Preface
With the continuous changes in the external environment, the continuous advancement of power system reforms, the continuous improvement of industry regulatory standards, and the continuous innovation of management methods and technologies, the management of power generation enterprises is facing new challenges. How to use creative methods to improve the company's ability to respond to changes? This has become the primary issue for power generation companies. By studying the application of operation management theory in power generation enterprises, this book analyzes the composition of the operation management structure and operation mode, and explores the ways and methods of operation management to adapt to external changes in the value chain of power generation enterprises. At the same time, production safety is a systematic project, which is a subject that needs to be resolved for a long time. It involves a very wide range, and involves many fields and a relatively large span. In order to enhance the safety awareness of employees and improve the level of enterprise safety management, in order to reduce the occurrence of safety accidents, and to reduce the casualties of people’s lives and the loss of enterprise property, we have planned and compiled the "Power Generation Enterprise Management Concept" based on the actual situation in China.
The current situation of safety in production in our country is very severe. The Party Central Committee places safety in production as important as resources and the environment, and proposes safe development, sustainable development, and clean development. To achieve the strategic goal of sustainable development, take safe development as an important concept and incorporate it into the overall strategy of socialist modernization. At present, the work of safety supervision in our country is faced with the challenges of high pressure, high difficulty and heavy responsibilities, and it has become an important issue to be solved urgently by governments at all levels, safety supervision departments, and enterprises.

随着外部环境不断变化,电力体制改革不断推进,行业监管标准不断提高,管理方法、技术不断创新,发电企业管理面临着新的挑战,如何采用创造性的方法提高企业对诸多变化的反应能力成为发电企业的首要问题。本书通过研究运营管理理论在发电企业中的应用,分析运营管理构架和运营模式的组成,探讨在发电企业价值链中,运营管理适应外部变化的途径和方法;同时,安全生产是一个系统工程,是一项需要长期坚持解决的课题,涉及的范围非常广,涉及的领域也比较多,跨度比较大。为了提升广大职工的安全意识,提高企业安全管理的水平,为了减少安全事故的发生,更为了减少人民生命的伤亡和企业财产的损失,我们结合中国的实际情况,策划编写了“发电企业管理理念及务实研究”。
由于当前我国安全生产的形势十分严峻,党中央把安全生产摆在与资源、环境同等重要的地位,提出了安全发展、节约发展、清洁发展,实现可持续发展的战略目标,把安全发展作为一个重要理念,纳入社会主义现代化建设的总体战略中。当前,我国安监工作面临着压力大、难度高、责任重的挑战,已经成为各级政府、安监部门、企业亟待解决的重要问题。
Xin-Hui Liu, male, the Han nationality, born in September 1982 in Xi’an City, Shaanxi Province, bachelor’s degree, graduated from Xi’an Jiaotong University. He is now a civil engineering manager and project manager in China General Nuclear Power Corporation. He was awarded the Advanced Individual of Soil and Water Conservation in Yan’an City, and was awarded the “Star of Struggle” by the company’s business department in 2018. He has won many awards such as the 2020 Excellent Project and the First Level Safety Standardization Project. In 2020, presided over the compilation of the standard part of the “Safety Production Standardization and Compliance Rating Standards for Power Engineering Construction Projects”.
刘信辉,男,汉族, 1982 年 9 月生,陕西西安人,本科学历,毕业于西安交通大学。中国广核新能源控股有限公司,土建经理和项目经理。曾获得延安市水土保持先进个人, 2018 年获得公司事业部“奋斗之星”, 2020 年度优秀项目及一级安全标准化项目等多个奖项。 2020 年主持《电力工程建设项目安全生产标准化规范及达标评级标准》标准部分篇章编写工作。
Hong-Jun Lv, male, the Han nationality, was born in August 1983 in Hohhot, Inner Mongolia, bachelor’s degree. He is now engaged in centralized control operation in Daihai Power Generation Co., Ltd., Liangcheng County, Inner Mongolia Autonomous Region. During this period, he participated in major projects such as environmental protection transformation, comprehensive upgrade and transformation of four units, and heat supply transformation. He organized and completed multiple unit major and minor repair tasks. During this period, he was awarded the company’s personal advanced title, and his collective has been awarded the title of advanced team many times. In 2020, he obtained the safety supervision and management engineer of boiler and pressure vessel in the electric power industry.
吕红军,男,汉族, 1983 年 8 月生,内蒙古呼和浩特人,本科学历,现在内蒙古自治区凉城县岱海发电有限责任公司从事集控运行工作, 期间参与四台机组环保改造、综合升级改造、供热改造等重大项目工程,组织完成多次机组大小修任务,期间获
得公司个人先进称号, 所在集体多次获得先进班组称号, 在 2020 年取得电力行业锅炉压力容器安全监督管理工程师。
Feng Jia, male, the Han nationality, engineer, was born in September 1981 in Nen River City, Heilongjiang Province. He graduated from Power Vocational and Technical College with a bachelor’s degree. He has worked in power generation and heating companies for more than 20 years and has participated in high-level management for more than 10 years. He has rich experience in the management, operation and preparation of power generation companies. He is a successful promoter of the combination of power generation companies and Toyota-style management, and a management consultant for many power generation and heating companies. The main research direction is to integrate the Toyota-style management method with the daily management and project management of power generation enterprises, and integrate lean management into every cell of the power plant from the beginning of the preparation to create a low-cost, low-energy, and high-efficiency smart power plant.
贾峰,男,汉族, 1981 年 9 月生,黑龙江嫩江人,毕业于哈尔滨电力学校电厂化学专业,本科学历,工程师。发电及供热企业从业二十余年,参与高层管理十余年,有丰富发电企业的管理、经营、筹建经验,发电企业与丰田式管理方式结合的成功推行者、多家发电及供热企业管理顾问。主要研究方向将丰田式管理方式与发电企业日常管理、项目管理相结合,从筹建开始就将精益管理融入电厂每一个细胞,从而打造出低成本、低能耗、高效益的智慧电厂。
