前 言
水利工程施工是按照设计提出的工程结构、数量、质量、等要求修建水利工程的工作。水利工程的运用、操作、维修和保护工作,是水利工程管理的重要组成部分,水利工程建成后,必须通过有效的管理,才能实现预期的效果和验证原来规划、设计的正确性;工程管理的基本任务是保持工程建筑物和设备的完整、安全,使其处于良好的技术状况;正确运用水利工程设备,以控制、调节、分配、使用水资源,充分发挥其防洪、灌溉、供水、排水、发电、航运、环境保护等效益。
近年来,随着一系列水利水电工程规程、规范和规章制度的制定实施,进一步规范了水利水电基本建设程序,提高和保证了水利水电工程质量,以及整体建设的水平。但是,作为水利水电建设的一线工作人员,尤其是控制和保证工程质量的质量检查和控制人员,很难尽快熟悉掌握新的规程规范,并在实际工作中自如运用;同时难以将新材料、新技术、新工艺、新方法应用于提高工程建设活动的科学性中。作者在多年水利水电工程建设实践中深切地认识到一线质量检查员迫切需要一本能系统、先进、科学解决以上实际问题的工具书。

From 2015 to 2016, he worked in Shenzhen Water Affairs Bureau and participated in the 13th five year plan of Shenzhen water development. Since 2016, he has been working in Shandong Yellow River Water Supply Bureau, and is responsible for water supply project management, measurement monitoring, supervision and inspection, research on water resources protection policy of Shandong Yellow River, and the three-year planning of Shandong Yellow River water supply development.
陈彬,男,汉族, 1983 年 2 月生,山东济南,本科,水利工程高级工程师。 2006-2014年在山东黄河勘测设计研究院工作,主持、参与河道、堤防、水闸等水利工程设计,获得山东省优秀设计二等奖。 2015-2016 年在深圳市水务局工作,参与完成了深圳市水务发展十三五规划。 2016 至今在山东黄河供水局工作,负责供水工程管理、计量监测、督查检查及山东黄河水资源保护政策研究,负责山东黄河供水发展三年规划。

李西刚,男,汉族, 1990 年出生于山东济南。本科学历,水利工程系列工程师,毕业至今山东黄河河务局供水局工作。主要负责供水工程管理、计量监测、督查检查及山东黄河水资源保护政策研究等工作。工作勤奋,敢于创新,多次被评为单位年度先进工作者。参与完成的研究项目多次获得黄河水利委员会、山东黄河河务局奖项; 2020 年作为专家参加了水利部组织的水利工程四不两直督查工作。
Na Han, female, the Han nationality, born in Jinan City, Shandong Province in May 1990. She graduated from Shandong Agricultural University majoring in water conservancy and hydropower engineering in 2013 and then was admitted to Shandong Yellow River Survey and Design Institute to engage in planning and design. She has presided over and participated in nearly 100 design projects of large, medium and small water conservancy projects, involving river training works, Yellow River dike projects, and various hydraulic structures. It includes national key water conservancy projects: flood control projects in the 13th and 14th Five Year Plan period in the lower reaches of the Yellow River; the construction of Dongping Lake flood storage and detention area of the Yellow River; the relocation of residents in the Yellow River beach area in Shandong Province. The projects she participated in have won provincial and ministerial awards for scientific and technological progress.
韩娜,女,汉族, 1990 年 5 月生,山东济南人。 2013 年毕业山东农业大学水利水电工程专业,后考入山东黄河勘测设计研究院从事规划设计工作。主持、参与过大、中、小型水利工程设计项目近百个,涉及河道整治工程、黄河堤防工程、各类水工建筑物等。其中包括国家重点水利工程:黄河下游“十三五”、“十四五”防洪工程;黄河东平湖蓄滞洪区建设;山东省黄河滩区居民迁建工程等。参与的项目曾获得过省部级科技进步等奖项。
