2016 年 2 月 6 日《中共中央国务院关于进一步加强城市规划建设管理工作的若干意见》中提出, 10 年内,我国新建建筑中,装配式建筑比例将达到 30%。由此,我国每年将建造几亿平方米装配式建筑,这个规模和发展速度在世界建筑产业化进程中也是前所未有的,我国建筑界面临巨大的转型和产业升级压力。发达国家装配式建筑技术是经历了半个多世纪发展起来的,是技术理论、技术实践和管理经验逐步积累的过程。但目前大多数国家装配式建筑比例也不到 30%。我们要用 10 年时间走完其他国家半个多世纪的路,需要学的知识和需要做的工作非常多,专业技术人员、技术工人和懂行的管理者的需求将非常巨大。
近年来,现代化的预制部件部品生产企业的逐年增多,工程咨询、规划、设计、部品生产、施工、运营管理深度融合水到渠成。装配式建筑的组织管理模式不同于传统现浇建筑,正在逐步地由单一的专业性组织管理,向综合的全过程组织管理模式发展,装配式建筑强调工程系统集成与工程组织管理整体优化,显现了全过程组织管理的优势。当前,国内各地政府均相继出台了有关装配式建筑的文件规定,相应的地方标准规范不尽相同,工程项目的组织管理模式差异明显,迫切需要系统的梳理和研究。
