前言

随着经济社会的发展和城市化的不断推进，基础设施的需求在不断增加，土木工程是基础设施建设的过程中十分重要的建设形式。近年来在进行基础设施建设的过程中主要采用土木建设，在土木工程建设的过程中整体的项目管理是十分重要的建设内容，必须按照相应的建设标准进行建设工作，这样才能提升土木工程的建设质量。国家经济的不断进步以及城市化建设的不断发展，我国土木工程施工建设取得了重大进步。施工管理作为土木工程施工建设的中心环节，直接影响着土木工程施工建设质量以及效益，影响着土木工程施工企业的可持续发展。
土木工程施工建设项目所涉及生产要素众多，生产设备、生产材料、生产工艺等，都能成为最终影响施工建设项目质量的因素，因此对于工程施工建设管理单位而言，必须根据项目的实际情况，制定有效的项目管理制度，设立行之有效的技术措施、管理措施、经济措施、技术措施，保证整个施工建设项目能够有序推进。

牟丽芸

Li-Yun Mou, female, the Han nationality, bachelor’s degree, born in Tianshui City, Gansu Province in 1977. She graduated from Lanzhou University of Technology. She is currently working in the smart city construction affairs center of Qinzhou District, Tianshui City, as the chief of the administrative service management unit, and is engaged in the repair and protection of ancient buildings. She won the second prize of “2014 China Federation of Commerce Science and Technology Award” and the first prize of “2015 China Federation of Commerce Science and Technology Award”; she published 2 papers in national and provincial journals; In 2015, she was rated as the “model of women’s contribution” of Tianshui Women's Federation and the advanced individual of administrative law enforcement files of Qinzhou District in 2015.

牟丽芸，女，汉族， 1977 年生，甘肃天水人大学本科，毕业于兰州理工大学，现就职于天水市秦州区智慧城市建设事务中心，政务服务管理股股长，从事古建筑房屋修缮保护工作；获得“2014 年度中国商业联合会科学技术奖”二等奖，“2015 年度中国商业联合会科学技术奖”一等奖；在国家、省级刊物发表论文 2 篇； 2015 年天水市妇联“巾帼建功标兵”； 2015 年度秦州区行政执法案卷工作先进个人。

王立峰

Li-Feng Wang, male, the Han nationality, bachelor’s degree, born in Xintai City, Shandong Province in August 1976. He graduated from Shandong University of Technology majored in civil engineering. In July 2000, he worked in 252 Office of Shandong Reserve Material Management Bureau. As a civil engineer, he successively engaged in the new construction and safety reconstruction projects of national reserve pyrotechnics depot and oil depot. In April 2019, in response to the call of the organization, he entered the front-line work of poverty alleviation as the first secretary appointed by the province, and won the third class merit once.

王立峰，男，汉族， 1976 年 8 月生，山东新泰人，本科学历。毕业于山东理工大学土木工程专业，本科学历。 2000 年 7 月进入山东储备物资管理局二五二处工作，作为土建工程师先后从事国家储备火工库、油库的新建及安全改造工程。 2019 年 4 月响应组织号召，作为省派第一书记进入扶贫一线工作，并荣立三等功一次。
