Preface
Water conservancy project construction plays an important role in the basic industry of China’s national economy. In The Decision on Speeding Up the Reform and Development of Water Conservancy, the CPC Central Committee and the State Council pointed out that water is the source of life, the key of production and the basis of ecology. The promotion of water conservancy and the elimination of water disasters are related to human survival, economic development and social progress, and have always been a major event in governing the country. To promote long-term stable and rapid economic development and social harmony and stability, and to win a new victory in building a moderately prosperous society in an all-round way, we must make up our mind to speed up the development of water conservancy, strengthen the ability of water conservancy support and guarantee, and realize the sustainable utilization of water resources. In the process of building ecological civilization in our country, water conservancy project management plays an important role, and the realization of ecological friendly water conservancy project is the goal of water conservancy project management. With the strategic goal of building a well-off society in an all-round way, it is an important task to provide safe and healthy water for production, living and ecology for the whole society. How to adapt to the new requirements of economic and social development of water conservancy project management is a new topic. From the initial project design to the later management, we should abide by the concept of sustainable and low-carbon development. It is very necessary to formulate and adjust water conservancy project management policies in time. Over the past decade, the investment in water conservancy projects has been increasing in China, and the pace of harnessing and developing large rivers has been significantly accelerated. A large number of key water conservancy projects, such as the Three Gorges project, the Yellow River project, the Huaihe River project and the Taihu River project, have started construction one after another, setting off a new upsurge of water conservancy project construction. In the upstream and downstream of the basin, water conservancy engineering groups of different sizes are formed. How to manage these water conservancy engineering facilities with different functions and scales scientifically and effectively is a new problem faced by the management departments at all levels.

水利工程建设在我国国民经济中占基础产业的重要地位。中共中央、国务院在 《关于加快水利改革发展的决定》中指出水是生命之源、生产之要、生态之基。兴 水利、除水害,事关人类生存、经济发展、社会进步,历来是治国安邦的大事。促 进经济长期平稳较快发展和社会和谐稳定,夺取全面建设小康社会新胜利,必须下 决心加快水利发展,切实增强水利支撑保障能力,实现水资源可持续利用”。 在我国建设生态文明的进程中,水利工程管理起着重要的作用,实现生态友好 型水利工程是水利工程管理的目标。随着我国建设全面小康社会战略目标的提出, 为全社会提供安全健康的生产、生活、生态用水是一项重要任务,水利工程管理如 何适应经济社会发展的新要求是一个新课题,从工程初始的立项设计直至后期的管 理都要遵守可持续、低碳发展理念,适时制定、调整水利工程管理政策是非常必要 的。近十几年来我国水利工程投资建设不断增大,大江大河治理和开发步伐明显加 快,三峡、治黄、治淮、治太等一大批重点水利工程相继开工建设,掀起了水利工 程建设的新高潮。在流域的上下游形成了规模大小不等的水利工程群,如何科学有 效地管理这些不同功能、规模的水利工程设施又是各级管理部门面临的新问题。
Jia-Qing Wang, male, the Han nationality, bachelor’s degree, CPC member, senior engineer, senior economist, born in Jinan City, Shandong Province in January 1966. He graduated from Hohai University in the major of irrigation and water conservancy project. He published a professional work. He made two meritorious contributions to Water Resources Department of Shandong Province. He won the First and Second Prizes of Water Conservancy Science and Technology Progress in Shandong Province three times. He is now the party secretary and director of Qingdao Branch of Shandong Water Diversion Project Operation and Maintenance Center. He is mainly engaged in engineering construction and dispatching operation management.
王家庆,男,汉族,1966 年 1 月生,山东济南人,中共党员,河海大学毕业,农 田水利工程专业,本科学历。高级工程师,高级经济师,发表专业著作一部,山东 省水利厅记功二次,获山东省水利科技进步一、二等奖三次,现任山东省调水工程 运行维护中心青岛分中心党委书记、主任,主要从事工程建设和调度运行管理。
Jian-Hua Ge, male, the Han nationality, bachelor’s degree, CPC member, senior engineer, national constructor, supervision engineer, cost engineer, investment consulting engineer, born in Qingdao City, Shandong Province in September 1964. He graduated from Northeast Agricultural University. He is an expert of Shandong construction project evaluation, Shandong water conservancy project evaluation, Shandong government procurement evaluation, Shandong financial budget evaluation and Qingdao professional and technical personnel evaluation.
葛建华,男,汉族,1964 年 9 月生,山东青岛人,中共党员,东北农业大学毕业, 本科学历。高级工程师,水利工程,国家一级建造师、监理工程师、造价工程师、 投资咨询工程师,山东省建设工程评标专家、山东省水利工程评标专家、山东省政 府采购评审专家、山东省财政预算评审专家,青岛市专业技术人才评审专家。
Zhi-Feng Qiu, male, the Han nationality, CPC member, master of engineering, senior engineer, born in Jinan City, Shandong Province in April 1980. He graduated from Shandong University. He is now working in Shandong Water Diversion Project Operation and Maintenance Center, mainly engaged in the construction, management, operation and maintenance of inter basin water diversion project. He co authored The Technology and Practice of Water System Connection in China’s First Blue Economic Zone, and participated in the compilation of Shandong Reform and Opening Up Record.
仇志峰,男,汉族,1980 年 4 月生,山东济南人,中共党员,毕业于山东大学,工 程硕士,高级工程师。现就职于山东省调水工程运行维护中心,主要从事跨流域调 水工程建设、管理、运行及维护工作。合著《中国首个蓝色经济区水系联通技术与 实践》,参与编写《山东改革开放实录》。
