Preface

In recent years, the state has paid more and more attention to public infrastructure construction with economic development, and more water conservancy projects have been constructing. After water conservancy projects completed and put into use, the maintenance and management of them then become extremely important, because it will influence the operation, efficiency and service life. In the new period, the maintenance and management of water conservancy projects attract more attention in the construction and development of water conservancy projects. Based on this, the paper analyzes the current situation and carries out the practice of maintenance and management of water conservancy projects.
In the construction of water conservancy project, the effective management and maintenance need to be combined with practice, and with a scientific management mode, in order to realize the maintenance efficiency. In order to further study the maintenance and management strategies of water conservancy project, based on the effective work
experience and practice, the paper clearly analyzes the importance of water conservancy project construction and puts forward specific maintenance strategies. We hope to ensure the long-term development of water conservancy projects to meet people’s need and lay a good foundation for social and economic construction and stable development of society.

前言

近年来，随着国家经济发展，公共基础设施的建设受到国家越来越多的重视，更多的水利工程正在投入建设当中。当水利工程建成并投入使用时，对于工程的维修养护管理工作就会变得至关重要，因为这将对工程的安全运行、发挥效益和使用寿命产生影响。新时期，水利工程建设发展对水利工程维修养护管理工作格外的关注，基于此，在本文中对水利工程维修养护管理现状进行分析，并且开展水利工程维修养护管理实践。
在水利工程建设中，其有效的管理与养护需要与实际相结合，并制定科学的管理模式，从而才能实现养护效率，为进一步研究水利工程养护与管理策略，本文基于有效工作经验与实践，明确分析了水利工程建设的重要性，提出具体养护策略，结合进一步简明阐述，希望能够确保水利工程项目长效发展，以满足人们需求，为社会经济建设以及社会稳定发展奠定良好基础。

Zhao-Fei Xie, male, the Han nationality, bachelor’s degree, born in Lianyungang City, Jiangsu Province in March 1978. He is committed to the field of water conservancy project programme and capital construction, and has participated in the water delivery project of the north extension of Tongyu River and many seawall constructions in Jiangsu Province. He worked out a series of water-related plan, such as Urban Flood Control Plan of Guanyun County, and now in charge of the operation and management of 20 large and medium-sized culverts in the county and the dispatching of water regime in the county. He represents the advanced level in the industry. He has published 12 papers over the years and has been selected as the “333” high-level talent training project in Jiangsu Province and the fifth “521” high-level talent training project in Lianyungang City.

谢兆飞，男，汉族， 1978 年 3 月生，江苏连云港人，本科学历。致力于水利工程规划和基本建设领域研究，曾参加过江苏省通榆河北延送水工程、江苏省多轮海堤建设。编制了《灌云县城市防洪规划》等一系列涉水规划。现主持全县 20 座大中型涵洞的运行管理工作和全县的水情调度工作。行业内属先进水平。历年来发表论文 12篇，曾获入选江苏省“333”高层次人才培养工程；入选连云港市第五期“521”高层次人才培养工程。

王卫民

Wei-Min Wang, male, the Han nationality, bachelor’s degree, born in Lianyungang City, Jiangsu Province in January 1980. He has participated in the repair project of seawall damage in Guanyun County, the drought relief and emergency water source project in Guanyun County (2014-2016), and the construction of rural grass-roots flood control forecast and early warning system in Guanyun County.

王卫民，男，汉族， 1980 年 1 月生，江苏连云港人，本科学历。曾参加过灌云县海堤水毁修复工程、灌云县抗旱应急水源工程（2014-2016 年）、灌云县农村基层防汛预报预警体系建设等；现叁与全县水情调度工作。

刘志祥

Zhi-Xiang Liu, male, the Han nationality, bachelor’s degree, born in Lianyungang City, Jiangsu Province in February 1989. He has participated in numerous projects, including the National Key County of Farmland and Water Conservancy Project of Guanyun County, National Integrated Fund Project of Guanyun County, National Fund farmland and Water Conservancy maintenance Project of Guanyun County, Agricultural Water Price Comprehensive Reform Project of Guanyun County, Water Conservancy maintenance Project of Guanyun County, River and Lake and Water Conservancy Management Delimitation Project of Guanyun County, River Protection and Utilization Planning Project of Guanyun County, etc. Now he is involved in the operation and management of 20 large and medium-sized culverts in the county.

刘志祥，男，汉族， 1989 年 2 月生，江苏连云港人，本科学历。曾参加灌云县中央农田水利重点县项目、灌云县中央统筹资金项目、灌云县中央资金农田水利维修养护项目、灌云县农业水价综合改革项目、灌云县水利工程维修养护项目、灌云县河湖和水利工程管理范围划界项目、灌云县河道保护利用规划项目等。现参与全县 20座大中型涵闸的运行管理工作。
