Preface

With the continuous development of society, people pay more and more attention to the construction of water conservancy and hydro-power engineering. China’s relevant government departments have invested a lot of human, material and financial resources in the construction of water conservancy and hydro-power. It has achieved certain results but there are still some problems in the construction process of water conservancy and hydro-power engineering, which have a certain impact on the quality and efficiency of project construction.
  The construction of water conservancy and hydro-power projects is to ensure that people will not infringed by natural disasters and then improve the utilization rate of water resources. It belongs to the scope of the projects that benefit people. With the improvement of China’s comprehensive national strength, various construction undertakings are in full swing. Among them, the water conservancy and hydro-power engineering has attracted the public attention. The construction of water conservancy and hydro-power engineering can not only benefit the people, but also improve the social level of China. It plays an important role in promoting economic development. Therefore, we should pay more attention to the quality and efficiency of water conservancy and hydro-power projects, carefully analyze the problems that exist in the process of the construction management and formulate solutions and implement them in time so as to effectively improve the construction quality and efficiency of water conservancy and hydro-power engineering.

  Water conservancy and hydro-power engineering is the basic project to ensure the economic development of China and improve the quality of people’s life. In order to promote the development of China’s water conservancy and hydro-power engineering, the relevant staff must pay enough attention to the problems that occur in the projects and adopt the reasonable measures that is suitable in the actual construction situation. In the process of the construction, the relevant staff should constantly perfect the construction methods, innovate management strategies and study about the foreign advanced construction technology to provide power for the development of water conservancy and hydro-power engineering in China.


前 言

随着社会的不断发展,水利水电工程的建设愈发受到人们的重视。我国相关政府部门在建设水利水电方面投入了大量的人力、物力以及财力,水利水电建设已取得一定的成效,但水利水电在建设过程中仍然存在一些问题,对项目建设的质量和效率产生了一定影响。
       水利水电工程建设是为了确保人们不受自然灾害侵害的基础上,提升了对水资源的使用率,属于惠民工程的范畴之内。随着我国综合国力的提升,各项建设事业正在如火如荼地展开,而其中的水利水电工程受到人们的关注。水利水电工程的建设不仅能造福百姓,还能提升我国社会水平,对促进经济发展有着重要的作用。因此,要重视水利水电工程的质量和效率,细致分析水利水电建设管理过程中存在的问题,制定解决方案并及时加以实施,以此来有效提升水利水电工程的建设质量和效率。
        水利水电工程是确保我国经济发展,提升人民群众生活质量的基础工程。为了推动我国水利水电工程的发展,相关工作人员必须要对工程中出现的问题给予足够的重视,结合实际施工情况,采用合理的措施解决施工中出现的问题。在施工建设的过程中不断完善施工方法,创新管理策略,借鉴国外的先进施工技术,为我国水利水电工程的发展提供动力。

Wen-Zhen Ren, male, the Han nationality, senior engineer, bachelor’s degree, was born in October 1962 in Heze City, Shandong Province. He graduated from the Shandong provincial Party School of the Communist Party of China.He is currently the deputy director of the Heze and Juancheng Yellow River Bureau. The main construction projects include: Dailaojia Reservoir Project in Caoxian County, Shandong; Sangzhuang Control and Guidance Project (submerged dam) construction for flood control project of the Lower Yellow River; and the construction of villages and platforms occupied by residents of Huanghe Beach in Juancheng County, Shandong Province. In 2015 and 2019, he twice participated in the production of teaching video materials for Shandong Yellow River rescue professional technical education. In 2020, he participated in the science and technology project of "Shandong Yellow River Flood Control Mechanized Emergency Response Optimization" and won the first prize of Shandong Yellow River Science and Technology Progress Award.

任文振,男,汉族, 1962 年 10 月出生,山东菏泽人,大学本科学历,中共山东省委党校本科毕业,高级工程师,现任菏泽黄河河务局鄄城黄河河务局副局长。施工项目主要有:山东曹县戴老家水库项目;黄河下游防洪工程桑庄控导工程(潜坝)建设;山东省鄄城县黄河滩区居民迁占村台工程建设; 2015 年及 2019 年两次参加了山东黄河抢险专业技术教育教学影像教材制作; 2020 年参与“山东黄河防汛机械化抢险优化组合”科技项目,获山东黄河科技进步一等奖。

Mengke Nashun, male, the Mongolian nationality, CPC member, bachelor’s degree, senior engineer, born in December 1978 in Ordos, Inner Mongolia. He graduated from Qinghai University with a major in water conservancy and hydropower engineering. He is a national registered first-level water conservancy construction engineer, a cost engineer of the Ministry of Water Resources, and an expert in the comprehensive bid evaluation expert database of Qinghai Province. He is currently assistant to the general manager and manager of the water engineering management department of Qinghai Xueyu Hydropower Co., Ltd. He has been engaged in the construction and construction management of water conservancy projects for a long time, and has participated in more than ten water conservancy project construction tasks. He has rich experience in construction technology, project cost and construction management of hydropower stations in alpine regions.

孟克那顺,男,蒙古族, 1978 年 12 月生,内蒙古鄂尔多斯人,中共党员,本科学历,高级工程师,毕业于青海大学水利水电工程专业。全国注册一级水利建造师,水利部造价工程师,青海省综合评标专家库专家。现任青海雪玉水电有限责任公司总经理助理兼水工管理部经理。长期从事水利工程施工与建设管理,先后参加了十余项水利工程建设任务,具有丰富的高寒地区水电站施工技术、工程造价与建设管理经验。

Chang-Bao Yin, male, the Han nationality, CPC member, bachelor’s degree, senior engineer, born in September 1965 in Xining city, Qinghai Province. He graduated from the Department of Hydropower, Qinghai Institute of Technology and Agriculture, majoring in farmland water conservancy engineering. He is currently a council member of the Qinghai Hydropower Engineering Society. He successively worked in the Provincial Water Resources Department and the Provincial Hydropower Group System, and successively served as the deputy general manager of Qinghai Golmud River Hydropower Development Company and the general manager of Qinghai Yinda Jihuang Hydropower Construction Company. He is currently the general manager of Qinghai Xueyu Hydropower Co., Ltd. He successively participated in the construction of Xiaogangou Hydropower Station, Hot Spring Reservoir, and Dagangou Hydropower Station on the Golmud River, and presided over the construction of Datonghe Yulongtan Hydropower Station and Shitouxia Hydropower Station.

尹常宝,男,汉族, 1965 年 9 月生,青海西宁人,中共党员,本科学历,高级工程师,毕业于青海工农学院水电系农田水利工程专业,现为青海省水力发电工程学会理事。先后在省水利厅和省水电集团系统工作,历任青海省格尔木河水电开发公司副总经理、 青海引大济湟水电建设公司总经理等职, 现任青海雪玉水电公司总经理,先后参加了格尔木河小干沟水电站、温泉水库、大干沟水电站等工程建设,主持了大通河玉龙滩水电站和石头峡水电站工程建设。
