With the national attention to water conservancy infrastructure projects, the water conservancy project construction is about to enter the peak. However, the current situation is that the number and quality of water conservancy engineering technical personnel are far from meeting the requirements, especially the management and technical level of the actual project leaders of small and medium-sized water conservancy projects are relatively low, and the project quality and safety situation are worrying. In order to improve the awareness of contract, safety, environment and quality of the person in charge of the construction site, this book is compiled in combination with the problems encountered in the construction process.

前 言
随着水利基本建设项目得到国家的高度重视，水利工程建设即将进入高峰，而目前的现状是水利工程技术人员的数量及质量远远满足不了要求，特别是中小型水利工程现场实际工程负责人的管理和技术水平较低， 工程质量、 安全状况令人堪忧。为了提高施工现场负责人的合同、安全、环境、质量意识，结合施工过程常遇问题，编写了本书。
本书是在少而精、易掌握的前提下，以系统性，完整性、严谨性和实用性的原则编写的。本书结合实践需求，贯彻理论联系实际，帮助能够更容易的去掌握水利工程施工的基本方法和管理知识，能把所学的理论方法在工程实践中加以应用。
水利工程施工与管理是一门理论与实践紧密结合的应用型课程，以项目法和任务驱动的形式介绍了水利工程的施工组织与管理，本书在注重基础知识的同时，结合水利工程施工实际，按照职业教育的要求，结合教学改革实践，严格遵照水利水电工程的新规范、新标准、新技术的要求，在编写过程中突出实用性，以任务驱动的形式提出知识目标和能力目标，每个任务都附有针对性的任务训练，便于学习。
Jie Liang, male, the Han nationality, bachelor’s degree, engineer of water conservancy, born in Lianyungang City, Jiangsu Province in January 1979. He graduated from Dongbei University of Finance and Economics in major of engineering management. He is now head of Banpu Water Conservancy Service Station in Haizhou District, Lianyungang City. Since his work, he has actively integrated theory with practice, successively obtained the qualification certificate of water conservancy supervision, cost practice, supervision engineer of the Ministry of construction, and first-class construction engineer. He has presided over and participated in the site management of local large and medium-sized projects.
梁杰，男，汉族， 1979 年 1 月生，江苏连云港人，毕业于东北财经大学工程管理专业，本科学历，水利工程专业工程师， 现任连云港市海州区板浦水利服务站站长，工作以来积极理论联系实际，先后取得水利监理、 造价执业资格证书、建设部监理工程师、一级建造师执业资格证书，多次主持、参加地方大中型项目的现场管理工作。
Xiang-Ren Huang, male, the Han nationality, bachelor’s degree, engineer of water conservancy, born in Lianyungang City, Jiangsu Province in October 1978. He graduated from Dongbei University of Finance and Economics in major of engineering
management. He is now the head of the Water Conservancy Service Station of the Fourth Team of Guanyun County, Lianyungang City. He has won the title of Advanced Individual and Excellent CPC member of the county Party committee and government. He has been awarded the title of advanced worker of Guanyun County Water Conservancy Bureau and the people’s Government of Guanyun County for many times. He has presided over the construction of water conservancy projects such as the development and Reform Commission of 100 billion tons of grain, land and land consolidation, and high standard water conservancy farmland.
黄向仁，男，汉族， 1978 年 10 月生，江苏连云港人，毕业于东北财经大学工程管理专业，本科学历，水利工程专业工程师，现任连云港市灌云县四队水利服务站站长，曾获得县委县政府先进个人，优秀共产党员称号，多次获得灌云县水利局、灌云县四队镇人民政府先进工作者称号，多次主持发改委千亿斤粮、国土土地整治、水利高标准农田等水利工程建设。
Long Jiao, male, the Han nationality, bachelor’s degree, engineer of water conservancy, born in Lianyungang City, Jiangsu Province in November 1978. He graduated from Dongbei University of Finance and Economics. He is now the head of Weifeng water conservancy service station in Guanyun County, Lianyungang City. He has been awarded the title of advanced worker in Guanyun County Water Conservancy Bureau, Guanyun County sidui Town People’s government and Guanyun County Weifeng Town People’s government for many times. Since his work, he has successively obtained the qualification certificates of water conservancy supervision, water conservancy and hydropower first-class constructor and municipal engineering first-class constructor. 焦龙，男，汉族， 1978 年 11 月生，江苏连云港人，毕业于东北财经大学工程管理专业，本科学历，水利工程专业工程师，现任连云港市灌云县圩丰水利服务站站长，曾多次获得灌云县水利局、灌云县四队镇人民政府、灌云县圩丰镇人民政府先进工作者称号。自工作以来，先后取得水利监理、水利水电一级建造师和市政工程一级建造师执业资格证书，多次主持、参加水利高标准农田、饮用水安全提标、灌云县车轴河整治等项目的建设管理工作。
