Preface
Water conservancy project is the crystallization of people’s labor wisdom, and also an important support for the survival and development of human society. With the rapid development of human society, the excessive construction of water conservancy projects often violates the laws of nature; the excessive development of water resources often makes the natural ecology overburdened; good water conservancy project management, often difficult to play a normal benefit, can not virtuous cycle. In the face of such a cruel reality, human beings began to correct their own ideas of water control under the premise of recognizing the important positioning of water conservancy projects.
The construction of water conservancy project is the work of building water conservancy project according to the requirements of engineering structure, quantity, quality, progress and cost proposed by the design. The application, operation, maintenance and protection of water conservancy projects are an important part of water conservancy project management. After the completion of water conservancy projects, effective management is necessary to achieve the desired effect and verify the correctness of the original planning and design; the basic task of project management is to maintain the integrity and safety of engineering buildings and equipment, and make them in good technical condition; in order to control, regulate, distribute and use water resources, and give full play to the benefits of flood control, irrigation, water supply, drainage, power generation, shipping and environmental protection. To do a good job in the construction and management of water conservancy projects is essential to give full play to the engineering functions.
This paper is mainly from the water conservancy project construction technology, through deepening the study of construction technology, combined with the management of the entire water conservancy project construction, which helps to promote the construction of modern water conservancy project to a new level.
前 言
水利工程是人民群众劳动智慧的结晶,也是人类社会赖以生存发展的重要依托。随着人类社会的迅猛发展,水利工程的过度建设,常常违背了大自然的自身规律;水资源的过度开发,常常让自然生态不堪重负;建好的水利工程疏于管理,常常难以发挥出正常的效益,不能良性循环。面对这样的残酷现实,人类在认知到水利工程重要定位的前提下,也开始校正自身的治水思路。
水利工程施工是按照设计提出的工程结构、数量、质量、进度及造价等要求修建水利工程的工作。水利工程的运用、操作、维修和保护工作,是水利工程管理的重要组成部分,水利工程建成后,必须通过有效地管理,才能实现预期的效果和验证原来规划、 设计的正确性; 工程管理的基本任务是保持工程建筑物和设备的完整、安全,使其处于良好的技术状况;正确运用水利工程设备,以控制、调节、分配、使用水资源,充分发挥其防洪、灌溉、供水、排水、发电、航运、环境保护等效益。做好水利工程的施工与管理是发挥工程功能的鸟之两翼、车之双轮。
本文主要是从水利工程施工技术入手,通过加深对于施工技术的研究,并结合对于整个水利工程施工的管理工作,从而有助于推动现代水利工程施工迈上一个新的台阶。
Wen-Jie Cao, male, the Han nationality, bachelor’s degree, engineer, born in Fengqiu County, Henan Province in September 1981. His major is water conservancy and hydropower engineering. He is now working in Fengqiu Yellow River Affairs Bureau, and has long participated in engineering construction, operation and management. In 2015, he passed the qualification certificate for secondary construction engineer’s capital injection, and was rated as an advanced individual by the unit from 2012 to 2019. In the scientific and technological innovation work, as the project leader, he has won two national utility model patents, three new recognition achievement awards of Yellow River Conservancy Commission, and one science and technology progress award of Henan River Affairs Bureau.
曹文杰,男,汉族, 1981 年 9 月生,河南省封丘县人,本科学历,水利水电工程专业,工程师。现就职于封丘黄河河务局,长期参加工程施工建设、运行与管理岗位,2015 年通过二级建师注资格证,从 2012 年至 2019 年被单位评为先进个人。在科技创新工作中,做为项目负责人,获得两项国家实用新型专利、三项黄河水利委员会三新认定成果奖、一项河南河务局科学技术进步奖。
Xi-Hui Ding, male, the Han nationality, bachelor’s degree, engineer, majoring in water conservancy and hydropower engineering, born in Fengqiu County, Henan Province in March 1979. He is now working in Fengqiu Yellow River Affairs Bureau. He has been working in flood control and rescue, engineering construction, operation and management for a long time. He has been rated as an excellent employee representative by Xinxiang Federation of trade unions and an advanced individual by the unit for many times. In his work, he participated in the scientific and technological innovation work, and won a number of national utility model patents, the three new recognition achievement award of the Yellow River Conservancy Commission, and the science and technology progress award of Henan River Affairs Bureau.
丁西辉,男,汉族, 1979 年 3 月生,河南省封丘县人,本科学历,水利水电工程专业,工程师。现就职于封丘黄河河务局,长期工作在防洪抢险、工程建设运行与管理岗位,曾被新乡市总工会评为优秀职工代表,多次被单位评为先进个人。在工作中,参与科技创新工作,获得多项国家实用新型专利以及黄河水利委员会三新认定成果奖、河南河务局科学技术进步奖。
Zhi-Xiang Xin, male, mongols, bachelor’s degree, engineer, majoring in exploration technology and engineering, born in Chifeng City, Inner Mongolia in August 1987. He is now working in the Yellow River Engineering Consulting Co., Ltd., as a project manager, mainly engaged in the exploration and construction of water conservancy and hydropower projects. He has won one utility model patent, one “three new” achievements of the Yellow River Commission, two first prizes of excellent achievements of the company, presided over and participated in a number of scientific research projects of the company, and participated in compiling a number of technical operation manuals of the company.
辛志相,男,蒙古族,1987 年 8 月生,内蒙古赤峰人。本科学历,勘查技术与工程 专业,工程师。现就职于黄河勘测规划设计研究院有限公司,任项目经理,主要从 事水利水电工程勘探施工工作。获得实用新型专利一项,黄委“三新”成果一项, 公司优秀成果一等奖 2 项,主持并参与公司科研项目多项,参编多项公司技术操作 手册。
