Preface

The quality of water conservancy and hydropower projects is related to the national economy and people’s livelihood and the safety of urban and rural people’s lives and property, whether water conservancy and hydropower projects are to harness rivers, build urban flood control, remove waterlogging in low-lying areas, or store water for irrigation, solve drinking water, prevent pollution and develop hydropower. Project quality is not only related to project benefits, but also directly affects the sustainable, healthy and rapid development of national economy. Many years of construction engineering practice has proved that it is an important measure to make clear the responsibilities of all parties involved in the water conservancy project construction, implement the project quality responsibility system, strengthen the project quality management, and improve the overall quality of the quality control and quality assurance personnel of all parties involved in the construction, which is an important measure to ensure the safety of national property and the life and property of the residents, enhance the reputation of enterprises, and improve the economic benefits.

   Water conservancy and hydropower project construction project has the characteristics of large scale, long construction period, many production links, many participants, and many factors affecting the project quality. No matter which subject or link has problems, it will lead to quality defects and even major quality accidents. Therefore, it is necessary to strengthen quality supervision and quality inspection. Water conservancy project quality inspection is an essential means of project quality process control and an important basis for project quality acceptance.


前 言

水利水电工程无论是治理江河、兴建城市防洪、低洼地区除涝,还是蓄水灌溉、解决饮水、防治污染、开发水电,其质量好坏都关系到国计民生,关系到城乡人民生命财产的安全。工程质量不仅关系到工程效益,而且直接影响到国民经济可持续健康快速发展,可以毫不夸张地说“质量责任重于泰山”。多年建设工程实践证明,明确水利工程参建各方责任、落实工程质量责任制、加强工程质量管理、提高建设各方质量控制和质量保证人员的整体素质,是保障国家财产及入民生命财产安全,增强企业信誉,提高经济效益的重要举措。
      水利水电工程建设项目具有规模大、建设周期长、生产环节多、参与方多、影响工程质量的因素多等特点,不论是哪个主体出了问题,哪个环节出了问题,都会导致质量缺陷,甚至造成重大质量事故。因此防患于未然,加强质量监督,加强质量检测就显得尤为必要。水利工程质量检测是工程质量过程控制的必备手段,也是工程质量验收的重要依据。

Mian-Hui Zou, male, the Han nationality, bachelor’s degree, registered supervision engineer, born in Xinyang City, Henan Province in October 1985. He graduated from the department of Civil Engineering of Henan University of Technology majoring in engineering management. At present, he works in Henan Tiandi Engineering Consulting Co., Ltd. As a supervision engineer and deputy director, he has been engaged in the supervision of hydraulic construction, river regulation, safe drinking water and farmland water conservancy projects for a long time, and has rich construction supervision experience.


邹绵辉,男,汉族,河南信阳人, 1985 年 10 月生, 2008 年 7 月毕业于河南工业大学土木工程系工程管理专业,学士学位。注册监理工程师,现就职于河南天地工程咨询有限公司,以监理工程师和副总监身份长期从事水工建筑、河道治理、安全饮水和农田水利等多种项目的监理工作,具有丰富的施工监理工作经验。

Chao Zhou, male, the Han nationality, master’s degree, born in Nanyang City, Henan Province in April 1986. He graduated from Liaoning University of Technology in 2013. His research direction in water conservancy engineering safety management. He works in the Qushou Branch of Construction and Administration Bureau of South-to- North Water Diversion Middle Route Project. During his work, he presided over and completed the construction of Xizhao River control gate and Tanzhai diversion sluice standardized gate station of Zhenping Management Office in the middle route of South to North Water Diversion. He presided over the preparation of the safety facilities self inspection report for the completion acceptance of the design unit project of Zhenping County section of the first phase project of the middle route of the South to North Water Diversion Project. During his tenure, he was awarded the title of “excellent employee” in 2018 and 2019 and “excellent Party member demonstration post” in the Construction and Administration Bureau of South-to- North Water Diversion Middle Route Project.


周超,男,汉族, 1986 年 4 月生,河南南阳人,硕士研究生, 2013 年毕业于辽宁工业大学。研究方向:水利工程安全管理。任职于南水北调中线干线工程建设管理局渠首分局。工作期间,主持完成南水北调中线镇平管理处西赵河控制闸、谭寨分水闸标准化闸站建设工作。主持编写南水北调中线一期工程镇平县段设计单元工程完工验收安全设施自查报告。任职期间荣获南水北调中线建管局 2018、 2019 年度“优秀员工”, 2019 年度“优秀党员示范岗”称号。

Bo Song, male, the Han nationality, bachelor’s degree, senior engineer, born in Linyi City, Shandong Province in December 1968. He has been mainly engaged in Germany food aid projects, reinforcement of large and medium-sized reservoirs, river regulation, late stage support for large and medium-sized reservoir resettlement, water conservancy survey, rural drinking water safety, continued construction of large and medium-sized irrigation areas and water-saving transformation, agricultural water price reform, etc. At present, he is the head of Rural Water Conservancy Department of Water Resources Department of Linyi. He was awarded the second-class merit and the third-class merit respectively by Linyi municipal government. He was awarded the city’s water conservancy advanced individual twice by Linyi Municipal Human Resources and Social Security Bureau and Water Resources Department of Linyi, and the May 1st Labor Medal of Shandong Province’s agriculture, forestry and water conservancy system.


宋波,男,汉族, 1968 年 12 月生,山东临沂人,大学本科,高级工程师。先后主要从事过德国粮援项目、大中型水库除险加固、河道治理、大中型水库移民后期扶持、水利普查、农村饮水安全、大中型灌区续建配套与节水改造、农业水价改革等工作。现任临沂市水利局农村水利科科长。分别被临沂市政府记二等功、三等功各一次,被临沂市人社局、水利局授予全市水利工作先进个人两次、山东省农林水系统五一劳动奖章等荣誉称号。
