Water conservancy project construction is the basic construction of national economy, which plays an important role in promoting the sustainable and healthy development of national economy. If the safety of water conservancy project construction is to be effectively guaranteed, scientific management must be strengthened. Improving water conservancy project management can not only promote the agricultural economic development to the maximum extent, but also improve the quality of life of rural residents, which is of great significance to the national economic development. Water conservancy project is a project for the benefit of future generations. Only if the quality is guaranteed, its function can be played.
With the continuous development of society and the renewal of people's ideas, people are more and more aware of the importance of water conservancy projects. In China, the construction of water conservancy projects is still in the development stage. Only by paying enough attention to the construction of water conservancy projects and implementing scientific management, can we minimize the irregularities in the construction process and the negative impact of water conservancy projects on the ecological environment. At the same time, the construction units of water conservancy projects should solve the problems existing in the construction with the shortest time and effective measures, so as to minimize the impact on the local ecological environment and make the construction of water conservancy projects develop healthily and continuously. Water conservancy project construction is the basic construction of national economy, which plays an important role in promoting the sustainable and healthy development of national economy. On this basis, the author compiled the book: Research on Water Conservancy Construction Technology and Project Management, hoping to provide help for water conservancy construction and management practitioners.
前 言
水利工程建设是国家经济的基础性建设,对促进国家经济持续、健康发展具有不可低估的作用。水利工程项目建设的安全性如果要想得到有效保证,就必须加强科学管理。完善水利工程管理不仅能够最大限度推动农业经济发展,而且能够有效提高农村居民生活质量,对国家经济发展具有重要意义。水利工程是造福后代的工程,只有质量得到保证,其作用才能够得到发挥。
随着社会的不断发展以及人们观念的更新,人们越来越意识到水利工程的重要性。在我国,水利工程建设依然处于发展阶段,国家相关单位只有对水利工程建设予以足够重视,实施科学管理,才能够最大限度减少建设施工过程中的不规范之处,也才能够最大程度降低水利工程给生态环境造成的负面影响。同时,水利工程建设单位应对施工中存在的问题,只有用最短时间、 借助有效措施予以解决,才能够最大程度降低对当地生态环境的影响,才能够使水利工程建设健康持续发展。水利工程建设是国家经济的基础性建设,对促进国家经济持续、 健康发展具有不可低估的作用。国家相关单位只有对水利工程加强管理,才能够从根本上保证其质量,也才能够使其发挥重要作用。因此,实施水利工程管理意义深远。作者在此基础上编写《水利施工技术与工程管理研究》一书,希望可以对水利施工与管理从业者提供帮助。
Wu-Zhang Jia, male, the Han nationality, born in Zaozhuang City, Shandong Province in May 1975. He graduated from Shandong Agricultural University majored in water conservancy engineering in July 1997. After graduation, he worked in Zaozhuang Shengli Canal Management Office, Zaozhuang Reservoir Resettlement Office, Zaozhuang Shengli Canal Management Service Center, and was engaged in water conservancy project construction and management, reservoir resettlement project management, etc. He won a number of relevant provincial and municipal awards. He has rich experience in water conservancy project construction and management.
贾武章,男,汉族, 1975 年 5 月生,山东枣庄人。 1997 年 7 月毕业于山东农业大学水利工程专业。毕业后,在枣庄市胜利渠管理处、枣庄市水库移民办公室、枣庄市胜利渠管理服务中心从事水利工程建设与管理、水库移民项目管理等工作,获得多个相关的省、市奖项。具有丰富的水利工程建设与管理工作经验。
Chang-Bao Yin, male, the Han nationality, bachelor’s degree, senior engineer, born in Xining City, Qinghai Province in September 1965. He graduated from the department of hydropower, Qinghai University of Industry and Agriculture (now as Qinghai University), majoring in water conservancy engineering. Now he is the director of Qinghai Hydropower Engineering Society. Since taking part in the work, he has successively worked in the provincial water resources department and the provincial hydropower group system, and successively served as the deputy general manager of Qinghai Golmud River Hydropower Development Company and the general manager of Qinghai Yinda Jihuang Hydropower Construction Company. He is now the general manager of Qinghai Xueyu Hydropower Company. He has successively participated in the construction of Xiaogangou hydropower station, Wenquan reservoir and Dagangou hydropower station on Golmud River, and presided over the construction of Yulongtan hydropower station and Shitouxia hydropower station on Datong River.
尹常宝,男,汉族, 1965 年 9 月生,青海西宁人,毕业于青海工农学院水电系农田水利工程专业,本科学历,高级工程师,现为青海省水力发电工程学会理事。自参加工作至今先后在省水利厅和省水电集团系统工作,历任青海省格尔木河水电开发公司副总经理、青海引大济湟水电建设公司总经理等职,现任青海雪玉水电公司总经理,先后参加了格尔木河小干沟水电站、温泉水库、大干沟水电站等工程建设,主持了大通河玉龙滩水电站和石头峡水电站工程建设。
Hu-Tao Zhang, male, the Han nationality, born in Luoyang City, Henan Province in July 1962. He graduated from the secondary vocational school of the Ministry of Coal Industry, and his research direction is water conservancy engineering construction and groundwater. He is now the director of flood control and drought relief office of Water Conservancy Bureau of Yiyang County, Henan Province. He published many excellent papers and won the excellent paper awards. He presided over the design and construction of the demonstration project of water saving and efficiency in Henan Province in 2002, and won the high-quality project at the county level in that year; he compiled the rural safe drinking water project in Yiyang County, Henan Province, and made great contributions to the flood control project of jianheshanhonggou and the soil and water conservation project in Yiyang County.
张虎涛,男,汉族, 1962 年 7 月生,河南洛阳人。毕业于煤炭工业部职工中等专业学校,水利工程施工与地下水方向,现任河南省宜阳县水利局防汛抗旱办主任。发表优秀论文多篇并获得优秀论文奖; 主持 2002 年河南省节水增效示范工程设计及施工,并获得当年县级优质工程;编写河南省宜阳县农村安全饮水项目,为涧河山洪沟防洪治理工程,宜阳县水土保持治理工程等项目做出了重大贡献。
