Preface
The determination of engineering cost is an important link to standardize the construction market order and improve the investment efficiency, which has strong policy, economy, science and technology. With the deepening of engineering cost system reform, China’s engineering cost is gradually changing the static management mode dominated by quota in the past, implementing the dynamic management system based on market changes, and actively implementing the bill of quantities pricing system, which greatly promotes the progress of the reform of project cost management system.
Engineering cost management runs through the whole process of construction project and is an important content of project construction investment management. The engineering cost management takes construction project as the research object, combines engineering technology, economy, management, laws and regulations and engineering practice, and emphasizes on introducing the inherent laws of construction cost in different stages of construction project, as well as the theory and method of determining and controlling the engineering cost. It is a systematic project involving construction engineering technology, engineering economics, construction laws and regulations, construction engineering measurement and pricing, economic management and other interdisciplinary systems engineering. Construction engineering cost management is related to the construction quality and progress of construction projects. In the process of compiling this textbook, although it has been repeatedly considered and proofread, due to the author’s short time and lack of experience, there must be omissions or deficiencies. We sincerely invite peer experts and the majority of authors to criticize and correct.

工程造价的确定是规范建设市场秩序，提高投资效益的重要环节，具有很强的政策性、经济性、科学性和技术性。随着工程造价体制改革的不断深入，我国工程造价正逐步改变过去以定额为主导的静态管理模式，实行依据市场变化的动态管理体制，并积极推行工程量清单计价制度，极大推进了工程造价管理体制改革的前进步伐。
工程造价管理贯穿于建设工程的全过程，是工程建设投资管理的重要内容。工程造价管理以建设工程为研究对象，结合工程技术、经济、管理和法律法规等手段和工程实践，着重介绍建设工程不同阶段工程造价的内在规律，以及确定和控制工程造价的理论与方法，是涉及建设工程技术、工程经济学、建设法规、建设工程计量与计价、经济管理学等多学科交叉的系统工程，建筑工程造价管理关系到建筑工程的施工质量和施工进度。本教材在编写过程中，虽然经过反复斟酌和校对，但由于作者编写时间仓促，经验不足，定有疏漏或不足之处，敬请同行专家和广大作者批评指正。

He has successively served as technical director, project manager, deputy general manager, general manager of branch company, etc. He has certain attainments in engineering management, cost control, construction technology and other fields. He has participated in many old city reconstruction and resettlement housing construction projects of Jinan municipal government, and won the title of excellent technical director. 王川，男，汉族， 1983 年生，山东济南人，毕业于山东建筑大学土木工程学院。现任职于济南舜联建设集团有限公司。长期从事建筑土建、安装、装饰、园林绿化、市政道路等方面工作。历任公司技术负责人、项目经理、副总经理、分公司总经理等职务，在工程管理、成本控制、施工技术等领域有一定造诣。参与济南市政府多个旧城改造安置房建设项目，荣获优秀技术负责人称号，所在项目多次获得济南市优质结构杯、泉城杯等奖项。
Li-Hai Liu, male, the Han nationality, born in Qingdao City, Shandong Province in November 1973. He graduated from Ocean University of China. He has been engaged in construction management, industry management and project management for more than 20 years. He has obtained the qualification certificates of first-class constructor, cost engineer and fire-fighting engineer. He has been selected as the public resource transaction evaluation expert and government procurement evaluation expert in Shandong Province. He has rich theoretical knowledge and construction management experience in the field of construction. He has won more than 30 honorary titles of advanced individual in Shandong Province, Qingdao City and West Coast New Area. He has written more than 10 articles and published them in the national mainstream media.
刘立海，男，汉族， 1973 年 11 月生，籍贯山东青岛，毕业于中国海洋大学。从业20 多年来，先后从事过施工管理、行业管理、 项目管理等工作，考取过一级建造师、造价工程师、消防工程师等执业资格证书，入选山东省公共资源交易评审专家、政府采购评审专家，具有丰富的建设领域理论知识和施工管理经验，荣获山东省、青岛市、西海岸新区先进个人荣誉称号 30 余项，撰写了 10 余篇稿件在国家主流媒体上发表。
Ai-Hua Li, male, the Han nationality, bachelor’s degree, born in Nantong City, Jiangsu Province in June 1978. He graduated from Wuhan University of Technology majoring in engineering management. At present, he is an engineer in Shanghai Pudong New Area Construction (Group) Co., Ltd. He has been engaged in engineering project management, construction, cost and other aspects of construction and municipal engineering. He has been responsible for and participated in many projects and won important awards such as “Zhan Tianyou Award for Civil Engineering”, “Magnolia” and “Municipal Gold Award”.
李爱华，男，汉族， 1978 年 6 月生，江苏南通人，本科学历，毕业于武汉理工大学工程管理专业。现就职于上海市浦东新区建设（集团）有限公司，工程师职称，一直从事建筑、市政等专业的工程项目管理、施工、造价等方面的工作，所负责和参与的多个项目获得了如“土木工程詹天佑奖”、“白玉兰”、“市政金奖”等重要奖项。
