Preface
The construction of water conservancy and hydropower project is a multi type of work, multi specialty and complex system engineering. In order to make the whole construction process smoothly and achieve the predetermined goal, we must use scientific methods for construction management, so as to ensure the project quality, reasonably control the construction period, reduce the project cost and realize safe and civilized construction. At the same time, scientific construction management can promote the progress of construction enterprises and improve the competitiveness of construction enterprises.
The practice of water conservancy and hydropower project construction project management is based on the relevant management knowledge and theory, under the guidance of relevant national construction policies, according to the design documents and contracts and the requirements of relevant departments, to study the natural conditions, social and economic conditions of the project location, the supply of resources (equipment, materials, manpower) engineering characteristics, etc. Starting from the overall construction situation, adopting scientific management means and taking contract management as the core, the problems of construction bidding, construction preparation, construction progress, construction quality, construction cost, measurement and payment, construction safety and environment, construction resources, project acceptance and other aspects of water conservancy and hydropower project construction project are solved. 水利水电工程项目的施工是一项多工种、多专业、复杂的系统工程,要使施工全过程顺利进行,达到预定的目标,就必须用科学的方法进行施工管理,做到确保工程质量、合理控制工期、降低工程成本,实现安全文明施工。同时,施工科学管理能够推进施工企业的进步,提高施工企业的竞争力。
水利水电工程施工项目管理实务是在有关管理的知识和理论的基础上,在国家有关建设方针政策的指导下,根据设计文件合同和有关部门的要求,研究工程所在地的自然条件、社会经济状况资源的供应情况(设备、材料、人力)工程特点等,从施工全局出发,采用科学的管理手段。以合同管理为核心,解决好水利水电工程施工项目所进行的施工投标、施工准备、施工进度、施工质量、施工成本、计量与支付、施工安全与环境、施工资源、工程验收等方面的问题。水利水电工程施工项目管理实务是探讨水利水电工程施工项目目标管理的对立统一关系,以实现施工管理各项目标的有机结合,顺利完成工程项目的建设,最大化地实现工程的经济效益和社会效益。
改革开放以来,我国在兴建水利水电项目上取得了很大的成就,使我国水利水电项目建设走上了新的阶段,但是随着建设环境的复杂恶劣,项目建设规模的日益扩大,所存在的问题也凸显出来,好的管理方法和管理体制是确保水利水电项目建设安全进行的根本。
Yong-Gang Liu, male, the Han nationality, CPC member, bachelor’s degree, born in Linyi City, Shandong Province in April 1984. He graduated from Shandong Agricultural University. He has been engaged in water conservancy engineering, highway engineering and municipal engineering construction for a long time, summed up a lot of construction technology management experience, published 5 papers, presided over more than 40 engineering construction projects, and was awarded the honorary title of excellent CPC member and advanced individual for many times.
刘永刚,男,汉族, 1984 年 4 月生,山东临沂人,中共党员,本科学历,毕业于山东农业大学,长期从事水利工程、公路工程、市政工程施工工作,总结了大量的施工技术管理经验,发表论文 5 篇,主持工程施工项目 40 多项,多次被评为优秀共产党员和先进个人荣誉称号。
Chao Zhou, male, the Han nationality, master’s degree, born in Nanyang City, Henan Province in April 1986. He graduated from Liaoning University of Technology in 2013. His research direction is water conservancy engineering safety management. He works in the headwork branch of Construction and Administration Bureau of South-to-North Water Diversion Middle Route Project. During his tenure, he was awarded the title of “excellent employee” in 2018 and 2019 and “excellent Party member demonstration post” in Construction and Administration Bureau of South-to-North Water Diversion Middle Route Project.
周超,男,汉族, 1986 年 4 月生,河南南阳人,硕士研究生学历,2013 年毕业于辽宁工业大学。研究方向:水利工程安全管理。任职于南水北调中线干线工程建设管理局渠首分局。任职期间荣获南水北调中线建管局 2018、 2019 年度“优秀员工”,2019 年度“优秀党员示范岗”称号。
Hai-Tao Han, male, the Han nationality, bachelor’s degree, born in Suihua City, Heilongjiang Province in December 1979. He graduated from The Open University of China majoring in water conservancy and hydropower engineering. His research direction is water conservancy engineering construction management. Now he works in the Construction and Operation Center of Geshan Reservoir in Suihua City, and is the deputy general manager and technical director of Suihua Anlan Water Investment and Construction Co., Ltd.
韩海涛,男,汉族, 1979 年 12 月生,黑龙江绥化人,毕业于中央广播电视大学,水利水电工程专业,本科学历, 水利工程建设管理,现就职于绥化市阁山水库建设运行中心,任绥化市安澜水务投资建设有限公司副总经理,技术负责人。
