Water conservancy and hydropower engineering and construction is a professional course that closely combines theory and practice. It is a discipline that studies the basic laws of water conservancy and hydropower project construction from three levels of construction technology, construction machinery, construction organization and management on the basis of summarizing domestic and foreign water conservancy and hydropower project construction experience. The construction of water conservancy and hydropower projects is roughly divided into four stages: survey, planning, design and construction. Each stage has division of labor and connection. Construction is the last stage, and its main task is to give full play to the initiative and creativity of construction technicians, make use of human, financial, material and other resources and construction technology, to put the design blueprint into practice in the shortest time. The construction of water conservancy and hydropower project is the process of transforming the planning and design scheme of water conservancy and hydropower project into engineering entity.
  In the design and construction of water conservancy and hydropower projects, the planning and design schemes must be tested through project construction practice to complete the project and put it into use. The construction of water conservancy and hydropower projects can be divided into planning, design and construction stages. Each stage has both division of labor and connection. 水利水电工程与施工是一门理论与实践紧密结合的专业课。它是在总结国内外水利水电工程建设经验的基础上,从施工技术、施工机械、施工组织与管理三个层面,来研究水利水电工程建设基本规律的一门学科。水利水电工程建设,大致分为勘测、规划、设计和施工四个阶段,各个阶段既有分工,又有联系。施工是最后的一个阶段,其主要任务是充分发挥施工技术人员的能动性和创造性,利用人、财、物等资源,运用施工技术,以最短的时间,将设计蓝图付诸实践。水利水电工程施工是将水利水电工程的规划、设计方案转变为工程实体的过程。
       水利水电工程设计和施工,要通过工程施工实践检验规划设计方案,使工程完建并投入运用。水利水电工程建设,可以划分为规划、设计和施工等阶段。各个阶段既有分工又有联系,施工以规划、设计的成果为依据,起着将规划和设计方案转变为工程实体的作用。在施工过程中,按照工程招标投标文件的技术要求及相关技术文件要求,既要实现规划设计的意图,又要根据施工条件和工程规范,综合运用与水利水电工程建设有关的技术和科学管理组织,使工程得以优质、高效、低成本地建成和投产。

In recent years, the construction of water conservancy and hydropower projects in our country has developed rapidly. A number of large-scale water conservancy projects have been built. 近些年,我国水利水电工程建设得到迅猛发展,一批大型水利工程得以兴建并在这个过程中积累了宝贵的经验。水利水电工程,尤其是大型水利水电工程,涉及地域范围大,工程地质条件复杂多变,施工条件困难,往往存在各种各样的工程地质问题,有些工程地质问题还十分复杂,更加需要开展细致的工程地质研究工作。
       水利水电工程项目管理是在项目建设周期内进行的有效规划、组织、协调、控制等系统管理活动,目的是在工期、质量、投资总额的约束条件下实现最优的项目建设,达到预定的目标。同时,水利水电建设项目作为国家基础设施建设项目,由于建设周期长、投资额大、社会影响广泛以及社会问题复杂等特点,因此要对水利水电工程的建设与管理做好社会评价工作。

It is necessary to grasp the opportunity, reasonably arrange the plan, carefully organize the construction, and timely solve the problems of flood
  control and flood control in construction to ensure safety. First of all, water conservancy and hydropower projects undertake the tasks of retaining, storing and discharging water, so there are special requirements for stability, pressure bearing, seepage prevention, impact resistance, wear resistance, frost resistance, crack resistance and so on. 水利水电工程施工与社会和自然环境关系密切,因而实施工程的影响因素也较多,需要把握时机,合理安排计划,精心组织施工,及时解决施工中的防洪、度汛等问题,确保安全。
       首先,水利水电工程承担挡水、蓄水和泄水的任务,因而对稳定,承压、防渗、抗冲、耐磨、抗冻、抗裂等性能都有特殊要求,需按照水利水电工程的技术规范,采取专门的施工方法和措施,确保工程质量;其次,水利水电工程对地基的要求比较严格,工程又常处于地质条件比较复杂的地区和部位,地基处理不好就会留下隐患,事后难以补救,需要采取专门的措施;再者,水利水电工程多在河道、湖泊、沿海及其他水域施工,需根据水流的自然条件及工程建设的要求进行水上及水下作业;最后,水利水电工程要充分利用枯水期施工,具有很强的季节性和必要的施工强度,有的工程因受气候影响还需采取温度控制措施,以确保工程质量。河流上修建的挡水建筑物,关系着下游人民的生命财产安全。工程的施工质量,不但会影响建筑物的寿命和效益,而且会影响改建和维修的费用。工程一旦失事,对国民经济及生命财产会带来不可弥补的损失。国内外的水利史上不乏因施工质量问题而导致的一些惨痛教训,因此,水利水电工程施工必须保证施工安全与工程质量。

Water is an important component of nature, the source of life, the important resource indispensable for human life and social development, and the most active element in the ecological environment. Affected by climate, China's water resources are unevenly distributed in time and space. The amount of water between different regions, between different years of the same region, and between flood seasons and dry seasons of a year differ greatly, resulting in the contradictions of water inflow and water use happen frequently. In order to cope with this contradiction, realize the redistribution of water resources in terms of time and regions, so as to implement flood storage and recovery, to make up for shortages with abundance, to eliminate floods and droughts, and to develop irrigation, power generation, water supply, shipping, aquaculture, tourism and ecological environment conservation etc., it is necessary for different sectors of national economy to build place-based water storage, water diversion, water pumping or inter-basin water transfer. With these, our water resources will be reasonably developed, utilized, and protected.
  In recent years, with the formulation and implementation of a series of water conservancy and hydropower engineering regulations, norms, and rules, the basic construction procedures of water conservancy and hydropower have been further standardized, and the quality of water conservancy and hydropower projects and the overall construction level have been improved and guaranteed. However, as the front-line workers of water conservancy and hydropower construction, especially the quality inspection and control personnel who are responsible for the control and guarantee of the project quality, it is difficult for them to get familiar with new regulations and specifications quickly and use them freely in actual work; meanwhile they will feel hard to apply new materials, new technology, and new methods to improve the scientific character of engineering construction activities. 水是大自然的重要组成物质,是生命的源泉,是人类生活和社会发展不可缺少的重要资源,也是生态环境中最活跃的要素。中国水资源受气候影响,在时间、空间上分布不均匀,不同地区之间,同一地区不同年份之间以及年内汛期和枯水期的水量相差很大,导致来水和用水之间不相适应的矛盾频频发生。国民经济各部门为了解决这一矛盾,实现水资源在时间、地区上的重新分配,做到蓄洪补枯、以丰补缺,消除水旱灾害,发展灌溉、发电、供水、航运、养殖、旅游和维持生态环境等事业,都需要因地制宜地修建蓄水、引水、提水或跨流域调水工程,以使水资源得到合理的开发、利用和保护。
