Preface

At present, water resources are increasingly affecting the economic and social development and the improvement of ecological environment. The total amount of water resources in China is relatively rich, but the per capita share of water resources in China is low, and the spatial and temporal distribution is uneven, which does not match the land resources and economic layout, so it is difficult to develop and utilize water resources. On the whole, it is faced with serious drought and flood disasters, prominent contradiction between supply and demand, extensive water use methods, and great pressure on water ecological environment. With the continuous growth of population, acceleration of urbanization, economic and social development, improvement of people’s living standards and global climate change, the contradictions and problems of water resources in China will continue to intensify, especially in the northern region. Due to the influence of continuous drought and human activities, the problem of water resources is more prominent.
    The problem of water resources and water environment is being paid attention to by all walks of life. Reasonable development and utilization of water resources, scientific treatment of sewage, and strengthening the management and protection of water resources have become an important means and guarantee measures for the sustainable development of human environment, economy and society. The protection of water resources and the treatment of water pollution are very important contents. Therefore, it is necessary to put the protection of water resources in a more important position. It is proposed to strengthen environmental protection, actively promote regional environmental governance of key river basins, urban sewage and garbage treatment, agricultural non-point source pollution control, comprehensive treatment of heavy metal pollution, and strengthening the development of water resources science and technology. The rational utilization and protection of water resources is not only a major strategy that must be vigorously developed and urgently promoted in our country at this stage, but also a common subject faced by human society


前 言

当前,水资源正日益影响着我国区城经济社会发展与生态环境改善。我国水资源总量较为丰富,但是我国水资源人均占有量低、时空分布不均,与国土资源和经济布局不相匹配,开发利用难度大,总体上面临着旱涝灾害严重、供需矛盾突出、用水方式粗放、水生态环境压力大等水问题。随着我国人口不断增长、城市化进程加快、经济社会发展、人民生活水平提高和全球气候变化,我国水资源面临的矛盾与问题会不断加剧,特别是北方地区,由于气候持续干旱和人类活动的影响,水资源间题更加突出。
       水资源水环境问题正受到各界的关注和重视。合理开发与利用水资源,科学治理污水,加强水资源管理与保护已经成为当前人类维持环境、经济和社会可持续发展的重要手段和保证措施。水资源的保护和水污染的治理都是十分重要的内容,因此要把水资源保护摆到更加重要的位置,提出要加强环境保护,积极推进重点流域区域环境治理及城镇污水垃圾处理、农业面源污染治理、重金属污染综合整治、加强水资源科技发展等工作。水资源的合理利用与保护,不仅是我国现阶段必须大力发展和急需推进的重大战略,更是人类社会共同面临的课题。

Xia-Hui Gao, male, the Han nationality, bachelor’s degree, engineer, born in Dingbian County, Shaanxi Province in March 1970. He is now working in Yulin Hydrological and Water Resources Survey Bureau of the Yellow River Conservancy Commission. His research direction is water conservancy project. He has been working at the basic level of hydrology for more than 20 years, responsible for the improvement of hydrological measurement and forecasting capacity and infrastructure construction work of the Survey Bureau. He was the technical director of the field project Department of the new water resources monitoring station network project (phase I) of the provincial boundary section of the Yellow River Basin and the construction project (phase I) of the hydrological monitoring system construction project of the Yellow River Commission. He has been the project leader of flood control evaluation, water resources demonstration and hydrological impact assessment for many times.


高夏晖,男,汉族, 1970 年 3 月生,陕西省定边县人,本科学历,工程师。现就职于黄河水利委员会榆林水文水资源勘测局,研究方向:水利工程。在水文基层工作二十余年,负责勘测局水文测报能力提升及基建工作,曾担任黄河流域省界断面水资源监测站网新建工程(一期)及黄委大江大河水文监测系统建设工程(一期)现场项目部技术负责人,具有丰富的施工经验。曾多次担任防洪评价、水资源论证、水文影响评价的项目负责人。

Xiao-Ji Xue, male, the Han nationality, bachelor’s degree of engineering, engineer, born in Lin County, Shanxi Province in October 1982. He is now working in the Middle Reaches Bureau of Hydrology and Water Resources of the Yellow River Conservancy Commission. His research direction is hydrology of water conservancy project. He has worked for more than ten years in the promotion of new technology in the company, and presided over and completed the projects of “Experimental Analysis of Microwave Current Meter in the Middle Reaches of the Yellow River”, “Research on the Application Technology of ADCP in the Main Stream Hydrological Station in the Survey Area of the Middle Reaches of the Yellow River”, “Research on the Hydrological Measurement Technology in the Dam Site Area of Guxian Water Conservancy Project” and “Flood Control Evaluation of the Yellow River Super Large Bridge in the Section from Hongliulin to Fengjiachuan on the Shenwa Line of the New Local Railway”. He has been praised by superior units for many times and achieved good social and economic benefits in practical application.


薛小吉,男,汉族, 1982 年 10 月生,山西省临县人,本科学历,工学学士,工程师。现就职于黄河水利委员会中游水文水资源局,研究方向:水利工程水文。在本单位新技术推广岗位上工作十余年,主持完成的“中游测区微波流速仪试验分析”、“黄河中游测区干流水文站 ADCP 应用技术研究”、“古贤水利枢纽工程坝址区水文测验技术研究”“新建地方铁路神瓦线红柳林至冯家川段黄河特大桥防洪评价”等项目多次获得上级单位嘉奖,在实际推广应用中取得较好的社会和经济效益。

Yu-Xuan Gao, male, the Han nationality, bachelor’s degree in engineering, assistant engineer, born in Dingbian County, Shaanxi Province in June 1992. His research is water conservancy project. He is now working in Yan’an Hydrological and Water Resources Survey Bureau of the Yellow River Conservancy Commission. He has successively worked in Xinshi River Water Station and Baijiachuan Hydrological Station. In 2019, he participated in the construction (phase I) project of the Yellow River hydrological monitoring system, and he was a member of the field project Department of Yan’an Hydrological and Water Resources Survey Bureau.


高雨轩,男,汉族, 1992 年 6 月生,陕西省定边县人,本科学历,工学学士,助理工程师。研究方向:水利工程,现就职于黄河水利委员会延安水文水资源勘测局,先后在新市河水文站、白家川水文站工作。 2019 年参与黄委大江大河水文监测系统建设(一期)工程,延安水文水资源勘测局现场项目部成员。
