Preface
People are the source of national strength, food is the paramount necessity of people, and food safety is the top priority. Food is indispensable to people every day. Therefore, food safety must be one of the most concerned issues in the society. In recent years, domestic media have reported a large number of food safety incidents, including the melamine in Sanlu milk powder, Sudan in KFC food, iodine excess of nestle milk powder, Haagen-Dazs incident and so on, which have aroused high attention from all sectors of society. This has triggered doubts and reflections on China's food safety management mechanism. It involves the long-term supervision function of relevant functional departments, situation assessment and emergency response ability, media supervision and control, incident responsibility tracing, popularization of public food safety knowledge, and connection and communication with international food safety standards. These questions must be addressed in a positive, efficient, scientific and responsible manner within a short period of time. These events triggered our thinking on the establishment and improvement of China's food safety crisis management system. The purpose of this book is to explore how to improve the ability of food quality testing and management in China.

国以民为本,民以食为天,食以安为先。食品是人们每日都不可缺少的,因而食品 安全必定是社会最为关注的问题之一。近年来,国内媒体相继报道了大量食品安全事件,包括三鹿奶粉添加三聚氰胺、肯德基的苏丹红、雀巢奶粉的碘超标、哈根达斯的“黑作坊”事件等,均引起社会各界的高度关注,由此引发了对我国食品安全管理机制的质疑和反思。其中牵涉相关职能部门的长效监管职能、事态评估及应急反应能力、媒体监督与管控、事件责任追查、民众食品安全知识普及、与国际食品安全标准的衔接与沟通等多方面相互交叉的问题,且这些问题均须在短时间内以积极、高效、科学、负责任的方式体现出工作效果,这引发了我们对建立、完善我国食品安全危机管理体系的思考。本书的研究目的在于探讨如何提高我国食品质量检测与管理能力。
Hong-Yun Guo, female, born in September 1969, Zhangye City, Gansu Province. She has a bachelor's degree and is a senior engineer. Currently, she is the deputy director of the western branch of Product Quality Supervision and Inspection Center of Gansu Province, and is responsible for the preparation of the Food Inspection and Testing Center of the Quality Inspection and Testing Institute of Zhangye City. She has been engaged in food and product quality inspection and management for more than 20 years. Her main research direction is food and industrial product inspection. In recent years, she has published "GB2760 Food Additive Use Standard Interpretation", "Research on the Determination Method of Aluminum Content in Food", "Study on the Determination Method of Sodium Sucrose in Food" and other papers in provincial and Chinese core journals.
郭红云,女,1969年9月出生,甘肃省张掖市人,大学本科学历,高级工程师,现任甘肃省产品质量监督检验西部分中心副主任,现负责张掖市质量检验检测研究院食品检验检测中心筹建工作。从事食品、产品质量检验检测及管理工作二十多年,主要研究方向为食品及工业产品检测,近年来,先后在省级以上和中文核心期刊发表了《GB2760食品添加剂使用标准解读》、《食品中铝含量的检测方法研究》、《食品中甜蜜素的测定方法研究》等多篇论文。
