Preface
Water is the lifeblood of national economy and human development. Water conservancy construction is related to the national economy and people’s livelihood, which is a very important infrastructure. Taking the Three Gorges Hydro Project as a symbol of the world’s water conservancy construction level. Great achievements have been made in the construction of water conservancy projects in China. The construction of water conservancy projects in my country is at a climax, and its scale, contradictions, and technical difficulties have attracted worldwide attention. Water conservancy projects are the crystallization of the people’s wisdom and an important support for human being’s living and developing. With the rapid development of human society, the excessive construction of water conservancy projects often violates the laws of nature; the excessive development of water resources often overwhelms the natural ecology; and the neglect of management of built water conservancy projects often makes it difficult to achieve normal benefits. So that it cannot be a virtuous circle. Faced with such a cruel reality, human beings have begun to correct their own thinking about water control under the premise of understanding the important positioning of water conservancy projects.
Based on this, the author of this book starts from the practice of many years of water conservancy work to think and explore modern water conservancy project governance. The book focuses on the combination of theory and practice. It not only explains the basic theory of water conservancy project governance, but also discusses practical problems. The book aims to provide reference for relevant personnel.
前 言
水是国民经济的命脉，也是人类发展的命脉。水利建设关乎国计民生，是很重要的基础建设。以已经建成的三峡水利枢纽为世界水利建设水平的标志。我国水利工程建设取得了巨大的成就。我国水利工程建设正处在高潮，规模之大，矛盾之多，技术之难，举世瞩目。水利工程是人民群众劳动智慧的结晶，也是人类社会赖以生存发展的重要依托。随着人类社会的迅猛发展，水利工程的过度建设，常常违背了大自然的自身规律；水资源的过度开发，常常让自然生态不堪重负；建好的水利工程疏于管理，常常难以发挥出正常的效益，不能良性循环。面对这样的残酷现实，人类在认知水利工程重要定位的前提下，也开始校正自身的治水思路。
基于此，本书作者从多年从事水利工作的实践出发，对现代水利工程治理进行思考和探索，全书注重理论和实践相结合， 既有对水利工程治理基础理论的阐述，又有对实际操作问题的探讨，希望能为相关人员开拓思路、创新工作，提供有益参考。
Shao-Zheng Liu, male, the Han nationality, bachelor’s degree, born in Jinan City, Shandong Province in July 1978. He participated in the construction of the spill sluice project of Bashan Reservoir in Yishui County, Shandong Province; Zhonghai Overpass Project in Binzhou City; Xinzhuang Pumping Station and Taojin River Aqueduct of Jiaodong Water Diversion Project in Shandong Province; Queshan Water Intake Pumping Station of Donglian Water Supply in Jinan City; Mishan Reservoir Reinforcement Project in Wendeng City; Jiaodong Water Diversion Canal in Shandong Province, Changgou Pumping Station Hub Project in the East Route of South-to-North Water Diversion Project; Qingdao Dagu River Dam and other projects. He was awarded three items in Shandong high-quality projects “Taishan Cup”, one item in “Heze Cup”, and three outstanding achievements in the construction industry of Shandong Province. He published three papers in Shandong Water Resources.
刘少政，男，汉族， 1978 年 7 月生，山东济南人，本科，参与建设了山东省沂水县跋山水库除险加固溢洪闸、滨州市中海天桥、山东省胶东调水辛庄泵站和淘金河渡槽、济南市东联供水鹊山取水泵站、文登市米山水库除险加固、山东省胶东调水暗渠、南水北调东线两湖段长沟泵站枢纽工程、青岛市大沽河拦河闸坝等多项工程。获得山东省优质工程“泰山杯”三项“菏水杯”一项。获得山东省建筑业优秀成果三项。《山东水利》杂志发表论文三篇。
Xing-Lei Bai, male, the Han nationality, bachelor’s degree, born in Heze City, Shandong Province in March 1975. He participated in the construction of the Huxi Dike reinforcement in Jining City, the Jiping Main Canal Project of the South-to-North Water Diversion, the Sewage Interception and Diversion Project of the South-to-North Water Diversion, the Qilin Lake Reservoir in Juye County, the Baoyuan Lake Reservoir, the Dailaoji Reservoir in Cao County, and the Xinwanfu River Re-navigation Project. In the 2011 National Human Settlement Classic Architecture Planning and Design Competition, his “Constructive Detailed Planning Design Project of Daye Reservoir Comprehensive Development Project in Juye County, Shandong Province” was awarded the Comprehensive Award by the Architectural Society of China. He participated in the writing of a book New Exploration of Water Conservancy Engineering Construction and Project Management.
白兴磊，男，汉族， 1975 年 3 月生，山东菏泽人，本科，参与建设了济宁市湖西大堤加固、南水北调济平干渠工程、南水北调截污导流工程、巨野县麒麟湖水库、宝源湖水库、曹县戴老家水库、新万福河复航工程等多项工程。负责的《山东巨野大野水库综合开发项目修建性详细规划方案设计项目》在 2011 年全国人居经典建筑规划设计方案竞赛活动被中国建筑学会授予综合大奖。参与撰写著作《水利工程建设与项目管理新探》一部。
Zhe Wang, male, the Han nationality, bachelor’s degree, born in Heze City, Shandong Province in November 1990. He has participated in the construction of the three reservoirs reinforcement project of Taihangdi reservoir in Cao County, the hydraulic dam of Zhaowang River in Heze City, the rubber dam of Zhaowang River in Heze City, the Wanglou control gate of Zhuzhaoxin River in Heze City, the treatment of the lower Xuhekou section of Zhuzhaoxin River (Heze section) and the Shengli river regulation project in Chengwu County. He won one award of “Lushui Cup” and two awards of “Heze Cup” in Shandong Province’s high-quality project. He published a paper in New Material New Decoration, a paper in Engineering Technology, and a paper in Architectural Practice.
王哲，男，汉族， 1990 年 11 月生，山东菏泽人，本科，参与建设了曹县太行堤水库三库除险加固工程、菏泽市赵王河液压坝、菏泽市赵王河橡胶坝、菏泽市洙赵新河王楼节制闸、洙赵新河徐河口下段（菏泽段）治理、成武县胜利河治理等多项工程。获得山东省优质工程“鲁水杯”奖一项，“菏水杯”二项。在《新材料新装饰》杂志发表论文一篇，《工程技术》发表论文一篇，《建筑实践发表论文一篇》。
