Water conservancy project construction is the work of building water conservancy project according to the requirements of engineering structure, quantity, quality, progress and cost proposed in the design. The application, operation, maintenance and protection of water conservancy project is an important part of water conservancy project management. After the completion of water conservancy project, effective management must be adopted to achieve the expected effect and verify the correctness of the original planning and design; The basic task of project management is to maintain the integrity and safety of engineering buildings and equipment, so that they are in good technical condition; we need correctly use water conservancy engineering equipment to control, regulate, distribute and use water resources, and give full play to its flood control, irrigation, water supply, drainage, power generation, shipping, environmental protection and other benefits. In recent years, the state has attached great importance to the basic construction projects of water conservancy projects, and the construction projects of water conservancy projects have also developed rapidly, but the quantity and quality of technical personnel of water conservancy projects are far from meeting the requirements. 前 言
水利工程施工是按照设计提出的工程结构、数量、质量、进度及造价等要求修建水利工程的工作。水利工程的运用、操作、维修和保护工作,是水利工程管理的重要组成部分,水利工程建成后,必须通过有效的管理,才能实现预期的效果和验证原来规划、 设计的正确性; 工程管理的基本任务是保持工程建筑物和设备的完整、安全,使其处于良好的技术状况;正确运用水利工程设备,以控制、调节、分配、使用水资源,充分发挥其防洪、灌溉、供水、排水、发电、航运、环境保护等效益。
做好水利工程的施工与管理是发挥工程功能的鸟之两翼、车之双轮。水利工程基本建设项目近年来得到国家的高度重视,水利工程建设项目也迅速发展,但随之而来的是水利工程技术人员的数量和质量远远满足不了要求,特别是中小型水利工程现场实际工程负责人的管理和技术水平较低,工程质量、安全状况提升不快,工程建设项目存在安全隐患。为了提高施工现场负责人的业务水平,为水利工程建设提供人员保障,我们编写了本书。
Jian-Heng Liu, male, the Han nationality, bachelor’s degree, born in Xianyang City, Shaanxi Province in February 1968. He graduated from Northwest A&F University majored in soil and water conservation. At present, he works in Water Conservancy Bureau of Xingping City, Shaanxi Province and is mainly engaged in hydraulic construction, farmland water conservancy, soil and water conservation, etc. He has the qualification of water conservancy project supervision engineer and cost engineer, and has won the honorary titles of advanced individual in labor competition of Shaanxi Province, advanced worker in water conservancy construction of Xianyang City, and “advanced individual in grassroots work satisfied by the people” of Xianyang City.
刘建恒,男,汉族, 1968 年 2 月生,陕西咸阳人,本科学历,毕业于西北农林科技大学,水土保持专业。现工作于陕西省兴平市水利局,主要从事水工建筑、农田水利、水土保持等方面工作。拥有水利工程监理工程师、造价工程师资格,曾荣获陕西省劳动竞赛先进个人、咸阳市水利建设先进工作者、咸阳市“人民群众满意的基层工作先进个人”等荣誉称号。
Qi-Shui Yuan, male, the Han nationality, college degree, born in Yucheng City, Shandong Province in April 1975. He has been engaged in water conservancy for a long time and his research direction is water conservancy projects. He participated in the planning, design and construction of many large and medium-sized water conservancy projects in Yucheng City. After the implementation of the drinking water safety project, he solved the problem of drinking water safety for the rural population in the city. Lishanjian reservoir, Yulin River dredging, small-scale agricultural water projects, high standard farmland projects and many other water conservancy projects have brought great economic and social benefits to the people of our city. He has been rated as excellent worker for many times, and was awarded the May 1st Labor Medal by Yucheng Municipal People's Government in 2019.
袁其水,男,汉族, 1975 年 4 月生,山东禹城人,大专学历,长期从事水利工作。研究方向为水利工程。参与了禹城市的多项中大型水利工程的规划、设计与施工,在饮水安全项目实施后,解决了全市农村人口饮水安全问题,李三尖水库,禹临河清淤,小农水项目,高标准农田项目等诸多水利工程给我市人民带来巨大的经济和社会效益。 曾多次被评为优秀工作者, 在 2019 年被禹城市人民政府授予五一劳动奖章获得者。
Zhong-He Han, male, the Han nationality, engineer, born in Jinan City, Shandong Province in September 1986. He graduated from Hebei University of Engineering and obtained the bachelor’s degree. His research direction is water conservancy and hydropower engineering. He owned some related utility model patent. He has been engaged in water conservancy engineering construction management. His main construction projects include: Hanzhuang pumping station hub project of Hanzhuang canal section of the East Route of South to North Water Diversion, comprehensive treatment dike project of Dagu River in Jiaozhou City, Qingdao City, Yuanguo sluice project of JUNHE comprehensive treatment in Pingyi County, yingzi sluice project of Tuhai River in Jinan City, Baiyun reservoir project of Zhangqiu City, Jinan City, etc.
韩忠鹤,男,汉族, 1986 年 9 月生,山东济南人,工程师。毕业于河北工程大学,本科学历,研究方向为水利水电工程方面,有相关的实用新型专利。一直从事水利工程施工管理。主要参建项目有:南水北调东线韩庄运河段韩庄泵站枢纽工程,青
