Preface
Wang Yang, member of the Political Bureau of the CPC Central Committee and vice premier of the State Council, stressed that all ministries and commissions of the State Council and Xinjiang should deeply study the agricultural water saving work in southern Xinjiang to ensure that the goal of poverty alleviation in southern Xinjiang can be achieved on schedule.
In order to implement the important deployment requirements of vice premier Wang Yang, in November 2016 and February 2017, the central Ministry of Finance, the Ministry of Water Resources and the Ministry of Agriculture came to Xinjiang twice to carry out research. Leaders of relevant departments of the autonomous region went to Jiashi County to carry out field research, and communicated and exchanged opinions on relevant issues in the agricultural water-saving pilot work in southern Xinjiang.
In order to ensure the long-term effectiveness of the project, we can establish farmers’ water users association, well power dual control service team, agricultural efficient water-saving operation management company, agricultural cooperatives, machinery cooperatives, new agricultural business entities, etc. to participate in the operation and management, form a diversified operation and management system and mechanism, and ensure the long-term role of the project.
The development of China’s water conservancy construction requires us to seriously sum up the past experience and lessons. The development of agricultural water-saving projects in southern Xinjiang can provide rich experience for China’s water conservancy construction work and help us find a new way of water conservancy and hydropower project construction suitable for China’s national conditions.

中共中央政治局委员、国务院副总理汪洋在研究部署新疆南疆脱贫攻坚工作时强调,国务院各部委和新疆方面要深入研究南疆的农业节水工作,确保新疆南疆如期实现脱贫攻坚目标。
为了贯彻落实汪洋副总理重要部署要求, 2016 年 11 月、 2017 年 2 月中央财政部会同水利部、农业部先后两次来疆开展调研,自治区相关部门领导到伽师县开展实地调研,就南疆农业节水试点工作中的有关问题进行沟通、交换意见。
为了保证项目实施后能长期发挥其功效,可建立农民用水者协会、井电双控服务队、农业高效节水运行管理公司、农业合作社、机械合作社、新型农业经营主体等,参与经营管护,形成多样化运行管护体制机制,保证工程长期发挥作用。
我国水利建设事业的发展要求我们必须认真总结过去的经验和教训,南疆农业节水项目的开展,可以为我国水利建设工作提供丰富的经验,有利于走出一条适合我国国情的水利水电工程建设新路。
Zhi-Hao Zhang, male, the Han nationality, bachelor’s degree, born in Urumqi, Xinjiang in October 1978. He graduated from Northwest A&F University majoring in agricultural water conservancy engineering. After graduation, he worked in XPCC Survey and Design Institute (Group) Co., Ltd. He is mainly responsible for the design of a series of new irrigation areas, high-efficiency water-saving and drinking water supply projects, such as the water conservancy project for herdsmen’s settled forage base in Awei irrigation area of Qinghe County, the water conservancy project outside the 37th regiment of the second division of XPCC, the 200000 Mu high-efficiency water-saving project in Bachu County, and the urban-rural integration water supply project in Keping County.
张治浩,男,汉族, 1978 年 10 月生,新疆乌鲁木齐人, 2002 年毕业于西北农林科技大学农业水利工程专业,本科学历。毕业后在兵团勘测设计院(集团)有限责任公司从事农业水利相关规划及设计工作。主要负责《青河县阿苇灌区牧民定居饲草料基地水利工程》、《兵团第二师三十七团场外水利工程》、《巴楚县 20 万亩高效节水项目》、《柯坪县城乡一体化供水工程》等一些列新建灌区、高效节水及人饮供水项目的设计工作。
Lei Chen, male, the Han nationality, bachelor’s degree of engineering, senior engineer of water conservancy engineering, born in Urumqi, Xinjiang in January 1969. He graduated from the department of water conservancy of Shihezi Agricultural College majoring irrigation and water conservancy project in 1991. He is the “academic and technological leader of XPCC”. He has been engaged in consulting, design and construction of water conservancy projects for a long time, and has undertaken the preliminary consulting and design work of more than 100 large and medium-sized water conservancy projects. He has a solid system of basic theory and professional and technical knowledge and problem-solving ability.
陈磊,男,汉族, 1969 年 1 月生,新疆乌鲁木齐人。 1991 毕业于石河子农学院水利系农田水利工程专业,本科学历,工学学士。水利工程正高级工程师,“兵团学术技术带头人”。长期从事水利工程咨询、设计、施工,主持承担了 100 余项大、中型水利工程项目的前期咨询设计工作。具备扎实系统的基础理论和专业技术知识及解决问题能力。
Wei-Dong Zhao, male, the Han nationality, bachelor’s degree, born in Urumqi, Xinjiang in December 1974. He is the senior engineer of water conservancy and hydropower in XPCC Survey and Design Institute (Group) Co., Ltd. He has published several papers in China Rural Water and Hydropower, Water Resources Planning and Dsign, South-to-North Water Diversion and Water Conservancy Science and Technology and so on. The project he presided over and participated in won the national excellent water conservancy and hydropower survey and design award.
赵卫东,男,汉族, 1974 年 12 月生,新疆乌鲁木齐人,大学本科学历。新疆兵团勘测设计院(集团)有限责任公司水利水电工程高工,曾在《中国农村水利水电》、《水利规划与设计》及《南水北调与水利科技》等期刊发表论文数篇。主持参与的项目曾获得全国优秀水利水电勘测设计奖。
