Preface
In the current society, water is an essential basic natural resource and strategic economic resource for human development. Therefore, it is necessary to do a good job in the development and utilization of water resources from the planning of water resources and the construction of water conservancy infrastructure. However, in the process of actual planning, development and utilization of water resources, there are often a series of problems, such as unclear planning purpose, unreasonable planning content, incomplete planning scheme and exhaustive development and utilization without considering the sustainability of water resources utilization. Therefore, it is necessary for our water conservancy workers to fully study the principles and guiding ideology of water resources planning, and rationally develop and utilize water resources.
As an important material resource in urban construction and development, water resource is of great significance to its urban construction and development. Especially in recent years, the gradual deepening of the construction of sustainable development has put forward better requirements for the use of water resources. This book mainly analyzes the existing problems of water resources planning in China at this stage.
At the same time, due to the complexity and particularity of water resources planning and utilization, it is difficult to compile this book. Mistakes and shortcomings in the book are inevitable, and readers are welcome to give us your advice. 在当前社会，水是人类发展所必不可少的基础性的自然资源和战略性的经济资源。因此，我们有必要从水资源规划和水利基础设施建设开始，做好水资源的开发利用。但在水资源的实际规划及开发利用过程中，往往会出现规划目的不明确、规划内容不合理、规划方案不全面以及穷尽式开发利用不考虑水资源利用的可持续性等一系列问题。因此，我们水利工作者有必要充分学习水资源规划的原则及指导思想，合理开发利用水资源。
水资源作为城市建设发展中的重要物质资源，对其城市建设发展有着重要意义。尤其是近年来，可持续发展建设的逐渐深入更是对水利资源的使用提出了更好地要求。本书主要针对现阶段我国水资源在规划方面存在的问题进行简要分析。
同时，由于水资源规划与利用工作的复杂性和特殊性，编撰本书确实有一定难度。书中错误和缺点在所难免，欢迎广大读者不吝赐教。希望该书能为高校师生及相关部门的专家学者、企业技术人员提供有益参考。
Xiao-Juan Zhang, female, the Han nationality, bachelor’s degree, born in Xuchang City, Henan Province in June 1976. She is mainly engaged in the research of hydrology and water resources, water quality monitoring and water pollution prevention. She has participated in more than 20 water resources demonstration and planning projects; she has participated in the preparation of 2 provincial and local standards; she has won many provincial and municipal science and technology progress awards; she has participated in the completion of 2 national invention patents and 2 utility model patents; she has published 5 papers and 1 monograph in provincial science and technology journals.
张小娟，女，汉族， 1976 年 6 月生，河南许昌人，本科学历。主要从事水文水资源、水质监测及水污染防治研究工作。 参与完成水资源论证及规划项目 20 多项； 参与编制省地方标准 2 项；获省市科学技术进步奖多项；参与完成国家发明专利 2 项、实用新型专利 2 项；在省科技期刊发表论文 5 篇、出版论著 1 部。
Ya-Nan Hao, female, the Han nationality, bachelor’s degree, born in Luoyang City, Henan Province in March 1991. She graduated from Henan Normal University. She is mainly engaged in hydrology, water resources, water quality monitoring and other research work. She participated in the completion of two national invention patents and won one first prize of provincial water conservancy innovation achievements, and has published two related papers in provincial journals.
郝亚楠，女，汉族， 1991 年 3 月生，河南洛阳人，毕业于河南师范大学，本科学历，主要从事水文水资源、水质监测等研究工作。参与完成国家发明专利 2 项、获省水利创新成果一等奖 1 项；先后在省级期刊发表相关论文两篇。
Lin He, female, the Han nationality, bachelor’s degree, born in Leihe City, Henan Province in August 1989. She is mainly engaged in hydrology and water resources, Hydrometry, budget, accounting and final accounts of water conservancy funds. She won one first prize of provincial water conservancy innovation achievement and participated in the completion of one national invention patent.
何琳，女，汉族， 1989 年 8 月生，河南漯河人，本科学历。主要从事水文水资源、水文测验、水利经费的预算、核算与决算等工作，获省水利创新成果一等奖 1 项、参与完成国家发明专利 1 项。
