Preface

Water is the lifeblood of national economy and human development. Water conservancy construction is related to the national economy and people’s livelihood, and it is a very important infrastructure. Taking the completed Three Gorges Hydroelectric Power Station as the symbol of world water conservancy construction level, China’s water conservancy project construction has made great achievements. China’s water conservancy project construction is in the climax, the scale is large, the contradiction is many, the technology is difficult, and it attracts the world’s attention. The responsibility of sustainable economic development and ecological environment protection is great. The harmonious coexistence of human and society and nature requires all of us to work together to create.
    The application, operation, maintenance and protection of water conservancy project is an important part of water conservancy project management. After the completion of water conservancy project, only through effective management can we achieve the expected effect and verify the correctness of the original planning and design. The basic task of project management is to maintain the integrity and safety of engineering buildings and equipment, and make them in good technical conditions. In order to control, regulate, distribute and use water resources, it is necessary to use the water conservancy engineering equipment correctly so as to give full play to its flood control, irrigation, water supply, drainage, power generation, shipping, environmental protection and other benefits. The construction and management of water conservancy project is an important condition for the function of the project.
    Due to the editor’s lack of experience, there are inevitably omissions and deficiencies in the book. Readers are requested to give more valuable comments.


前 言

水是国民经济的命脉。也是人类发展的命脉。水利建设关乎国计民生,水利工程建设是很重要的基础建设。以已经建成的三峡水利枢纽为世界水利建设水平的标志。我国水利工程建设取得了巨大的成就。我国水利工程建设正处在高潮,规模之大,矛盾之多。技术之难,举世瞩目;经济可持续发展与生态环境保护的责任。任重道远;人与社会与自然的和谐共处,需要大家共同努力去创建。
      水利工程的运用、操作、维修和保护工作,是水利工程管理的重要组成部分,水利工程建成后,必须通过有效的管理,才能实现预期的效果和验证原来规划、设计的正确性;工程管理的基本任务是保持工程建筑物和设备的完整、安全,使其处于良好的技术状况;正确运用水利工程设备,以控制、调节、分配、使用水资源,充分发挥其防洪、灌溉、供水、排水、发电航运、环境保护等效益。做好水利工程的施工与管理是发挥工程功能的鸟之两翼、车之双轮。
       由于编者经验不足,书中难免存在疏漏与不足之处,敬请读者多提宝贵意见。

Editor-in-Chief

Yun-Fei Chai, male, the Han nationality, senior engineer, born in Chifeng City, Inner Mongolia in August 1974. He took part in work in July 2001. He has been rated as “excellent worker” and “advanced individual” by Chifeng Water Conservancy Planning and Design Institute for many times. In 2015, he was awarded the title of “City May 1st Labor Medal” by Chifeng Federation of Trade Unions. In 2016, he was employed as the bid evaluation expert of Chifeng Shi Gonggong Ziyuan Jiaoyi Zhongxin.


柴云飞,男, 1974 年 8 月生,内蒙古赤峰市人, 2001 年 7 月参加工作,高级工程师;曾多次被赤峰市水利规划设计研究院评为“优秀工作者”、“先进个人”等光荣称号。 2015 年被赤峰市总工会评为“市五一劳动奖章”称号。个人 2016 年被聘为赤峰市公共资源交易中心评标专家。

Hong-Bin Pu, male, bachelor’s degree, engineer, born in Chunhua County, Shaanxi Province in September 1984. His major is water conservancy and hydropower engineering. He is now engaged in Fengxi new town rural drinking water safety and Fengxi new town water resources management. From 2018 to 2020, he successively participated in the rural drinking water safety improvement and transformation project of Fengxi new town, and served as the chief technical director to solve the rural drinking water problem in Fengxi new town. In 2020, he compiled the rural water supply emergency plan of Fengxi new
town and the rural water supply planning of Fengxi new town during the 14th Five Year Plan period.


蒲宏斌,男, 1984 年 9 月生,陕西淳化人,本科,水利水电工程专业,现从事沣西新城农村饮水安全及沣西新城水资源管理工作,工程师职称。 2018-2020 年先后参与了沣西新城农村饮水安全提升改造工程,担任技术总负责人,解决了沣西新城农村饮水问题。 2020 年编制了沣西新城农村供水应急预案、沣西新城“十四五”农村供水规划编制。

Qi Zhang, male, the Han nationality, bachelor’s degree, born in Feidong County, Anhui Province in December 1973. He graduated from Wuhan University of Water Resources and Electric Power (now as Wuhan University). He is mainly engaged in the supervision and evaluation of resettlement of large and medium-sized water conservancy and hydropower projects. He has participated in or presided over the resettlement supervision and evaluation of the Three Gorges project, Xiangjiaba, Xiluodu, Baihetan and Wudongde Hydropower Stations.


张琪,男,汉族, 1973 年 12 月生,安徽肥东人,武汉水利电力大学毕业,本科学历。主要从事大中型水利水电工程移民监督评估工作。先后参加或主持三峡工程、向家坝、溪洛渡、白鹤滩、乌东德等特大型水电站的移民监督评估工作。
