations. Water resources and water environment have become the restricting factors for the sustainable development of social economy, and some serious water shortage areas have greatly affected people’s normal life. In addition to natural causes, the impact of human factors is also very prominent. The lack of systematic planning of water resources utilization, waste of water and extensive management lead to the coexistence of water shortage and waste, shortage and pollution, which aggravates the lack of water resources and forms water resources crisis to a certain extent.
How to deal with the water problem depends not only on the scientific and technological and economic basis, but also on the rational planning and scientific management of water administrative departments. Water resources planning and management is formed under this background. It is an important part of water conservancy work, and plays an important guiding role in the rational development and utilization, optimal allocation and effective protection of water resources.
Due to the limited experience of the editor, there are inevitably shortcomings and errors in the book. Readers are welcome to criticize and correct them.

水是人类社会赖以生存和发展的主要基础物质。随着人口的增加,城市化水平的不断提高,对水资源的需求量亦不断增加,而水资源供给却相当有限,水资源短缺和水环境污染已成为举世瞩目的重大问题之一,水资源危机日益困扰着人类的生存和发展。我国是世界上人均占有淡水资源较少的国家,被联合国列为全球贫水国之一。水资源和水环境已成为制约了社会经济持续发展的制约要素,个别严重缺水地区已经极大地影响了人民正常生活。水资源危机的产生,除自然原因外,人为因素的影响也非常突出。水资源利用缺乏系统的规划,用水浪费,管理粗放,造成水的短缺与浪费、短缺与污染并存,从而更加剧了水资源的缺乏,在一定程度上形成了水资源危机。
如何应对水问题,不仅要靠科学技术和经济基础来保障,更要靠水行政主管部门的合理规划和科学管理。水资源规划与管理正是在这一背景下形成的,它是水利工作的重要组成部分,对水资源的合理开发利用、优化调配和有效保护具有重要的指导作用。
由于编者的经验有限,书中难免存在缺点和错误,敬请各位读者给子批评和指正。
Quan-Zhi Chen, male, the Han nationality, bachelor’s degree of engineering, engineer, born in Jinzhong City, Shanxi Province in June 1984. His research direction is hydrologic industry of water conservancy project. At present, he is the engineer of the Middle Reaches Bureau of Hydrology and Water Resources of the Yellow River Conservancy Commission. He has participated in the feasibility study on the construction project of hydrological monitoring system for major rivers in the Yellow River Basin. In his work, he loves his post and is dedicated to his work. He sets an example and abides by the law. In the post work, he is strict with the requirements, works actively, attaches importance to the accumulation and summary of experience, pays attention to the combination of theory and practice, and has mastered the professional knowledge required by the post.
陈泉志,男,汉族, 1984 年 6 月生,山西省晋中市人,本科学历,工学学士,工程师。研究方向:水利工程水文行业,现就职于黄河水利委员会中游水文水资源局,担任工程师,曾参加黄河流域大江大河水文监测系统建设工程可行性研究等工作。在工作中爱岗敬业、踏实工作,以身作则,遵纪守法。在岗位工作中,严格要求,工作积极主动,重视经验的累积和总结,注重理论和实践相结合,熟练掌握了岗位所需要的业务知识。
Yan Chen, female, the Han nationality, bachelor’s degree of engineering, engineer, born in Jinzhong City, Shanxi Province in January 1989. Xu-Dong Gao, male, the Han nationality, college degree, assistant engineer, born in Lvliang City, Shanxi Province in October 1994. His research direction is water conservancy and hydropower engineering. At present, he is now working in Yan’an Hydrological and Water Resources Survey Bureau of the Yellow River Conservancy Commission as an assistant engineer, and once participated in the hydrological survey and forecasting work.
高旭东,男,汉族, 1994 年 10 月生,山西省吕梁市人,专科学历,助理工程师。研究方向:水利水电工程,现就职于黄河水利委员会延安水文水资源勘测局,担任助理工程师,曾参加水文测报整等工作。
