Preface
With the rapid development of our national economy, the process of infrastructure construction is also accelerating. China has relatively abundant water resources. In order to make full use of these resources, we must strengthen the construction of water conservancy projects. The quality of water conservancy projects is of great significance to the efficient utilization of water resources. Since the reform and opening up, the construction of water conservancy projects in China has been increasing and numerous water conservancy projects have been built, which has laid a solid foundation for the economic development of China. But what we should see is that a large number of water conservancy projects have quality problems in the process of construction which severely affects their original functions and even causes safety accident. It is not conducive to the development of national economy. Therefore, we should work properly in the quality inspection and control work of water conservancy projects.
Water conservancy engineering is an important infrastructure for the effective use of water resources. Because most of the water conservancy projects are built in the upper reaches of rivers with relatively complex natural environment, the safety of water conservancy projects has a considerable impact on the safety of people’s lives and property in the lower reaches. Once there are some hidden dangers in the process of construction of water conservancy projects, accidents that may occur after they are put into use will bring huge losses to the people in the lower reaches. This makes the quality inspection and control of water conservancy projects become a very important subject. In the process of project construction, we should always adhere to the policy of “quality first”. In order to adapt to the development of market economy and the requirements of WTO, we should continuously improve the level of quality management and carry out quality inspection and monitoring through tests and experiments so as to find and solve problems in time and then ensure the water conservancy project a high quality.
前 言
随着我国国民经济的不断快速发展,基础设施建设的进程也在不断的加快。我国的水利资源相对比较丰富,充分利用这些水利资源必须加强水利工程建设。水利工程的质量的高低对于能否高效的利用水利资源具有十分重要的意义。改革开放以来我国的水利工程建设的力度不断的加大,兴建了大量的水利工程,为我国的经济发展打下了坚实的基础。但是我们应该看到,大量水利工程在建设的过程中存在质量问题,严重的影响了其原本功能的发挥,甚至发生安全事故,不利于国民经济的发展,因此要做好水利工程质量检测与控制工作。
水利工程是有效利用水利资源的重要的基础设施。由于水利工程大多都是在自然环境相对比较复杂的河流的上游修建,这使得水利工程的安全性对于下游人民的生命和财产安全都有十分重要的影响。一旦水利工程在建设的过程中存在一些隐患,在投入使用之后出现事故就可能给下游的人民带来巨大的损失。这就使得水利工程质量检测与控制成为一个十分重要的课题;在工程施工过程中,要始终坚持“质量第一”的方针,为适应市场经济发展和 WTO 的要求,不断提高质量管理水平,通过试验,检查等进行质量检查、监控,以便及时发现问题,纠正问题,确保实现总体工程质量达到优质工程。
Cheng-Gang Sha, male, the Han nationality, CPC member, master’s degree, senior engineer, born in December 1983, from Xining City, Qinghai Province. He graduated from Lanzhou University of Technology and now works at Qinghai Water Resources & Hydro Power Reconnaissance Design Research Institute. He is mainly engaged in the design of hydraulic engineering and the design and research of hydraulic structure optimization. Since joining the work, he has presided over and participated in the completion of more than 50 water conservancy and hydropower projects, mainly involving hydropower projects, reservoir projects, river ecological management projects, water supply projects, risk elimination and reinforcement projects, and various special reports. He has published many papers in Chinese core journals.
沙成刚,男,汉族, 1983 年 12 月生,青海西宁人,中共党员,硕士研究生学历,毕业于兰州理工大学,高级工程师,现就职于青海省水利水电勘测设计研究院。主要从事水利工程设计及水工结构优化设计研究。自参加工作以来,主持、参与完成水利水电工程项目 50 余项,主要涉及水电站项目、水库项目、河道生态治理项目、供水项目、除险加固项目以及各类专题报告等,发表多篇中文核心期刊论文。
Hui-Chun Wang, female, the Han nationality, bachelor’s degree, born in September 1971, from Daqing City, Heilongjiang Province. She graduated from China Central Radio and Television University and worked in the Engineering Construction Management Division of Daqing Water Affairs Bureau after graduation. She was responsible for the construction management and quality supervision of the city’s water conservancy projects, the cleanup of rivers and lakes, and the demarcation of rivers and lakes. She was excellent in the year-end assessment for three consecutive years. In March 2020, she participated in the work of Heilongjiangkou in supporting Fuhai County, Altay Prefecture, Xinjiang. She is now in charge of the quality supervision of water conservancy projects in the Fuhai County Water Conservancy Bureau, and is responsible for the quality supervision of 9 projects. The project is proceeding smoothly and all the quality of the project is qualified.
王慧春,女,汉族, 1971 年 9 月生,黑龙江大庆人,毕业于中央广播电视大学,大学本科学历。毕业后就职于大庆市水务局工程建设管理科,负责全市水利工程建设管理和质量监督、河湖清四乱、河湖划界等工作,连续三年年终考核为优秀。 2020年 3 月参加黑龙江口支援新疆阿勒泰地区福海县工作,现在福海县水利局负责水利工程质量监督工作,负责 9 个在建项目的质量监督,工程顺利进行,工程质量全部合格。
Lu Jin, female, the Han nationality, born in November 1989 in Zhengzhou City, Henan Province, graduated from North China University of Water Resources and Electric Power with a bachelor’s degree. After graduation, she has been engaged in the construction and management of water conservancy and hydropower projects. She has accumulated rich experience in design, construction, and cost work, and has participated in and completed a number of provincial and municipal key water conservancy construction projects. She has published many papers in various domestic academic journals, and has served as construction management work for many large-scale projects. She has rich theoretical and practical experience.
靳璐,女,汉族, 1989 年 11 月生,河南郑州人,毕业于华北水利水电学院水利水电工程专业,本科学历,毕业后一直从事水利水电工程施工与管理工作,在设计、施工、造价等工作中积累了丰富的经验,先后参与并完成了多个省市重点水利建设工程项目,在国内各种学术期刊上发表多篇论文,担任过多个大型项目的施工管理工作,具有丰富的理论和实践经验。
