Preface

With the rapid development of social economy and the acceleration of agricultural water conservancy and hydropower process, people’s material living standards continue to improve, which puts forward higher requirements for water conservancy and hydropower construction. Nowadays, water conservancy project is used for flood control, farmland irrigation, power generation and so on. Water conservancy project supervision is a kind of management system which is mainly involved in the bidding, supervision planning, construction preparation, construction management and completion acceptance of water conservancy projects. Although this term is a little strange in people’s eyes, in recent years, water conservancy projects are increasing year by year, and the corresponding role of water conservancy project supervision is also shown, which has gradually become the key link to promote the orderly progress of water conservancy projects and improve the quality of construction.
  As an infrastructure that affects the social and economic development of our country, the development of water conservancy project has a direct impact on people's real life. As a work of supervision and standardization of project construction, supervision is of great significance in improving the quality of water conservancy project construction.
  In the process of China’s project construction, construction supervision is an important factor to ensure the quality of construction. Therefore, in the process of water conservancy project construction, in order to ensure that the final construction quality can meet the initial design requirements, supervisors should reasonably formulate supervision technology according to the actual water conservancy project construction situation. However, there are still many problems in the process of actual water conservancy project construction supervision. Therefore, supervisors should strengthen the innovation of water conservancy project construction supervision technology, so as to promote the orderly construction of water conservancy project.


前 言

随着社会经济的快速发展以及农业水利水电进程的加快,人们的物质生活水平不断提高,对水利水电施工提出了更高的要求。现如今,水利工程是国家用来防洪与农田灌溉、发电等以开发水资源为目标而修建的一项工程。水利工程监理主要是在水利工程的招标投标、监理规划、施工准备、施工管理以及竣工验收等参与到各阶段之中的一类管理体制,虽然这一名词在人们看来有着些许的陌生,但是这几年的时间水利工程项目逐年上涨,相应的水利工程监理的作用也就展现出来,这已经逐步的成为了促进水利工程有条不紊的推进,提升建设质量的关键环节。

水利工程作为一项影响我国社会经济发展的基础设施,其发展优劣直接影响到人们的实际生活,而监理作为一项监督和规范工程施工的工作,在提升水利工程施工质量方面意义重大。
       在我国项目施工的过程中,施工监理是保证施工建设质量的重要因素,因此,在水利工程施工建设的过程中,监理人员为了保证最终的施工质量可以达到最初的设计要求,应当根据实际水利工程施工情况来合理的制定监理技术,但是在实际水利工程施工监理过程中还存在着诸多的问题,因此,监理人员应当加强对水利工程施工监理技术的创新,从而促进水利工程施工可以有序的进行。

Jian-Li Sun, male, the Han nationality, bachelor’s degree, born in Zhengzhou City, Henan Province in April 1981. He graduated from Shandong University majored in water conservancy and hydropower engineering in 2004. His research direction is water conservancy engineering and he is a senior engineer, first grade constructor, national registered supervision engineer and first cost engineer. He is now the chief supervision engineer of Xiaolangdi north bank irrigation project in Henan Province. He has participated in the construction of national, provincial and ministerial key projects for many times, and has rich experience in water conservancy project construction supervision. His supervised projects have been rated as provincial and ministerial civilized construction sites and high-quality projects for many times.

孙建立,男,汉族, 1981 年 4 月生,河南郑州人, 2004 年毕业于山东大学,水利水电工程专业,本科学历,研究方向水利工程,高级工程师,一级建造师,国家注册监理工程师, 一级造价工程师。 现任河南省小浪底北岸灌区工程项目总监理工程师。多次参与国家和省部级重点工程的建设,有丰富的水利工程施工监理经验,所监理的工程项目多次评为省部级文明工地和优质工程。

Chao Cheng, male, the Han nationality, bachelor’s degree, engineer, first grade constructor, national registered supervision engineer, born in Zhengzhou City, Henan Province in June 1986. He graduated from North China University of Water Resources and Electric Power majored in water conservancy and hydropower. He is now the deputy chief supervision engineer of the first phase project of Xiaolangdi south bank irrigation area in Henan Province. He has participated in the construction of national, provincial and ministerial key projects for many times, and has rich experience in water conservancy project construction supervision. His supervised projects have been rated as provincial and ministerial civilized construction sites and high-quality projects for many times.

程超,男,汉族, 1986 年 6 月生,河南郑州人,毕业于华北水利水电学院水利水电工程专业,研究方向水利工程,本科学历,工程师,一级建造师,国家注册监理工程师。现任河南省小浪底南岸灌区一期工程项目副总监理工程师。多次参与国家和省部级重点工程的建设,有丰富的水利工程施工监理经验,所监理的工程项目多次评为省部级文明工地和优质工程。

Hai-Tao Mo, male, the Han nationality, bachelor’s degree, born in Luoyang City, Henan Province in October 1989. He graduated from Northwest Minzu University majored civil engineering in 2012. His research direction is water conservancy engineering. He is now the director of the Engineering Department of bid 2 of Xiaolangdi south bank irrigation area project in Henan Province. He has participated in the construction of national, provincial and ministerial key projects for many times, and has rich experience in water conservancy project construction. His construction projects have been rated as provincial and ministerial civilized construction sites and high-quality projects for many times. He has been rated as excellent Communist Party member of Luoyang water conservancy system for many times.

莫海涛,男,汉族, 1989 年 10 月生,河南洛阳人, 2012 年毕业于西北民族大学,土木工程专业,本科学历,研究方向为水利工程。现任河南省小浪底南岸灌区工程项目 2 标工程部部长。多次参与国家和省部级重点工程的建设,有丰富的水利工程施工经验,所施工的工程项目多次评为省部级文明工地和优质工程。多次被评为洛阳市水利系统优秀共产党员。
