Preface
The 21st century is a century of globalization, marketization, and informationization, a century dominated by knowledge. The creator of knowledge and the carrier of knowledge alone will surpass all other resources owned by the enterprise (such as land, raw materials, houses, machines, etc.) to become the most important strategic resource. Human resources have become the focus of common concern in current era.
“Human resources are the most important resource in an enterprise” has become the consensus of almost all professional managers. China’s market economy is becoming more and more mature, and the market competition in China is becoming more and more fierce. Especially after joining WTO, Chinese companies will definitely face the direct competition against global companies. It has been repeatedly approved that the core of competition is the competition of talents, the competition of quality and quantity of human resources. Therefore, it is very natural that “Human Resource Development and Management” is selected as a compulsory course by world-class business schools for MBA education.
At present, most companies of a certain size all have a specialized human resource management structure, whose responsibility is to effectively develop and utilize human resources, that is, to rationally allocate human resources according to the requirements of the company’s development strategy. With the application of a series of processes such as recruitment, training, utilization, assessment, incentives, adjustments, and so on, it will mobilize employees, make them fully exert their potentials, create values and bring benefits to the company, and ensure the realization of the company’s strategic goals.

21 世纪是全球化、市场化、信息化的世纪,是知识主宰的世纪。知识的创造者与知识的载体一人将超越企业所拥有的其他资源(如土地、原材料、房屋、机器等)成为最重要的战略性资源,人力资源成了当今时代人们共同关注的焦点。
“人力资源是企业中最重要的资源”几乎成为所有职业经理人的共识。中国的市场经济越来越走向成熟,中国的市场竞争也越来越激烈,尤其是加入了世贸组织后,中国企业必将直接面对全球企业的竞争。事实反复证明:竞争的核心是人才的竞争,是人力资源质量和数量的竞争。因此,国际一流商学院培养 MBA 时都把《人力资源开发与管理》作为一门必修课是十分自然的事。
当前具备一定规模的企业大多设有专门的人力资源管理结构,其职责是有效地开发和利用人力资源,即根据企业发展战略的要求,有计划地对人力资源进行合理配置,通过对企业中员工的招聘、培训、使用、考核、激励、调整等一系列过程,调动员工的积极性,发挥员工的潜能,为企业创造价值,给企业带来效益,确保企业战略目标的实现。
Xiao-Jing Hu, female, Han nationality, born in Biyang County, Henan Province in January 1964, college degree. She joined the work in 1982, serving as a member of the Party Committee and Chief of Personnel Section of the Banqiao Reservoir Administration Bureau of Zhumadian City. She has long been engaged in human resource management, owns the title of senior economist, holds a wealth of professional and theoretical knowledge, and has in-depth research and unique insights on her major. She has published several papers. Her resarch subjects “Research on extending the industrial chain, increasing added value, and realizing sustainable development for major energy provinces” and “Research on path selection for enlarging and strengthening Henan strategic support industry” have been awarded as Excellent Achievements and First Prize by Henan Social Sciences Circles Union and Henan Federation of Economic Organizations.
胡晓静,女,汉族, 1964 年 1 月生,河南泌阳人,大学专科学历。 1982 年参加工作,任驻马店市板桥水库管理局党委委员,人事科长。一直从事人力资源管理,有高级经济师职称,具有丰富的专业和理论知识,对本专业具有深入的研究和独到的见解。发表论文多篇,课题“能源大省延长产业链、提高附加值、实现可持续发展研究”、“做大做强河南战略支撑产业路径选择研究”均获得河南省社科联、河南省经团联优秀成果,均被评为一等奖。
