Preface
The concept of urban design was introduced into China in the 1980s, which has aroused the general concern of the planning circles. Due to the fact that urban design has not obtained the legal status in our country, and the country has not given a clear positioning for urban design, leading to the current situation that the domestic theoretical circles hold different opinions. In the practice of specific projects, the contents and achievements of urban design are also multifarious, lacking a unified understanding. China’s urban planning system originated in the early days of the founding of the People’s Republic of China has some disadvantages in the process of urban construction after the Economic Reform and Opening up. In recent years, it has also been concerned by the planning circles. The development of urban design work can just solve some of the problems, which is in line with the objective requirements of the new era of urban construction.
This book mainly studies the origin and development process of modern urban planning and urban design; the development status of modern urban design theory and practice at home and abroad; the urban planning system and the current urban planning compilation in China and its shortcomings. On this basis, it discusses the relationship between urban planning and urban design and their respective emphases, and establishes the principles corresponding to each stage of urban planning in China. The book emphasizes the idea that urban design work should run through all stages of urban planning, and makes a preliminary study on the tasks, types and contents of urban design work in each stage.
前 言
城市设计概念从上个世纪 80 年代传入中国，引起了规划界的普遍关注。由于在我国城市设计尚未取得法定地位，国家也没有针对城市设计给出明确的定位，导致了目前国内理论界各执一词的局面，在具体项目实践中， 城市设计的内容与成果也是五花八门，缺乏统一的认识。源于建国初期的我国的城市规划体系在改革开放后城市化进程加快的城市建设过程中也出现了一些弊端， 近年来也为规划界所关注，城市设计工作的展开，正好可以解决其中一些问题，符合新时期城市建设的客观要求。
现代城市规划与城市设计的起源与发展过程；中外现代城市设计理论与实践的发展状况；城市规划体系和我国现行的城市规划编制及其中存在的不足。在此基础上，探讨了城市规划与城市设计的关系及各自的侧重点，建立了城市设计编制与我国现阶段城市规划编制各阶段相对应的原则，强调了城市设计工作应该贯穿于整个城市规划工作各阶段的思想，并对各阶段展开的城市设计工作的任务、类型、内容作了初步的研究。
Hai-Ying Li, female, the Han nationality, bachelor’s degree, born in Linxia City, Gansu Province in September 1970. She graduated from North China University of Water Resources and Electric Power. She has long been committed to the research on the development direction of small town construction under the poverty alleviation work. Now she is the director and engineer of Village and Town Office of Linxia Housing and Urban Rural Development Bureau.By 2020, a total of 9503 dangerous (old) houses have been reconstructed in Linxia City. From 2016 to 2020, she was rated as “women model for poverty alleviation”, “advanced individual for poverty alleviation”, “advanced individual for poverty alleviation in Linxia” and “Excellent Communist Party member” by municipal departments.
李海鹰，女，汉族， 1970 年 9 月生，甘肃临夏人，本科学历，毕业于华北水利水电学院，长期致力于扶贫工作下小城镇建设发展方向的研究，现为临夏市住房和城乡建设局村镇办主任，工程师。截至 2020 年临夏市危（旧）房改造共计完成 9503户。2016 年—2020 年分别被市直部门评为“巾帼扶贫模范”、“扶贫先进个人”、“临夏市脱贫攻坚先进个人”和“优秀共产党员”等。
Bo Guo, male, the Han nationality, master’s degree, senior engineer, national registered planner, born in Shijiazhuang City, Hebei Province in December 1983. Now he works in Hebei Xinda CITY Planning & Design Institute as the director of the Planning Institute. He has presided over or participated in more than 50 planning projects, won national and provincial excellent urban and rural planning and design awards for many times, Beijing Tianjin Hebei Collaborative Development Forum's most insightful award, the most grounded award, and Xiong’an New District’s outstanding contribution award for research on small towns and beautiful villages.
郭波，男，汉族， 1983 年 12 月生，河北石家庄人，硕士研究生学历，高级工程师，国家注册规划师。 现就职于河北信达城乡规划设计院有限公司， 任规划所所长一职。主持或参与完成规划项目 50 多项，多次获国家级、省级优秀城乡规划设计奖，京津冀协同发展论坛最具洞见奖、最接地气奖以及获雄安新区特色小城镇和美丽乡村调研专题工作突出贡献表扬奖等。
Peng-Cheng Qiu, male, master’s degree, member of Wenling Branch of Jiusan Society, deputy to the fifth Taizhou People’s Congress, born in Wenling City, Zhejiang Province in April 1976. He graduated from Huazhong University of Science and Technology majored in architecture. Since 1996, he has been engaged in planning and architectural design in Wenling Planning Institute, and now he is the vice president in charge of planning and architectural work. He has passed the qualification examinations of first class registered architect, registered planner and registered property manager, and is now employed as a senior engineer. In 2008, he participated in the reconstruction planning and design of Muyu Town in Qingchuan County, and won the title of Zhejiang Province’s aid activist.
邱鹏程，男， 1976 年 4 月生，浙江温岭人，华中科技大学建筑学专业，硕士学位，九三学社温岭支社委员，台州市第五届人大代表。 1996 年至今在温岭市规划院从事规划和建筑设计工作，现担任分管规划和建筑工作的副院长。通过了一级注册建筑
师、注册规划师、注册物业管理师等资格考试，现被聘为高级工程师。 2008 年参加青川县木鱼镇重建规划设计工作，获浙江省援川积极分子称号。
