The construction of water conservancy engineering is related to the people’s livelihood and the rapid and healthy development of the national economy. The quality of water conservancy engineering is not only closely related to its own economic benefits, but also related to the safety of people’s lives. The construction management responsibility of water conservancy engineering is considerably weighty. In the process of water conservancy engineering construction in the past, many experiences have proved that only by clearly dividing the construction responsibilities of each participant in the water conservancy projects, strengthening the quality of project management and improving the professional quality of construction personnel can the safety of national property and people’s life and property be ensured. This method can also enhance the reputation and economic benefits of construction enterprises.
In recent years, China has paid more and more attention to water conservancy engineering and there are more and more new water conservancy projects because of the growing investment. However, the construction management and operation management of water conservancy engineering show a serious imbalance of “separation of management and construction, attaching importance to construction and underrating management”. This requires the organic combination of construction management and operation management of water conservancy engineering and the combination of construction and management to maximize the benefits of water conservancy engineering. Then the modern management of water conservancy engineering can be realized. The management of water conservancy engineering construction is an arduous and complex project. The ultimate goal of construction management is to organize efficient and high-quality management. 水利工程的建设关系到民生大计和国民经济的快速健康发展,而水利工程的质量也不仅仅只与工程本身的经济效益息息相关,更关系到百姓们的生命安全。水利工程的施工管理责任重于泰山。在过去的水利工程建设过程中,很多经验证明了只有分清楚水利工程各参建方的施工责任,加强工程质量管理,提高施工人员的专业素养,如此才能确保国家财产和人民的生命财产安全无虞,这种做法还能增强企业信誉和企业的经济效益。
近年来,国家对水利工程越来越重视,投资力度越来越大,新建水利工程项目越来越多,但是水利工程建设管理和运行管理却呈现出“管建分离,重建清管”的严重失调现象。这就需要将水利工程建设管理与运行管理进行有机结合,分实现建管结合,促使水利工程效益得到最大的发挥,进而实现水利工程的现代化管理;水利工程施工项目管理工作是一项艰巨而复杂的工程,组织高效率、高质量的管理是施工项目管理的最终目标。我们在项目施工过程中,必须合理配置各项工作,优化组合各项生产要素,利用现代化的技术和手段,使施工生产的均衡性和稳定性得到保证,以便生产出更多、更好的合格的工程产品,以提高水利工程企业整体的综合效益,促进施工企业的健康发展。
Xiao-Hui Duan, male, Han nationality, CPC member, bachelor’s degree, was born in June 1968 in Luoyang City, Henan Province. He graduated from Zhengzhou Water Conservancy School and started working in December 1987. He is now a senior engineer at the Luhun Reservoir Administration Bureau in Henan Province. He has been engaged in construction management, engineering design and technical management for a long time. He participated in the construction of more than ten major water conservancy projects, and completed nearly a hundred design projects for irrigation districts.
段笑晖,男,汉族,中共党员, 1968 年 6 月生。河南洛阳市人,本科学历,毕业于郑州水利学校, 1987 年 12 月参加工作,就职于河南省陆浑水库管理局,任高级工程师,长期从事与建设管理、工程设计与技术管理等,参加重大水利工程建设十多项,完成灌区工程设计项目近百项。
