Preface
Over the past 20 years of reform and opening up, China’s construction industry has developed rapidly, and the construction market has initially formed. In order to meet the needs of market economy, the construction industry has carried out a series of major reforms.
The implementation of construction management is a great change in the production and operation activities of construction enterprises. Its significance lies in: through the implementation of the construction project manager responsibility system, the separation of management and operation level, and the market-oriented management of internal resources, we can promote the internal structural adjustment of the enterprise, and finally realize the transformation from extensive operation to intensive operation, from speed type to efficiency type, from labor intensive type to the combination type of labor intensive and technology intensive. Through this transformation, the quality of construction enterprises can be improved as a whole to meet the objective needs of national economic development and reform and opening up to the international construction market.
Construction enterprise is the main body of construction project management, and its production and operation activities are implemented in the construction market environment. The optimization of internal organization and management system, engineering contracting system, construction planning system and production factor management system of enterprises is the basis for improving the construction project management and even the production and operation activities of enterprises, and is also the necessary condition for survival and development in the fierce market competition.

改革开放 20 多年来，我国的建筑业发展很快，建筑市场已初步形成。为适应市场经济的需要，建筑业进行了一系列重大改革。
推行施工管理是建筑施工企业生产经营活动的一次大变革。其意义在于：通过实行施工项目经理负责制、管理层与作业层分离、内部资源的市场化管理等，推动企业内部的结构调整，最终实现企业从粗放型经营向集约型经营的转变，从速度型向效益型的转变，从劳务密集型向劳务密集与技术密集结合型的转变。通过这种转变，从整体上提高施工企业的素质，以适应国民经济发展和改革开放走向国际建筑市场的客观需要。
施工企业是施工项目管理的主体，其生产经营活动是在建筑市场大环境下实施的。企业内部的组织管理体制、工程承发包体制、施工计划体制、生产要素管理体制等的优化是使施工项目管理，乃至企业的生产经营活动完善和健全的基础，也是市场激烈竞争中生存和发展的必备条件。

He participated in a number of old city reconstruction and resettlement housing construction projects of Jinan municipal government, and won the title of excellent technical director. His project has won Jinan Quality Structure cup, Quancheng cup and other awards for many times.
王川，男，汉族， 1983 年 12 月生，山东济南人，毕业于山东建筑大学土木工程学 院，大学本科现任职于济南舜联建设集团有限公司，长期从事建筑土建、安装、装饰、园林绿化、市政道路等方面工作。历任公司技术负责人、项目经理、副总经理、分公司总经理等职务，在工程管理、成本控制、施工技术等领域有一定造诣。参与济南市政府多个旧城改造安置房建设项目，荣获优秀技术负责人称号，所在项目多次获得济南市优质结构杯、泉城杯等奖项。
Shun-Xing Zhang, male, the Han nationality, born in Shaoguan City, Guangdong Province in February 1981. He graduated from Shaanxi Institute of Technology (Shaanxi University of Technology) in 2003. At present, he works in Guangdong Zhongjin Construction and Installation Engineering Co., Ltd. He has been engaged in the construction site management of metallurgy, civil and industrial buildings for a long time. He has participated in the preparation, evaluation and multi scheme comparison of large-scale projects for many times. He has organized and implemented the whole process implementation management of several engineering projects, and applied innovative construction schemes to solve the complex problems in the construction site, creating good economic benefits for the company.
张顺兴，男，汉族， 1981 年 2 月生，广东韶关人， 2003 年毕业于陕西理工学院工程预算与管理专业，现就职于广东中金建筑安装工程有限公司，长期从事冶金、民用、工业建筑施工现场管理，曾多次参与大型项目可行性研究编制、评审、多方案比选，组织实施数项工程项目全过程实施管理，应用创新型的施工方案解决施工现场复杂问题，为公司创造了良好的经济效益。
Ming-Zheng Zhang, male, the Han nationality, bachelor’s degree, born in Baiyin City, Gansu Province in March 1983. He has been engaged in building construction and geotechnical engineering construction for a long time. He has successively obtained the first-class constructor (Architecture), registered supervision engineer and first-class Cost Engineer (Civil Engineering). He participated in the design of deep foundation pit support design of medical technology complex building of Lanzhou Military Region General Hospital, and won the second prize of excellent engineering design of China Railway Construction Co., Ltd. in 2013.
张明政，男，汉族， 1983 年 3 月生，甘肃白银人，大学本科学历，长期从事建筑施工、岩土工程施工，先后考取一级建造师（建筑），注册监理工程师，一级造价工程师（土建）。参与设计兰州军区总医院医技综合楼深基坑支护设计获得中国铁道建筑总公司 2013 年度优秀工程设计二等奖。
