Nowadays, with the continuous development of social economy, the number of construction projects is rising rapidly and the speed of urbanization is accelerating. As a construction project, building construction is different from other projects. It has a strong complexity and comprehensiveness. Because of these unique attributes, the construction process of construction engineering is bound to encounter many risks. The cost of the project occupies a fundamental position in the construction process of the project. Therefore, the construction unit must effectively manage the risk of project cost.
In construction enterprises, there are various methods of the audit of project cost budget and the audit methods adopted by the audit units of different enterprises are not the same. However, the key points of the audit of construction project cost budget focus on arranging the preliminary work of project budget audit, auditing in strict accordance with the supervision provisions of construction project budget audit, rational use of computer technology and so on.
There is a great connection between the orderly development of construction projects and the cost risk, which directly affect the efficiency and decision-making of the projects. At present, our country is in a new period of national development; the construction investment is continuously rising. In order to obtain sufficient benefits and
ensure the smooth progress of the project, the project construction risk must be fully considered. Therefore, project cost risk management must be actively carried out. In China, the theoretical research on the project cost risk is relatively backward, so the relevant staff must focus on its in-depth research to promote the further development of risk management.

现阶段,社会经济的不断发展,城市化建设速度加快,建筑工程数量急剧上涨。作为施工项目,建筑工程不同于其他项目,它具有极强的复杂性与综合性,因为这些独特的属性,建筑工程的建设过程必然会对遭遇诸多风险。而工程造价在工程建设过程中占据基础性地位,因此建筑单位必须切实工程造价风险管理。
建筑企业中,工程造价预算的审核办法各型各样,且各个企业的审核单位之间所采用的审核方法也不尽相同。然而,建筑工程造价预算的审核工作要点集中在安排工程预算审核的前期工作、严格按照建筑工程预算审核监督规定进行审核、合理运用计算机技术等方面。
建筑工程的有序开展同造价风险之前存在很大的联系,工程造价风险对项目的效益和决策等问题产生最为直接的影响。国家当前正处在全国发展的新时期,建筑投入不断上涨,要想获得足够的效益,保障项目的顺利进行,必须对项目建设风险进行充分地考虑。所以必须积极地开展项目工程造价风险管理。而在我国关于造价风险方面的理论研究相对落后,所以,必须相关工作人员必须着力对其进行深入的研究,推动风险管理的进一步发展。
Bin Li, male, the Han nationality, born in June 1987, from Guangzhou, Guangdong Province, bachelor degree, graduated from Guangdong Institute of Petrochemical Technology. From 2012 to 2017, he was engaged in design work at China Energy Construction Group Hunan Electric Power Design Institute Co., Ltd. During this period, as the person in charge of civil engineering, he participated in the design and on-site management of the Myanmar direct gas turbine combined cycle power generation EPC project. Since 2017, he has been working in the Public Construction Project Management Service Center of Zengcheng District, Guangzhou City, engaged in project management. 李斌,男,汉族, 1987 年 6 月生,广东广州人,大学本科学历,毕业于广东石油化工学院。 2012 年至 2017 年任职于中国能源建设集团湖南省电力设计院有限公司,从事设计工作, 期间作为作为土建专业负责人, 参与缅甸直通燃机联合循环发电EPC项目设计及现场管理工作; 2017 年至今任职于广州市增城区公共建设项目管理服务中心,从事项目管理工作,期间作为建设单位项目负责人,完成广州市增城区老年大学教学大楼项目管理工作,并获得国家级奖项。
Fu-Zhou Che, male, the Han nationality, was born in May 1987 in Shiyan City, Hubei Province. He graduated from Wuhan University of Technology with a bachelor’s degree in engineering cost. He is currently the technical person in charge of engineering cost at Danjiangkou Branch of Hubei Yongcheng Engineering Consulting Co., Ltd., and is mainly engaged in project budget and engineering cost work.
车富洲,男,汉族, 1987 年 5 月生,湖北十堰人,毕业于武汉理工大学工程造价专业本科学历,现任湖北永诚工程咨询有限公司丹江口分公司工程造价技术负责人,主要从事工程概预算、工程造价工作。
Chun-Guang Li, male, the Han nationality, second-level registered construction engineer, engineer, born in December 1984 in Xintai City, Shandong Province, graduated from Huazhong University of Science and Technology in 2007 with a major in construction economics and management. After graduation, he worked in the Infrastructure Department of Zhongnan University of Economics and Law, Shandong Taishan Puhui Construction Engineering Co., Ltd., and Shandong Huaxin Real Estate Development Co., Ltd. He is mainly engaged in the cost management of construction projects, and is familiar with the
whole-process cost management control of real estate projects, construction project bidding and contract management. He has been responsible for the cost management of a number of large-scale real estate development projects, which involved an investment of about 3 billion.
李春光,男,汉族, 1984 年 12 月生,山东新泰人, 2007 年毕业于华中科技大学建筑经济管理专业,毕业后先后在中南财经政法大学基建处、山东泰山普惠建工有限公司、山东华新房地产开发有限公司工作,二级注册建造师,工程师。主要从事建设项目成本管理工作,对房地产项目全过程成本管理控制、建设工程招投标及合同管理工作比较熟悉。曾先后负责完成了多个大型房地产开发项目的成本管理工作,涉及投资约 30 亿。
