Preface  


In recent years, with the increasing investment in power infrastructure projects in  China, we must implement effective management of complex infrastructure business  through information system. The enterprise resource planning (ERP) is an advanced  management idea, which focuses on organization model, business process, enterprise rules  and regulations, information technology, etc.  

       Power engineering management is an important part of power enterprise  management in China, and plays an indispensable role in the power system. The  management of electric power project has an important influence on the economic benefits  of project investors and construction enterprises. In recent years, with the implementation  of China’s sustainable development strategy, the construction of power engineering  projects is gradually increasing. For China’s power grid, under the premise of ensuring the  improvement of the power grid system and power supply quality, the reasonable cost  control can not only improve China’s economic level, but also help China’s power grid  system to be more mature and perfect. At present, the high project cost is largely due to the  unscientific and unreasonable management mode of power grid system. Therefore, if we  want to control the project cost, we should start from the perspective of management.


前 言  


近些年来,伴随着我国在电力基建工程上投资的日趋增加,我们必须要通过信息系统,来对繁杂的基建业务实施有效的管理。而企业资源计划,它是集中了组织模型、业务流程、企业规章制度以及信息技术等,其在管理思想上比较先进。 电力工程管理是我国电力企业管理工作的重要组成部分,在电力系统中发挥不可或缺的作用。

        电力工程管理工作对工程投资主体的经济利益、施工企业的经济效益有着重要的影响。近年来,随着我国可持续发展战略的实施,电力工程项目的建设也逐渐增多。对于我国电网而言,在保障电网体系的完善和供电质量的前提下,最大限度地合理控制造价成本,这不但能够提升我国的经济水平,而且有助于我国电网体系更加成熟完善。当前,工程造价过高很大程度上是因为电网体系的管理模式不科学不合理,因此若要对工程造价进行控制,那么就应当从管理这一角度来着手解决。

Song Li, male, the Han nationality, bachelor’s degree, born in Guiyang City, Guizhou  Province in June 1975. He graduated from Kunming University of Science and Technology.  He has been engaged in substation construction technology and construction management  for a long time. He has successively served as the project leader of four 500kV substation  new projects, one ± 500kV converter station installation project and four ± 800kV  converter station installation projects. He has deep research and rich engineering practice  experience in substation construction management. He has won the awards of excellent  project manager of Guizhou Construction Industry Association, advanced individual of  safety of China Southern Power Grid Co., Ltd. and advanced individual of key project  labor competition of “being a good master and making contributions in the new era”.  


李松,男,汉族,1975 6 月生,贵州贵阳人,本科学历,毕业于昆明理工大学, 长期从事变电站施工技术和施工管理工作,先后担任 4 500kV 变电站新建工程、 1 个±500kV 换流站安装工程、4 个±800kV 换流站安装工程项目负责人,在变电 站施工管理方面有较深研究和丰富的工程实践经验,曾荣获贵州省建筑业协会企业 优秀项目经理,南方电网有限公司安全先进个人“当好主人翁、建功新时代”重点 工程劳动竞赛先进个人等奖项。

Hao-Chen Wang, male, the Han nationality, bachelor’s degree, born in Baotou City, Inner  Mongolia in August 1989. He graduated from Inner Mongolia University of Technology.  He mainly studies reverse power engineering technology. Since 2011, he has worked in  Xilinguole Electric Power Bureau of Inner Mongolia Power (Group) Co., Ltd. and works  on substation operation.  


王浩臣,男,汉族,1989 8 月生,内蒙古包头人,毕业于内蒙古工业大学,本科 学历,主要研究反向电力工程技术,2011 年至今任职于内蒙古电力(集团)有限责 任公司锡林郭勒电业局从事变电运行专业。

Zhong-Xing Qie, male, the Han nationality, master’s degree, senior engineer, registered  first grade constructor, born in Nanchang City, Jiangxi Province in July 1974. He  graduated from Nanchang University. He is currently the director of the primary  substation office of Jiangxi Hongyuan Electric Power Survey and Design Institute Co.,  Ltd., and won the title of excellent expert talent of State Grid Corporation of China in  2015.  


郄忠兴,男,汉族,1974 7 月生,江西南昌人,毕业于南昌大学,硕士研究生学 历,高级工程师,注册一级建造师,现任江西宏远电力勘测设计院有限公司变电一 次室主任,2015 年获国家电网公司级优秀专家人才称号。
