Water conservancy project is the infrastructure of national economy, which provides an important guarantee for people’s production and life at all stages of social development. Since the founding of the People’s Republic of China, the construction management of engineering projects has gone through the construction management of the great leap forward mode in the early stage of new China’s recovery, construction management under the planned economy mode, and the current project legal person responsibility system, bidding system, construction supervision system and contract management system, which are the four systems of construction management currently implemented. A large number of engineering projects have been built in each stage, including many high-quality projects and some poor quality projects. At present, the “four systems” construction project management mode is implemented in the construction market. There are many high-quality projects, but there are also “bean curd dregs” projects, and even “projects” that spend project investment without the implementation of engineering construction. It can be seen that the level of project construction management quality has great flexibility. Because of this, the application of project management has a lot of space. The study of project management theory and practice is conducive to the efficient management of national and local construction projects, and helps to improve the overall level of national project management. According to the actual situation of various regions, scientific management, reduce costs, ensure the construction period, quality and project performance, will produce huge economic and social benefits.
The quality of project construction management is the product of the combination of administration and technology. There are many factors affecting the quality, and it is also quite complex. This book elaborates the standardized management of water conservancy projects in detail. Due to the influence of timeliness, there are many fallacies and deficiencies in the book. Readers are welcome to correct them for improvement.

水利工程建设项目是国民经济的基础设施,在社会发展的各个阶段为人民的生产和生活提供了重要保障。新中国建立以来,工程项目建设管理经历了新中国初期恢复生产建设阶段,大跃进模式的建设管理;还有后来的计划经济模式下的建设管理;以及目前实行的项目法人负责制、招投标制、建设监理制和合同管理制,即现今推行的建设管理“四制”形式。各个阶段都建设了大量工程项目,其中有不少优质工程,也有劣质工程。目前,建筑市场实行“四制”形式的建设项目管理模式,有不少优质工程,但也有“豆腐渣”工程,甚至还有没有实施工程建设就花掉工程投资的“工程”。可见,工程项目建设管理质量的水平有很大的弹性。正因为如此,项目管理的应用具有很大的空间,项目管理理论及实践的学习,有助于国家和地方建设项目的高效管理,有助于提高国家项目管理的整体水平。根据各地的实际情况进行科学管理,减少成本,确保建设工期、质量及项目绩效,必将产生巨大的经济效益和社会效益。
工程项目建设管理质量是行政和技术结合的产物,影响的因素很多,也相当复杂。本书对水利工程项目标准化管理进行详细阐述,由于时效性影响,书中的谬误和不足之处肯定不少,欢迎读者斧正,以便改进。
Hai-Tao Wei, male, the Han nationality, bachelor’s degree, intermediate title, senior project contract manager, born in Luoyang City, Henan Province in September 1972. He has participated in more than 30 project construction and management. The main water conservancy projects include: Flood Control Project in the East and West Section of Luohe River, Ecological Project of Yiluo River, Irrigation Area on the South Bank of Xiaolangdi and other national, provincial and municipal key projects. He participated in the project “Application of Air Shield Dam Technology in Luohe East Lake Barrage Project” and won the first prize of water conservancy innovation achievement award of Henan Province; during his tenure, he was awarded the advanced individual of water conservancy project construction and management in Henan Province. He is currently the deputy chief engineer of the construction and management unit of the national 172 project“Xiaolangdi South Bank Irrigation Area Project”.
卫海涛,男,汉族, 1972 年 9 月生,河南洛阳人,本科学历,中级职称,高级工程合同管理师。参与工程建设管理 30 余项,主要水利项目有:洛河东西段防洪工程,伊洛河水生态项目,小浪底南岸灌区等国家、省、市重点项目。参与课题《美国气盾坝技术在洛河东湖拦河坝工程中的应用》获得河南省水利创新成果奖一等奖;任职期间曾获得河南省水利工程建设管理工作先进个人。现任国家 172 项目“小浪底南岸灌区工程”建管单位副总工程师。
Feng Deng, female, the Han nationality, bachelor’s degree of water conservancy and hydropower, engineer, born in Luoyang City, Henan Province in February 1984. She has been engaged in the project management of water conservancy and hydropower projects since she took part in the demonstration section of comprehensive regulation of Luohe River system, water diversion project of Guxian reservoir, Mangshan canal treatment project, covering and dredging project of railway flood control channel, comprehensive treatment project of Jianhe urban section, comprehensive treatment project of Zhongzhou quluo section, and phase II project of Luohe ecological treatment in Luoning County. She is now the director of resettlement department and general management department of Xiaolangdi south bank irrigation area construction management unit (Luoyang Nongfa Yellow River Water Conservancy Construction and Development Co., Ltd.).
邓凤,女,汉族, 1984 年 2 月生,河南省洛阳市人,本科学历,水利水电专业,工程师。参加工作以来一直从事水利水电工程项目管理工作,先后参与了洛河水系综合整治示范段项目、故县水库引水工程、邙山渠治理工程、铁路防洪渠覆盖清淤工程、涧河市区段综合治理工程、中州渠瀍洛段综合整治工程、洛宁县洛河生态治理二期工程等水利工程。现任小浪底南岸灌区建设管理单位(洛阳农发黄河水利建设开发有限公司)移民征迁部部长兼综合管理部部长。
Xin Jin, male, the Han nationality, bachelor’s degree, engineer, constructor, born in Luoning County, Henan Province in July 1981. He graduated from North China University of Water Resources and Electric Power in major of water conservancy and hydropower in 2006. He has been engaged in the management of water conservancy and hydropower projects since his work. Since 2019, he has participated in the construction and management of one of the 172 national major water-saving and water supply projects and the key water conservancy projects in Henan Province (irrigation area project on the South Bank of Xiaolangdi of the Yellow River), and has rich experience in the construction and management of water conservancy and hydropower projects. At present, he is deputy director of Engineering Construction Department of Xiaolangdi south bank irrigation area construction management unit (Luoyang Nongfa Yellow River Water Conservancy Construction and Development Co., Ltd.).
金鑫,男,汉族, 1981 年 7 月生,河南省洛宁县人,本科学历, 2006 年于华北水利水电学院水利水电工程专业毕业,工程师,一级建造师。参加工作以来一直从事水利水电工程项目管理工作, 2019 年起参与 172 项国家重大节水供水工程之一,河南省重点水利工程(黄河小浪底南岸灌区工程)项目建设管理工作,具有丰富水利水电项目建设管理经验。现任小浪底南岸灌区建设管理单位(洛阳农发黄河水利建设开发有限公司)工程建设部副部长。
