Water conservancy is one of the infrastructures of our national economy. The development of water conservancy project construction is an important task for our country. With the rapid development of modern science and technology, the process of water conservancy project construction is accelerating, and the subsequent project construction management is also constantly improving, and it is gradually changing from a traditional experience management model to a modern management model. Because large and medium-sized water conservancy projects generally have the characteristics of large investment scale, long construction period, complicated engineering technology, and high construction risk. After the quality management organization enters the site, it is necessary to carry out adequate quality management preparations. The construction quality management of water conservancy projects directly affects the quality problems of water conservancy projects, which makes the construction quality management of water conservancy projects have norms to follow.
In the process of water conservancy project construction, project management and control play a key role in project cost, construction safety, construction progress and construction quality. It can not only control the cost input, strengthen the allocation of resources, but also maintain the order of project construction and ensure the smooth completion of the project. However, from the current situation of water conservancy project construction management and control, there are some objective factors, such as incomplete management and control system, insufficient management and control supervision, and project geographical environment, which lead to problems such as construction safety. These problems increase the difficulty of project management and control to some extent. In view of this situation, the water conservancy project management and control departments and the control personnel must strengthen management and control, implement new control systems and methods, optimize and transform the original control methods, ensure the advancement and applicability of the project control system, and meet the requirements of the current water conservancy project management and control.

水利是我国国民经济的基础设施之一,发展水利工程建设是我国的一项重要任务。随着现代科技的迅猛发展,水利工程建设的进程也在不断加快,随之而来的工程建设管理也在不断提高,并逐渐由传统型的经验管理模式转换为现代化的管理模式。由于大中型水利工程一般都具有投资规模大、 工程建设周期长, 工程技术模杂,工程建设风险大等特点。质量管理机构进场后,进行充分的质量管理准备工作是必需的,水利工程施工质量管理的好坏直接影响到水利工程的质量问题,在对水利工程施工质量管理过程中有规范可依。
在水利工程建设过程里,项目管控在工程造价、建设安全、建设进度和建设质量等各个方面都施展着关键作用。既可以控制成本投入,强化资源配置,又能维持项目建设的秩序,保证项目的顺利竣工。但是,从水利工程建设管控的现状来看,存在管控体系不完备、管控监督不足、项目地理环境等客观因素,致使建设安全等问题呈现。这些问题在某些程度上增加了项目管控的难易程度。考虑到这种情况,水利工程管控部门和管控人员必需加强管控,实施新的管控制度和方法,优化改造原有的管控方法,确保项目管控系统的先进性和适用性,满足当今水利工程管控的要求。

He has published more than 10 papers and achieved good social and economic benefits in actual projects.
于德光,男,汉族, 1964 年 8 月生,山东潍坊人,本科学历,高级工程师,毕业于西安建筑科技大学土木工程专业,现从事水利管理。曾参加引黄济青、胶东调水、南水北调工程建设管理、调度运行及技术咨询等工作,先后发表论文 10 余篇,在实际工程中取得良好的社会和经济效益。
Yang Lu, male, the Han nationality, bachelor’s degree in engineering, engineer, born in January 1986 in Yantai City, Shandong Province.
