Preface

The theory of Archival Science in China began in the period of the Republic of China, and entered the normal stage after the founding of the People’s Republic of China. By the 1960s and 1970s, archival science had been independent, and constantly matured and developed. By the 1990s, the theory of archival work had been deeply developed, and gradually embarked on the road of prosperity and development. In the new era, the theory and practice of the construction of archives work system is the guiding ideology and action guide to do a good job of archives work. At the same time, it also promotes the healthy development of archives cause and can better serve the people’s livelihood.
The utilization of archives is the ultimate goal of archival theory and practical research. At the same time, the utilization of archives promotes the development of archival theory and the modernization of archival work. The utilization of archives plays an important role in realizing the value of archives and archives work, strengthening and improving the basic work of archives, effectively developing archives information resources and improving the professional quality of archivists. With the development of the times, the work of archival science has developed in the continuous practice and created new theories. Therefore, in the specific archival work, the task of archivists is arduous, and we need to use archival theory to guide the practical work.

前言

我国档案学理论开始于民国时期，而在建国后即步入到了正规，而到二十世纪六七十年代时档案学即已独立出来，并不断的成熟和发展，而到了九十年代开始档案工作理论得以深入发展起来，并日益的走上繁荣发展之路。在新时期，档案工作体系建设的理论与实践是做好档案工作的指导思想和行动指南，同时，也推动了档案事业的健康发展，能更好的为社会民生服务。
档案利用是档案学理论与档案工作实践研究的最终目的，同时，档案利用又从实践中推动了档案学理论的发展和档案工作现代化的实施。档案利用，在实现档案及档案工作价值、加强和改进档案基础工作、有效开发档案信息资源和提高档案工作者业务素质等方面都发挥着重要作用。时代在发展，档案学工作也在不断的实践中发展起来创造了新的理论。因而，在具体的档案工作中，档案工作者的任务是繁重的，需要运用档案学理论对实践工作加以指导。

叶敏

Min Ye, female, the Han nationality, associate research librarian, born in Lianyungang City, Jiangsu Province in October 1981. In 2004, she graduated from Zhengzhou University of Aeronautics majored in archives and obtained the bachelor’s degree. In 2008, she obtained the second bachelor degree of water conservancy and Hydropower Engineering from China Agricultural University. She is now working in Lianyungang Water Conservancy Bureau, and is mainly engaged in Lianyungang water conservancy system archives management guidance work, Lianyungang water conservancy science and technology archives construction and management work. She also serves as director of the Fifth Board of the Lianyungang archives society and director of the academic committee of the archives work of Lianyungang Municipal organs. She has published more than 10 academic papers in academic journals.

叶敏，女，汉族， 1981 年 10 月生，江苏连云港人。副研究馆员。 2004 年毕业于郑州航空工业管理学院档案学专业本科， 2008 年获中国农业大学水利水电工程第二本科学历。现就职于连云港市水利局，主要从事连云港市水利系统档案管理指导工作，连云港市水利科技档案馆建设和管理工作。兼任连云港市档案学会五届理事会理事和连云港市机关档案工作学术委员会主任。先后在学术刊物上发表学术论文 10 余篇。

刘云霞

Yun-Xia Liu, female, the Han nationality, librarian, born in Lianyungang City, Jiangsu Province in December 1985. She graduated from China Agricultural University. She is now working in Lianyungang Linhong Water Conservancy Project Management Office, and is mainly engaged in the archives comprehensive management of Lianyungang Water Conservancy Bureau. Her published papers include “How to do a Good Job in Archives Management of Operation and Management Units”, “Analysis of Informatization Management of Water Conservancy Archives Management”, “Preliminary and Deep Informatization of Archives” and so on.

刘云霞，女，汉族， 1985 年 12 月生，江苏连云港人，馆员。 2010 年毕业于中国农业大学。现就职于连云港市临洪水利工程管理处，主要从事连云港市水利局档案综合管理工作。发表论文有《如何做好运行管理单位档案管理工作》、《浅析水利档案管理信息化管理》、《档案信息化初探》等。

刘卉

Hui Liu, female, the Han nationality, intermediate title of archives, born in Lianyungang City, Jiangsu Province in November 1981. She graduated from Yangzhou University. She is now working in Lianyungang City, Jiangsu Province, Water Project Management Office, and is mainly engaged in archives management and research. In recent years, she has published papers such as “Research on strengthening the archives management path of water conservancy construction projects”, “Research on the application of water conservancy flood control information technology in water conservancy projects”, etc.

刘卉，女，汉族， 1981 年 11 月生，江苏连云港人，本科毕业于扬州大学，档案中级职称。现就职于江苏省连云港市市区水工程管理处，主要从事档案管理工作与研究。近年发表论文有《加强水利工程建设项目档案管理路径研究》、《水利防汛信息技术在水利工程中的应用研究》等。
