Preface

The construction quality of water conservancy projects is directly related to the safety of people’s lives and property, and to the overall situation of national economy and social development. The implementation of project quality supervision and strict control of project quality is an important means for the government to safeguard social public interests and public safety. The purpose of water conservancy project supervision is to guarantee the quality of water conservancy construction project and ensure the project benefit. In recent years, with the large-scale development of water conservancy projects, water conservancy project quality problems occur frequently, especially small and medium-sized water conservancy projects. Therefore, water conservancy project quality supervision is particularly important; water conservancy project quality supervision can provide guarantee for water conservancy project quality, which is long-term and arduous. In order to promote the reform and development of grass-roots water conservancy project quality supervision, we must face up to the problems encountered in the water conservancy project quality supervision and testing exhibition, and take timely measures to solve them. Only in this way can we improve the effect of water conservancy project quality supervision, promote its reform and development, and step into the legal and standardized management track as soon as possible.

水利工程的建设质量直接关系到人民群众的生命财产安全,关系到国民经济和社会发展的大局。实施工程质量监督、严格控制工程质量是政府维护社会公共利益和公众安全的重要手段。保障水利建设工程质量,确保工程效益的发挥是水利工程监督的目的。近年来,伴随着水利工程的大规模发展,水利工程质量问题频发,尤其是中小型水利工程。因此,水利工程质量监督显得尤为重要;水利工程质量监督工作能够为水利工程质量提供保障,长期且艰巨。为了促进基层水利工程质量监督的改革与发展,必须正视水利工程质量监督与检测展中所遇到的问题,及时采取措施加以解决。只有这样,才能提高水利工程质量监督的效果,推动其改革与发展,尽早迈入法制化和规范化管理轨道。

Zhi-Hai Li, male, the Mongols,bachelor’s degree, master’s degree of engineering, born in Chifeng City, Inner Mongolia in April 1974. He graduated from Southwest Institute of Technology (Southwest University of Science and Technology). He works in Chifeng Water Resources Protection and Water Conservancy Project Quality Monitoring Center. He is a senior engineer, water conservancy supervision and cost engineer, water conservancy second grade constructor. He is a talented companion of Chifeng City, and has been rated as “Excellent Communist Party member” and “excellent party worker” for many years. During the work period, he published more than 60 papers and prepared various water conservancy project reports. He is an advanced individual of water conservancy construction quality management in Inner Mongolia Autonomous Region and an expert of water conservancy construction quality assessment.

李智海,男,蒙古族, 1974 年 4 月生,内蒙古赤峰人,毕业于西南工学院(现西南科技大学),本科学历,工学硕士学位,就职于赤峰市水资源保护和水利工程质量监测中心。高级工程师,水利监理、造价工程师,水利二级建造师;连续多年被评为“优秀共产党员”“优秀党务工作者”;工作期间发表论文、编写各类水利工程报告 60 余篇; 内蒙古自治区水利建设质量管理工作先进个人, 水利工程建设质量考核专家。

Yan Li, male ,the Mongols, born in Chifeng City, Inner Mongolia in January 2002. At present, he is studying in North China University of Water Resources and Electric Power majored in civil engineering. He won the second prize in the “2020 National College Students’ Career Development Competition” sponsored by the Information Development Research Institute of China Information Association; won the first prize in the first national college students’ national defense and military industry knowledge competition held by the China Association for Peaceful Use of Military Industrial Technology of the State Administration of Science, Technology and Industry for National defense; won the first place (team) in the 200m straight race of dragon boat in the second Dragon Boat Championship of Zhengzhou City and many other awards.

李岩,男,蒙古族, 2002 年 1 月生,内蒙古赤峰人,现就读于华北水利水电大学土木工程专业,在中国信息协会信息化发展研究院主办的“2020 年全国大学生职业发展大赛”中,荣获校级赛二等奖,国家国防科技工业局中国和平利用军工技术协会举办的首届全国大学生国防、军工知识竞赛,荣获一等奖,郑州市第二届龙舟锦标赛龙舟 200 米直道竞速第一名(团队)等多个奖项。
