不动产——动产的对称，是一个法律上的名词，其实即是物业，它包括土地及其上之房屋等不可移动，可以有固定地址的建筑物。动产与不动产的划分，是以物是否能够移动并且是否因移动而损坏其价值作为划分标准的。动产是指能够移动而不损害其价值或用途的物。不动产是指不能移动或者若移动则损害其价值或用途的物。我国不动产长期施行多部门分散登记和管理的模式与制度，导致不动产登记及管理存在诸多问题，具体表现为：不动产登记权利存在矛盾冲突，不动产登记效率偏低，不动产物权体系不完整，不动产登记数据多源异构难以互通共享，登记信息化建设水平参差不齐等多个方面。上述问题严重地制约了国家对不动产状况的全面掌握与有效管理。
