With the change of life style and life concept, the significance of ecological water conservancy project is increasingly prominent. China’s ecological water conservancy project construction has made some achievements, but the overall effect is not ideal, there are still problems to be solved. Under the concept of ecological environmental protection, environmental factors should be considered in the planning and design of ecological water conservancy project construction, which should be taken as an important indicator to optimize the planning and design methods of ecological water conservancy project and improve the comprehensive efficiency of the whole water conservancy project system.
For the construction of water conservancy projects, “environmental protection” has become the main development goal and direction. With the development of society, ecological water conservancy project has come into people’s vision and become a new type of water conservancy project which is full of people’s production and life. The main factors affecting the construction of ecological water conservancy projects are planning and design. The design of ecological water conservancy projects should follow certain principles and methods. In addition, the construction of ecological water conservancy project is not only related to the development of national economy, but also related to the progress of society and the protection of ecological environment. It is an important construction project beneficial to the country and the people. In the planning and design, it is necessary to realize the combination of theory and practice, determine the characteristics of the project according to the actual situation, design reasonable and feasible construction scheme according to different site conditions, and protect the natural environment with high-quality ecological water conservancy project planning and design.

随着生活方式与生活观念的改变,生态水利工程的意义日益凸显。我国的生态水利工程建设已取得一定成绩, 但是整体效果还不够理想, 仍存在亟待解决的问题。在生态环保理念下,生态水利工程建设的规划设计要考虑环境因素,将其作为重要的衡量指标,优化生态水利工程的规划与设计方法,提高整个水利工程系统的综合效能。
对于水利工程建设而言,“环保”成为了主要发展目标和发展方向。随着社会的发展, 生态水利工程走进人们的视野, 成为满足人们生产生活需要的新型水利工程。 影响生态水利工程建设的主要因素是规划与设计,生态水利工程设计要遵循一定的原则,更要按照一定的方法进行。此外,生态水利工程建设关系国民经济的发展, 更关系社会的进步与生态环境的保护, 是利国利民的重要建设工程。 在规划设计中, 要实现理论与实际的结合,根据实际情况,确定项目特点,根据不同的现场条件,设计具有合理性与可行性的建设方案,用高质量的生态水利工程规划与设计切实保护自然环境。
Jia-You Si, male, the Han nationality, senior engineer, born in Jinan City, Shandong Province in January 1964. He graduated from Yellow River Conservancy Technical Institute in 1988. At present, he works in Shandong Yellow River Engineering Group Co., Ltd. For more than 30 years, he has been engaged in the construction of water conservancy and highway projects, participated in the construction of more than ten Yellow River Diversion Sluice projects in the lower reaches of the Yellow River, the East and middle route projects of South to North Water Diversion, as well as the construction of expressway projects, river crossing and river crossing super large bridges, and accumulated a lot of construction experience and project management experience. In 2011, as a representative of the construction unit, he participated in the preliminary acceptance meeting of the East Route of the South to North Water Diversion Project organized by the State Council, and took a group photo with academician of the Chinese Academy of Engineering, water conservancy expert Professor Youmei Lu and other senior experts in the industry.
司加友,男,汉族, 1964 年 1 月生,山东济南人,高级工程师, 1988 年毕业于开封黄河水利学院,现就职于山东黄河工程集团公司。 30 多年来,一直从事水利和公路工程施工,参与了黄河下游十几座引黄闸工程和南水北调东、中线工程施工,以及高速公路工程、跨江、跨河特大桥工程施工,积累了大量的施工经验和工程管理经验。 2011 年作为施工单位代表,参加了由国务院组织的南水北调东线工程初步验收会议, 并于中国工程院院士, 水利工程专家陆佑楣教授等业内资深专家合影留念。
Chuan-Yin Gong, male, the Han nationality, CPC member, senior engineer, born in Lu’an City, Anhui Province in August 1963. He graduated from Hohai University majored in irrigation and water conservancy. Since 1984, he has worked in the Water Conservancy Bureau of Jin’an District, Lu’an City, Anhui Province. He is mainly engaged in water conservancy project planning, survey, design and water conservancy project construction management and quality supervision. He presided over the completion of the county and district level “12th Five Year Plan” and “13th five year plan” water conservancy development plan and 20 special plans for farmland capital construction, safe drinking water, soil and water conservation, irrigation area construction, flood control, etc. He presided over the completion of county irrigation area supporting, farmland water conservancy capital construction, rural safe drinking water, small reservoir reinforcement, small and medium-sized river governance.
龚传银,男,汉族, 1963 年 8 月生,安徽六安人, 1989 年 12 月毕业于河海大学农田水利专业。中共党员,高级工程师。 1984 年至今,在安徽省六安市金安区水利局工作。主要从事水利工程规划、勘测、设计和水利工程项目建设管理及质量监督工作。主持完成县区级“十二五、十三五” 水利发展规划及农田基本建设、安全饮水、水土保持、灌区建设、防洪等专项规划二十编次;主持完成县域灌区配套、农田水利基本建设、农村安全饮水、小水库除险加固、中小河流治理。
Shun-Jun Yan, male, the Han nationality, bachelor’s degree, born in Xining City, Qinghai Province in October 1980. He graduated from College of Water Conservancy and Hydropower Engineering of Hohai University majored in water conservancy and hydropower construction engineering in July 2002. At present, he is the director of Planning Department of Qinghai Water Resources and Hydropower Survey, Design and Research Institute and the deputy chief engineer of the Institute. He has successively presided over and participated in the planning and design of more than 50 large and medium-sized and small projects such as the comprehensive water resources planning of Qinghai Province, the water resources allocation project planning of Chaidamu Basin in Qinghai Province, and the water diversion project from the Yellow River to Jining in Qinghai Province.
严顺君,男,汉族, 1980 年 10 月生,青海西宁人, 2002 年 7 月毕业于河海大学水电学院水利水电建筑工程专业,大学本科,现任青海省水利水电勘测设计研究院规划处处长,兼院规划副总工程师,先后主持和参与了青海省水资源综合规划、青海
省柴达木盆地水资源配置工程规划、青海省引黄济宁工程等各类大中小型工程的规划设计 50 余项。
