Preface
With the establishment and development of China’s socialist market economy, fire safety is an important part of national economy and social development. It is the only way for the sustainable development of China’s fire industry to speed up the improvement of social fire safety management level and improve the whole society’s ability to resist fire. This book focuses on the training of fire protection theory and supervision and management, and mainly focuses on the basic requirements and rigid standards of law enforcement in each process, each link, each behavior and each action of fire protection product supervision and management. It is a comprehensive, important and instructive reference book to highlight the standardization, operability and practicability, based on the fire laws and regulations, on the basis of cleaning up the normative documents of law enforcement in the early stage, and with the examples of legal documents as the main carrier, and comprehensively integrate the provisions on law enforcement and case handling scattered in the normative documents.

随着我国社会主义市场经济的确立和发展，消防安全事业是国民经济和社会发展的重要组成部分，加快提高社会消防安全管理水平，提高全社会整体抗御火灾能力， 是我国消防事业可持续发展的必经之路。 本书以培养消防理论与监督管理为主，主要以消防队伍执法者在消防产品监督管理中每个流程、每个环节、每个行为和每个动作的执法基本要求和刚性标准为中心。突出规范性、操作性、实用性，以消防法规为基础，在前期清理执法规范性文件的基础上，以法律文书范例为主要载体，将目前分散在各规范性文件之中有关执法办案的规定进行全面整合，是一本具有综合性、要点性、指导性的工具书。
Qi Li, male, the Han nationality, born in Fushun City, Liaoning Province in September 1978, bachelor’s degree, graduated from the Department of Fire Engineering of Chinese People’s Armed Police Force. He is deputy leader of the fire rescue detachment of Fushun City, Liaoning Province. He is in charge of the city’s fire prevention supervision and legal work. He has won two third-class honors and with 15 years of experience in fire prevention supervision and management. During this period, he published more than 10 professional papers on fire prevention, organized and participated in the city’s on-site meetings and high-low large-scale drills for more than 10 times, with rich theoretical and practical experience in fire prevention supervision and management.
李麒，男，汉族， 1978 年 9 月生，辽宁抚顺人，中国人民武装警察部队消防工程系本科学历，辽宁省抚顺市消防救援支队副支队长，分管全市防火监督与法制工作，工作荣立个人三等功 2 次，具有 15 年防火监督管理经验，期间发表消防专业论文10 余篇，组织、参与全市现场会、高低大化演练现场 10 余次，在防火监督管理方面具体丰富的理论与实操经验。
Wu-Qiang Lian, male, the Han nationality, born in Weinan City, Shaanxi Province in September 1979, bachelor's degree. Since graduation, he has been engaged in the field of fire protection design review, completion acceptance and supervision and management of construction projects for nearly 20 years, and has rich experience in fire protection work. Among them, seven papers on fire prevention supervision were published after thorough investigation in industrial and mining enterprises. After full investigation of the city’s Internet cafes, he wrote Analysis on the Current Situation and Countermeasures of Fire Safety in Internet Cafes, which provides technical support for the whole city’s Internet cafes fire safety. He also participated in the security and fire protection work of the 2010 Asian Games and the rectification of fire hazards, and won the commendation of the organizing committee.
廉武强，男，汉族， 1979 年 9 月生，陕西渭南人，本科学历。毕业以来一直从事建筑工程消防设计审查、竣工验收和监督管理领域工作近二十年，拥有非常丰富的消防工作经验。其中在深入工矿企业，认真调研后发表防火监督方面论文七篇；对全市网吧充分调研后撰写了《网吧消防安全现状及对策分析》为全市的网吧消防安全提供了技术保障；并参与 2010 年亚运会安保消防工作，消防隐患整治工作，获得组委会嘉奖。
Yi-Zhe Yuan, male, the Han nationality, born in Weinan City, Shaanxi Province on July 8th, 1978, bachelor’s degree. He has been engaged in the field of fire protection design review, completion acceptance and supervision and management of construction projects for nearly 20 years. He has accumulated rich experience in fire protection work. He has participated in the fire protection design review and acceptance of Weinan thermal power plant, Weinan Museum and other important projects. He has participated in more than 20 times in the review meeting for the renovation of oil and gas recovery system of Weinan gas station and the construction engineering expert demonstration meeting organized by the Municipal Planning Bureau. He participated in the major work of Eliminating Fire Disaster, the fire fighting campaign of hazardous chemical enterprises, and the three-year campaign of fire safety special rectification.
员轶哲，男，汉族， 1978 年 7 月生，陕西渭南人，本科学历。从事建筑工程消防设计审查、竣工验收和监督管理领域工作近二十年,积累了非常丰富的消防工作经验，参与了渭南热电厂、渭南博物馆等重要工程消防设计审查和验收工作，参与了渭南市加油站油气回收系统改造评审会和市规划局组织建筑工程专家论证会 20 余次。参加了“清剿火患”、危化品企业消防攻坚行动、消防安全专项整治三年行动等重大工作。
